NATURE OF WORK/SUPERVISION

Works under the general supervision of the Public Works Director, who assigns major tasks and duties. Is responsible for supervising Utility Maintenance Worker I through III, apprentice and part-time personnel, and performing routine duties normally involving physical labor for the maintenance of City sanitary sewer collection and treatment systems, and potable water supply, storage and distribution systems. Responsible for supervising field crew personnel and coordinating and scheduling work of others. Responsible for performing skilled work in construction, maintenance and related service activities. This position assists in development and implementation of operation and maintenance programs for the Utility Division. Must be an energetic team player with a drive to develop programs and facilities that reflect pride in the community.

ESSENTIAL JOB FUNCTIONS

Supervises, but is also required to perform as conditions warrant, the following tasks:

  • Schedules daily activities of personnel and equipment within the Utility Division.
  • Assures timely ordering and receipt of supplies and services to complete scheduled tasks.
  • Provides necessary leadership to complete divisional responsibilities.
  • Maintain accurate records and produce assigned reports.
  • Supervises subordinate staff and resolves conflicts.
  • Assures maintenance on assigned equipment is completed and corresponding records are kept.
  • Assures necessary training of subordinates.
  • Conducts labor and equipment estimates for projects.
  • Keeps Public Works Director and/or designee informed of daily progress of all activities.
  • Assists in compiling and monitoring of the annual budget.
  • Performs and trains subordinates in the operation and maintenance of the water supply, storage and distribution systems. Facilities maintained include water wells, chlorination facility, conveyance/distribution lines, pumping stations, and storage facilities.
  • Ensures water system is operated in accordance with applicable laws and regulations.
  • Performs and trains subordinates in the operation and maintenance of the sanitary sewer collection and treatment systems. Facilities maintained include conveyance lines, manholes, lift stations, and the wastewater treatment facility.
  • Ensures wastewater treatment facility is operated in accordance with the current National Pollutant Discharge Elimination System (NPDES) permit.
  • Generates action items from routine system inspections and assigns to subordinate staff for completion.
  • Oversees/coordinates all water service connections and repairs to ensure protection of the potable water system.
  • Oversees/coordinates underground location of water and sewer lines for contractors, utilities and citizens.
  • Implements a preventative maintenance program that includes valve exercising, flushing, pump maintenance, etc..
  • Reports all spills and other reportable irregularities, malfunctions or errors to the applicable regulatory agency as required by law.
  • All other duties as assigned by the Department Head.
  • Must be able to communicate, read, write and understand written instructions in English.
  • Work within established guidelines, policies and procedures.
  • Regular and punctual attendance is an essential function.
  • Must have a valid driver’s license and be able to legally operate a City-owned vehicle.

KNOWLEDGE AND ABILITIES

  • Knowledge of the methods, materials, practices, procedures, and equipment used in the construction and maintenance of public works facilities.
  • Experience in supervising field crew personnel and ability to coordinate, schedule and work with others.
  • Ability to operate a computer with working knowledge of Microsoft Word, Excel and Outlook.
  • Knowledge of safety procedures and regulations.
  • Mechanical aptitude suitable to understanding operation of public works systems.
  • Ability to perform strenuous physical work.
  • A willingness to learn and progress through self-study and on-the-job training for advancement to higher positions.
  • Establish and maintain effective working relationships with other employees, contractors, and the general public.

WORKING CONDITIONS

Work is performed primarily outdoors. Work may likely expose the employee to inclement weather and safety hazards such as falling objects, heavy equipment, power tools, noise and vibration, dust and dirt, fumes and odors, uneven or rough terrain and requires climbing, bending, stooping, kneeling and crawling.

MINIMUM QUALIFICATIONS

Following are the minimum qualifications:

  • High School Diploma or G.E.D. is required. An Associates Degree or completed college coursework is preferred.
  • Minimum of ten (10) years experience in the operation and maintenance of water or wastewater systems.
  • Valid Washington State driver’s license with a driving record free from serious or frequent violations.
  • Required to obtain and maintain a valid Washington State Commercial Driver’s License (Class B) with Tanker and Air Brake Endorsements within six (6) months of employment.
  • Washington State Wastewater Collection System Operator certification required within six (6) months of employment.
  • Washington State Water Distribution Manager, Class III certification, minimum.
  • Required to obtain and maintain Backflow Assembly Testing and/or Washington State Cross-Connection Control Specialist certification within six (6) months of employment.
  • Required to obtain and maintain a Washington State Wastewater Treatment Plant Operator, Class II certification within one (1) year of employment.
  • Required to obtain and maintain an Industrial First Aid/CPR Card and a Flagging and Traffic Control Card within six (6) months of employment.
  • Required to obtain Blood Borne Pathogens, Defensive Driving, Confined Space, Fall Protection, Fire Extinguisher and Evacuation, and Trenching and Shoring training within one (1) year of employment.
  • Ability to communicate respectfully and tactfully with customers (internal and external).

Must be able to read, write and understand written instructions.

  • Must be able to operate a computer with working knowledge of Microsoft Word, Excel and Outlook.
