Role Purpose:

The key focus of this role will be to develop and implement best practice e-Learning and blended learning and development approaches and solutions, including associated methodologies and technologies that will support the design and development of a corporate suite of individual and team stafflearning and development programmes, initiatives and platforms across all levels.

The successful candidate will apply their skills, expertise and experience of OD-related e-learning and blended-learning solutions, including methodologiesand technologiesto lead thedevelopment and implementation of e-learning and blended learningapproaches, content and platformsfor staff across Enterprise Ireland’s network of Ireland-based and overseas locations and aligned to delivery ofEI’s Corporate Strategy 2017-2020 ‘Building Scale, Expanding Reach and Delivering Global Ambition’.

Reporting to the HR Manager, the individual will be skilled, experienced and motivated to proactively drive strategic and operational OD plans, in conjunction with a small OD team and as part of a wider HR team, that supportsstaffupskilling, learning and development across a range of business-related technical/functional and behavioural competency areas.

Key Deliverables

  • Working with EI’s HR Manager and OD team, take a lead role in driving, developing and implementing appropriate e-learning and blended strategies, solutions and platforms for use in the skills development, learning and training of EI staff for business purposes.
  • Develop and maintain effective organisational policies, procedures and practices for using e-learning and blended learning solutions within EI.
  • Drive the development and implementation of sophisticated learning management systems, platforms and content hubs that staff can access easily to continuously support their training and development needs.
  • Aligned to EI’s business skills analysis outcomes, performance development processes and building future skills needs requirements; identify, define and establish priority skills needs by engaging, consulting and collaborating with relevant managersand colleagues.
  • Drive the development and implementation of effective peer networking solutions and communities for staff’s continuous learning, improvement and skills development purposes using traditional and online/technology-based systems and channels.
  • In conjunction with BPI & IT and Procurement Departments, oversee and runall procurement and contractual functions and obligations aligned to sourcing, managing and continually assessing relevant e-learning technologies’ solutions and associated external services that are required to deliver up-to date and best-in-class blended learning methodologies within EI.
  • Procure and manage a range of relevant external services providers to deliver appropriate e-learning and blended learning skills development and training solutions and initiatives and manage these contracts and relationshipsto ensure all activities are carried out to best practice standards in terms of quality, relevance and value for money.
  • Monitor, assess and feedback in relation to procured technology solutions, services and service providers e.g. e-learning programs, systems, programme managers/instructors’ performance.
  • Design and implement methodologies to monitor, evaluate, analyse and report on the business impact and effectiveness of all e-learning and blended solutions and initiatives/programmes and implement changes arising from evaluations and from participant/management feedback.
  • Build strong relationships with EI management and colleagues to develop a high-performance approach to the use of e-learning and blended technologies in the pursuit of business impact for EI client companies.
  • Coach and mentor other EI staff by sharing knowledge, skills, advice and expertise with in relation to e-learning and blended learning skills development and training methodologies.
  • Contribute to the ongoing development of the OD Department’s strategy, and in particular ensure that EI and OD is availing of the most up to date and best practice e-learning and blended learning solutions, methodologies and technologies.
  • Directly lead, manage and/or oversee, as appropriate, training and skills development programmes and all aspects associated with organisation of same as required.

Functional Competencies (Key Skills and Knowledge)

  • Evidence of a strong background and knowledge in the theory of e-learning and blended learning models and solutions, includingmethodologies and technologies for organisation (staff) learning and skills development purposes is essential.
  • Strong experience in designing and delivering e-Learning and blended-based education, training and skills development programmesand content for staff in a business context is essential.
  • Demonstrated proficiency and experience in using best practicee-Learning and blended-learning tools, techniques, systems and technologies for business purposes, coupled with demonstrated familiarity and understanding of the latest trends influencing and impacting this area is essential.
  • A third-level or relevant post-graduate qualification in an e-Learning, Organisation Development and/or HR-related discipline is essential.
  • Strong research and analysis capability and experience is essential.
  • Ability to absorb EI corporate strategy and assimilate and map business goals, objectives and skills development requirements into a corporate e-learning/blended learning strategy.
  • Strong project management skills and experience to handle a range of multiple projects and programmes with competing priorities to meet deadlines and deliver results.
  • Skills and experience in procuring technologies, systems, services and external providers and experience of contract/relationship management of same.
  • Excellent oral English communications and writing skills and experience to communicateeffectively with key stakeholders.
  • Ability to work effectively within and/or lead teams and to adopt a coaching/mentoring, consultative and collaborative style and approach to engagingand building networks and relationships with a range of stakeholdersfor the purposes of guiding and influencinge-learning and blended learning skills development programmes and initiatives within EI.

Salary Scale:

€65,093 to €77,358 per annum contributory superannuation

Rising to €81,914 by long service increments.

€62,962 to €73,611 per annum non-contributory superannuation

Rising to €77,988 by long service increments
