I.Identification

TITLE: Safeguarding Policy and Support Officer

GRADE: F

SERVICE: Safeguarding Unit

DEPARTMENT: Children’s Services

Responsible to: Safeguarding Development Manager

II.Job Purpose

1.To support the Local Safeguarding Adults Board (LSAB) and Local Safeguarding Children’s Board (LSCB) and all their constituent agencies to develop their safeguarding structures, strategies and policies so that they deliver against national standards and local priorities.

2.To assist in the business planning and monitoring of initiatives from the LSAB, LSCB and committees.

3.To support the development and maintenance of monitoring systems and processes within the Safeguarding Unit.

4.To support the development of the Safeguarding Unit and Safeguarding services in the Borough.

5.To provide policy and organisational support to managers within the Safeguarding Unit

III.Main Tasks

1.To assist the LSAB and LSCB to develop structures and governance arrangements which fulfil their responsibilities outlined in legislation and guidance.

2.To develop, with the assistance of managers, policies, processes and procedures internal systems to meet the Safeguarding Unit’s aims and objectives.

3.To provide advice and co-ordination to the LSAB and LSCB and their committees on the development of policy, procedure and good practice in relation to safeguarding.

4.To assist in the production, implementation, review and monitoring of planning and performance documents for the Safeguarding Unit.

5.To help build effective partnerships with agencies and partnership boards to promote safeguarding in the borough.

6.To maintain the Safeguarding Unit’s database on training and financial management processes.

IV.Key Job Activities

.

1.To assist in the development and review of the LSAB and LSCB Annual Plans and to work with partners in relation to safeguarding priorities within the plans.

2.To foster the active participation and ownership of the Safeguarding Unit’s planning priorities across partners.

3.To assist in the development of effective links and synergy of priorities with the corporate planning priorities and processes across partners and stakeholders.

4.To contribute to the effective implementation of the review process and framework in the Unit, including performance indicators and self-evaluation processes.

5.To assist in the policy development across the range of safeguarding activity.

6.To ensure compliance with statutory processes and external accountabilities.

7.To provide support and advice for external inspection frameworks and internal audits, and coordinate responses as appropriate.

8.To undertake specific projects related to the Safeguarding Unit’s development of safeguarding capability and capacity.

9.To evaluate, advise and guide on a range of safeguarding issues and provide written/verbal reports on findings to the Safeguarding Unit management team.

10.Under direction, to develop, negotiate and maintain policies, toolkits, datasets and techniques on a range of planning and performance tasks in relation to safeguarding issues.

11.To co-ordinate the Safeguarding Unit’s training programmes and maintains accurate information on the training database.

12.To plan and contribute to workforce development activities.

13.To maintain the financial management systems and records in accordance with BwDBC procedures.

14.Under direction, to negotiate and resolve complex safeguarding issues.

15.To undertake specific projects as required by the Safeguarding Unit.

16.To provide support as necessary for internal and external inspections.

17.To keep abreast of developments, research, policy and practice relating to safeguarding.

18.Fulfil personal requirements, and implement within the Safeguarding Unit where appropriate, regard to Council policies and procedures, particularly health and safety, equal opportunities, customer care, emergency evacuation, security, work standards and promotion of the Council's Strategic Objectives.
