WG 1 requests the NBs, including those not attending the 41st WG1 San Jose meeting, to report what actions were taken to confirm that no organizations in each NB, other than those listed in document WG 1 N 3869R, do own the related patents to JPEG 2000 Part 13, if not reported yet. Also WG 1 will continue the effort to receive 2.1 conditions from the organizations holding class-A patents.

JPEG HD Photo Ad-hoc Group

Resolution 25– Approval of HD Photo AHG Report

WG1 approves the report of the HD Photo evaluation AHG reports contained in WG1N4300 and WG1N4302. WG1 also recommends that the work on quantitative testing and its correlation with subjective testing be continued through the AIC AHG.

Resolution 26– Test Image Collection

WG1 appreciates the efforts made by the HD Photo AHG to collect and collate useful test imagery, and thanks Tim Bruylants and Dr. Peter Schelkens for their kind offer to host an ftp server for its distribution. It recognizes the need to collect 'difficult' or otherwise important test items, and recommends that (subject to a recognition of the source), a freely distributable collection of such items should be started, together with as much relevant metadata on each image as possible, in order to bring WG1's collection up to date. WG1 requests contributions, particularly from working photographers, and of collections of textures to the test image collection.

Resolution 27– New work item – JPEG Suite

WG1 acknowledges the conclusions and proposals from the HD Photo AHG contained in WG1N4301 and WG1N4302, to start a new work item under the general banner of the 'JPEG Suite'. This will comprise of two parts as described in WG1N4301, containing as first part a Technical Report and a second part defining a normative version of the proposals presented by Microsoft in their HD Photo submission at the 41st WG1 San Jose Meeting. WG1 submits WG1N4301 to SC29 for immediate letter ballot as a new work item. WG1 members are encouraged to invite their membership and contacts to participate actively in this new work item, and the PR AHG andWG1 webmaster are requested to prepare appropriate information for public release.

Resolution 28– New Work Item - JPEG Suite - Part 1, Imaging Systems Integration, Technical Report

WG1 appoints Lou Sharpe (USA) as the editor and Robert Rossi (USA) and Richard Clark (UK) as co-editors, subject to the agreement of their respective organizations. Contributions and input are requested from WG1 members.

Resolution 29– New Work Item - JPEG Suite - Part 2, JPEG-XR - Photographic coding for digital camera applications

WG1 appoints Dr. Sridhar Srinivasan (USA) as the editor and Richard Clark (UK) and Aharon Gill (IL) as co-editors, subject to the agreement of their respective organizations. WG1 agrees to use Microsoft's proposed technology (HD Photo) as presented in 41st WG1 San Jose Meeting as a basis and starting point for this part, and requests the JPEG PR chairs and Microsoft to give this a high level of co-ordinated publicity in order to increase participation and industry feedback for the 43rd WG1 Kobe Meeting and the 44th WG1 Hollywood Meeting.

Resolution 30 – Liaison Statement to ISO TC42, ITU-T SG-16, JTC1/SC24, IEC TC100, IPTC, IFRA

WG1 approves the liaison statement template given in WG1N4333 concerning JPEG Suite and JPEG-XR proposed new work item as a basis for liaison statements to ISO TC42, ITU-T SG-16, JTC1/SC24, IEC TC100, IPTC and IFRA and appoints the WG1 webmaster to finalize and distribute these liaison statements via SC29 secretariat.

Resolution 32– JPEG and JPEG Suite presentation at 43rd WG1 Kobe MeetingWG1 requests the JNB to provide time and facilities (preferably on Tuesday or Thursday pm) at the 43rd WG1 Kobe Meeting for an open meeting and general presentation on JPEG skills and technologies. Robert Rossi (USA) is requested to be the organizer for this event, WG1 members are requested to consider positive and informative presentations of technology, offers for which should be forwarded to Robert Rossi by 15th September for potential inclusion in the program. The intent is to provide an introduction to JPEG for potential new members and liaison organizations, and to allow for valuable debate on what features and methods should be profiled or standardized within the JPEG Suite initiative.

Resolution 33– Closure of HD Photo AHG and creation of JPEG Suite and JPEG-XR AHGs

WG1 thanks Richard Clark (UK) for leading the discussion on HD Photo through the AHG, and closes this activity. Two new AHGs are to be set up to progress the work program planned, with appropriate closed email reflectors requested from the WG1 Webmaster. These will have the email addresses and . The Webmaster is requested to transfer membership of the HD Photo email list to the jpegxr reflector. Richard Clark (UK) is appointed as Chair of the Suite AHG in preparation for 43rd WG1 Kobe Meeting, and Dr. Sridhar Srinivasan (USA) as the Chair of the JPEG-XR AHG.

Advanced image coding (AIC)

Resolution 34– Approval of AIC scope and evaluation document

WG1 approves the document on AIC scope and evaluation in WG1N4326 and invites National Bodies and delegates to provide comments and feedback on this document by 43rd WG1Kobe Meeting.

Resolution 35– Approval of AIC call for evidence and potential technologies (working document)

WG1 approves the document AIC call for evidence and potential technologies in WG1N4325 and invites National Bodies to distribute it through appropriate channels.

Resolution 36– Approval of Call for Advanced Image Coding (AIC) evaluation methodologies and technology examples for validation

WG1 approves the document AIC call for contributions in WG1N4324 and invites National Bodies to distribute it through appropriate channels.

Resolution 37–Approval of AIC meeting report

WG1 approves the meeting report of AIC as in document WG1N4328.

Resolution 38– Approval of the liaison response to SMPTE

WG1 approves the liaison document from WG1 to SMPTE concerning Digital Cinema as contained in WG1N4307.

JPEG Historical Archive Group

Resolution 41– Request for support of Historical Archive AHG

WG1 requests NB’s to nominate individuals willing to assist in the creation of metadata records for historical archive documents waiting for upload.

Administration and Other Business

Resolution 42– Webmaster's report and WG1 web site

WG1 thanks the Webmaster (and Elysium Ltd) for the verbal report and their maintenance of the JPEG web site, which is a key factor in JPEG's work processes. WG1 also thanks the US NB for their generous contribution to the expenses of running the web site, following the 41st WG1 San Jose meeting, and requests that other NBs organizing JPEG meetings also consider an appropriate levy on the meeting fee to be used for supporting the web site development. WG1 members are requested to consider additional sponsorship of the web site in order to improve its quality and timeliness. WG1 requests that since non-English languages content on the site appears to be significantly out of date, the Webmaster should disable these language variants unless active participants are found to maintain page content. WG1 also requests web contributions from its members, and for AHG members to provide adequate and up to date content to the Webmaster, particularly in the light of the likely interest to be generated through the new standardization work on the JPEG Suite.

Resolution 43– Approval of website maintenance fee

WG1 approves a facilities fee of 5,000 Yen to be collected at the 43rd WG1 Kobe meeting for the purpose of the maintenance of WG1 website.

Resolution 44– WG1 Registration Authority Selection

WG1 thanks Intellectual Resources Initiative (IRI), Japan, for their interest to serve as the Registration Authority for ISO/IEC 15444-8 and providing a detailed response to WG1 (WG1 N4287). After careful review WG1 has determined that IRI is suited to perform the task. WG 1 therefore requests the SC 29 secretariat to issue the ballot asking for IRI to be appointed Registration Authority for ISO/IEC 15444-8.

Resolution 45– WG 1 affirmation of IP guideline statement submission

WG 1 re-affirms its support for its IP guideline statement first approved at the 16th WG 1 Seoul Meeting, March 1999.

“WG 1 requires all participants within all National Bodies to disclose and identify any and all patent rights and the specific technologies within the Verification Model to which they apply. Further, WG 1 requires this disclosure and identification at the time of submission of technology for VM consideration if submitted by the patent holder or no later than one meeting after submission of technology if the technology is not submitted by the patent holder. Further, WG 1 requires that the form contained in WG 1 N1267 be completed as part of this disclosure. This request is in accordance with Common Patent Policy for ITU-T/ITU-R/ISO/IEC, clause 3.”

Resolution 46– WG1 affirmation of SC 29 resolution on IPR guidelines

WG1 complies with the Resolution 8: “SC 29 IPR Guidelines” of the 16th SC 29 Plenary Meeting, 2003-07-28/30, Trondheim, Norway

“SC 29 affirms and supports Common Patent Policy for ITU-T/ITU-R/ISO/IEC that requires a party that submits a technology contribution for proposed inclusion in any SC 29 standard to disclose to the WG the existence of patents or published pending patent applications, hereafter referred to as "IP rights", of which the party is personally aware and which the party considers to cover any item of its contribution.

"[Clause 3, Guidelines for Implementation of the Common Patent Policy for ITU-T/ITU-R/ISO/IEC]
“any party participating in the work of the Organizations should, from the outset, draw their attention to any known patent or to any known pending patent application, either their own or of other organizations.”

SC 29 affirms Common Patent Policy for ITU-T/ITU-R/ISO/IEC of only considering for inclusion in a standard (unless the ISO Council authorizes an exception) technology that is either 1) free of IP rights, or 2) available to all implementers of the standard without a royalty or license fee and under other reasonable and non-discriminatory ("RAND") terms and conditions, or 3) available to all implementers of the standard for a reasonable royalty/license fee and under other RAND terms and conditions.

Although royalty-bearing patented technologies may be included in SC 29 standards, SC 29 suggests to its WGs to promote, whenever possible, the inclusion of technologies that either do not require a patent license, or that only require a RAND license without a royalty or license fee. Additionally, SC 29 encourages disclosure by the IP rights holder of the type of licensing under which these IP rights will be made available for conforming implementations of ISO/IEC standards after final publication -- that is either 1) royalty/license fee-free and under other RAND terms and conditions, or 2) reasonable royalty/license fee and under other RAND terms and conditions. Negotiations regarding specific licensing terms and conditions are left to the parties concerned and are performed outside of SC 29. Further, SC 29 requires software and technology contained in any party's contribution to an SC 29 standard to be made available by such party to all members of the SC 29 WG developing such standard, on a royalty- and license fee-free basis, solely for the purpose of testing and developing such standard and only until publication of the standard.”
