Resolution 2– Approval of ISO/IEC 15444-1:2004/Cor.1

WG 1 approves ISO/IEC 15444-1:2004/Cor.1 (WG1N3998) and forward the document to SC29 Secretariat for appropriate handling.

JPEG 2000 Ad Hoc Group on Digital Cinema

Resolution 3– Approval of updated Interoperability Test Plan and call for participation

WG1 approves the updated interoperability test plan in document WG1N3989 and the associated call for participation in document WG1N3970, and allows the submission of the documents to SMPTE DC28 and interested parties for appropriate handling. WG1 further requests national bodies to distribute the call for participation.

WG1 approves ISO/IEC 15444-6:2003/PDAM1 Disposition of Comments Report in document WG1N3701 and submits this document to SC29 secretariat for appropriate action.

Resolution 8– Approval of ISO/IEC 15444-6:2003/FPDAM1

WG1 approves ISO/IEC 15444-6:2003/FPDAM1 contained in document WG1N3982, and requests that the SC29 Secretariat start balloting.

Resolution 9– Approval of JPSEC AHG report

WG1 approves the JPSEC AHG Perugia Meeting Report in document WG1N3992.

Resolution 10– Approval of JPSEC/FFSEC Interim meeting

WG1 approves the JPSEC AHG to hold an interim meeting by the middle of October 2006, with the objective of further the work on the JPSEC amendments. The schedule and meeting location will be discussed through the reflector and will be announced at least two weeks before the meeting.

Resolution 13– Approval of the JPIP Corrigendum 1 Revised Text

WG1 approves the 15444-9:2005/DCOR 1.3 JPIP Draft Corrigendum 1 Revised Text contained in document WG1N3974. As there are changes made to the Draft Corrigendum, WG1 requests SC29 Secretariat to issue ballot again.

Resolution 14– Approval of ISO/IEC 15444-9/PDAM3

WG1 approves ISO/IEC 15444-9/PDAM3 in document WG1N3975, and requests SC29 Secretariat to start balloting.

Resolution 15– Request for participation in JPIP Interoperability Experiments

WG1 approves continued discussion and development of JPIP interoperability experiments at the 40th WG1 Jeju Meeting with the intention for interoperability tests to be defined and conducted before and during the 40th WG1 Jeju Meeting and during the 41st WG1 San Jose Meeting. WG1 notes that there are several companies and organizations developing JPIP implementations. WG1 commends their efforts, and requests their participation in the development of interoperability experiments. Parties should refer to JPIP AHG Meeting Report in document WG1N3969 for more information.

JPEG 2000 Part 10: JP3D

Resolution 16– Approval of Part 10 (JP3D) AHG meeting report

WG1 approves the Part 10 (JP3D) AHG meeting report contained in WG1N3978.

Resolution 17– Approval of Part 10 (JP3D) Committee Draft 1.0

WG1 approves the Part 10 (JP3D) Committee Draft 1.0 contained in WG1N3967, and requests SC29 secretariat to start balloting for CD 15444-10.

Resolution 18– Approval of Part 10 (JP3D) Interim AHG meeting

WG1 approves the organization of a Part 10 (JP3D) Interim AHG meeting in Brussels, Belgium (October 23-25, 2006) with the objective of further work on JP3D. The details of the Interim Meeting will be issued before August 15, 2006.

WG1 approves the request from WG11 on processing the ISO/IEC 14496-12:2005/FPDAM 1 and ISO/IEC 15444-12:2005/FPDAM 1 as contained in WG1N3934 (SC29N7399).

JPEG 2000 Part 13: An Entry Level Encoder

Resolution 26– Approval of JPEG 2000 Part 13 AHG meeting report

WG1 approves the JPEG 2000 Part 13 - Entry Level Encoder AHG meeting report in document WG1N3951.

Resolution 27- Request to national bodies regarding status of patents in JPEG 2000 Part 13

WG1 requests the NBs, including those not attending the 39th WG1 Perugia meeting, to report what actions were taken to confirm thatorganizations in each NB (other than those listed in document WG1N3869R) report on any patents related to JPEG2000 Part 13.

WG1 resolves that the Convener, with the assistance of Japan NB, shall request those organizations, if any, which stated they would grant their patent licenses with the 2.2 condition (for JPEG2000 Part 13), to also state their patent numbers applying to JPEG 2000 Part 13.

Resolution 28– Approval of the updated contact list for patent statements and Request to national bodies to remind organizations to reply

WG1 approves the updated contact list of organizations in document WG1N3869R, to which patent statement requests have been issued from the Convener. Each NB is again requested to remind its organizationson the list to reply to the Convener, if they have not already done so.

Resolution 29– Approval of the ISO/IEC FCD15444-13 starting process

WG1 approves the following FCD 15444-13 starting process:

If the required condition “receiving 2.1 conditions from at least the three organizations owning class-A patents”is satisfied, WG1 authorizes the Part13 editor to send the FCD text (WG1N3767) to the SC29 Secretariat in order to immediately start the FCD ballot.

WG1 authorizes the editor to send the text to the SC29 Secretariat in order to start FCD ballot on Sept.15, 2006 (60 days from the end of 39th WG1 Perugia meeting), even if the required condition is not satisfied by that date. WG1 will continue the effort to receive 2.1 conditions from the organizations holding class-A patents, even after the start of the FCD ballot.

WG1 approves the liaison document from WG1 to SMPTE concerning Digital Cinema as contained in WG1N3990.

WG1 appreciates the liaison document (WG1N3936) from WG11 concerning MPEG-7 Query Format and approves the response as contained in WG1N3993.

Resolution 40– Approval of liaison to W3C on Binary XML

WG1 approves the liaison from WG1 to W3C on requesting the current status of development of Binary XML as contained in WG1N3983.

Resolution 41– Approval of liaison to ITU-T

WG1 approves the liaison response to ITU-T SG16 contained in document WG1N3996.

Resolution 42– Approval of liaison to WG11 regarding Part-12

WG1 appreciates the liaison statement from SC29/WG11 to WG1 on ISO/IEC 14496-12 & ISO/IEC 15444-12, Use of JPEG 2000 in MPEG-4 Systems. WG1 approves the liaison reply from WG1 to WG11 as contained in WG1N3979.

Administration and Other Business

Resolution 43– WG1 Website structure and WG1 Web Master Report

WG1 reconfirms the WG1 Webmaster’s request to add more details of current work to the public web content, and requests its ad hoc groups to provide this information to the WG1 Webmaster based on the request made in WG1N3827. All working and ad hoc groups are further requested to check and update the content in relevant public areas of the web site that describes their specific standards or application areas of interest.

Resolution 44– WG1 Registration Authority issues

WG1 appreciates the report made by the JNB regarding the status of discussions with potential registration authorities. WG1 notes that several organizations in Japanarestudying the possibility to accept a part of JPEG2000 Registration Authority activities as appeared in WG1N3994. WG1 encourages and will help JNB in workingwith these organizations to submit a formal application in the near future.

Resolution 45– WG 1 affirmation of IP guideline statement submission

WG 1 re-affirms its support for its IP guideline statement first approved at the 16th WG 1 Seoul Meeting, March 1999.

“WG 1 requires all participants within all National Bodies to disclose and identify any and all patent rights and the specific technologies within the Verification Model to which they apply. Further, WG 1 requires this disclosure and identification at the time of submission of technology for VM consideration if submitted by the patent holder or no later than one meeting after submission of technology if the technology is not submitted by the patent holder. Further, WG 1 requires that the form contained in WG 1 N1267 be completed as part of this disclosure. This request is in accordance with ISO/IEC directives Part II, Annex A, Section A.2.a.”

Resolution 46– WG1 affirmation of SC 29 resolution on IPR guidelines

WG1 complies with the Resolution 8: “SC 29 IPR Guidelines” of the 16th SC 29 Plenary Meeting, 2003-07-28/30, Trondheim, Norway

“SC 29 affirms and supports ISO policy that requires a party that submits a technology contribution for proposed inclusion in any SC 29 standard to disclose to the WG the existence of patents or published pending patent applications, hereafter referred to as "IP rights", of which the party is personally aware and which the party considers to cover any item of its contribution.

"[2.14.2 a) ISO/IEC Directives Part 1: Procedures for the technical work (4th edition, 2001)] The originator of a proposal for a document shall draw the attention of the committee to any patent rights of which the originator is aware and considers to cover any item of the proposal. Any party involved in the preparation of a document shall draw the attention of the committee to any patent rights of which it becomes aware during any stage in the development of the document."

SC 29 affirms the ISO policy of only considering for inclusion in a standard (unless the ISO Council authorizes an exception) technology that is either 1) free of IP rights, or 2) available to all implementers of the standard without a royalty or license fee and under other reasonable and non-discriminatory ("RAND") terms and conditions, or 3) available to all implementers of the standard for a reasonable royalty/license fee and under other RAND terms and conditions.

Although royalty-bearing patented technologies may be included in SC 29 standards, SC 29 suggests to its WGs to promote, whenever possible, the inclusion of technologies that either do not require a patent license, or that only require a RAND license without a royalty or license fee. Additionally, SC 29 encourages disclosure by the IP rights holder of the type of licensing under which these IP rights will be made available for conforming implementations of ISO/IEC standards after final publication -- that is either 1) royalty/license fee-free and under other RAND terms and conditions, or 2) reasonable royalty/license fee and under other RAND terms and conditions. Negotiations regarding specific licensing terms and conditions are left to the parties concerned and are performed outside of SC 29. Further, SC 29 requires software and technology contained in any party's contribution to an SC 29 standard to be made available by such party to all members of the SC 29 WG developing such standard, on a royalty- and license fee-free basis, solely for the purpose of testing and developing such standard and only until publication of the standard.”
