Position Summary: The Program Director is responsible for managing the Home Free program to ensure compliance with contractual standards, performance objectives, and best practices. The Program Director works under supervision of the Children and Family Services Division Director to provide leadership and facilitate effective communication and problem-solving within the program and with funders and other stakeholders.

Education, Training & Experience:

  • Requires a master’s degree in a related field and a minimum of five years of management experience, or
  • A Bachelor’s degree and seven years of management experience.
  • At least three years of advocacy experience in domestic violence and/or sexual assault program(s) also required.
  • Demonstrated experience working with multiple levels of agency and government organizations.
  • Proven skills in grant writing and resource development.
  • Experience with budget development and contract management.
  • Coordinate recruitment, hiring and training of qualified staff.

Additional Eligibility Requirements:

  • An active driver’s license, current insurance, reliable vehicle, and ability to pass our insurer’s driving standards.

Essential Duties & Responsibilities:

  • Daily oversight of multi-component intervention program for survivors of domestic violence, sexual assault, and stalking with an emphasis on survivor-driven and community responsive services.
  • Develop and monitor the program budget, supervise staff, oversee daily operations, resource and program development.
  • Research and pursue additional funding through grant writing, collaborations, and outreach.
  • Primary contact and liaison between internal VOA stakeholders, funders, program staff, and community partners, including:
  • Multnomah County DVS Coordinator’s Office
  • Oregon Department of Justice
  • Oregon Department of Human Services
  • Department of Community Justice
  • Portland Police Bureau
  • Joint Office of Housing Services
  • Other local domestic and sexual violence services provider agencies
  • Knowledge of issues related to domestic and sexual violence and to women and children in crisis
  • Provide leadership that promotes a sense of mission, social change, and teamwork, practice of ethical communication, shared leadership, and self-care.
  • Active participation in a coordinated community response to domestic and sexual violence, including involvement in state and local networks, collaborative partnerships, and promoting staff participation in same.
  • Provide training, consultation, and technical assistance to other agencies and coalitions as appropriate.
  • High-level program development and management experience, with a commitment to continuous quality improvement and fidelity to best practices.
  • Ability to work with manual data systems and familiarity with DV confidentiality reporting requirements.
  • Ensure maintenance of appropriate records, data, and statistics, and reporting to funders and other stakeholders in a timely manner.

Supervisory Responsibility: Typically supervises a staff of 20 or more people.

  • Works in a professional office setting with moderate light and temperature.
  • Must be prepared to intervene in crisis situations and handle emergencies.
  • Frequent meetings outside of the office.

Position Type/Expected Hours of Work: This is a full-time position, 40 or more hours per week, Monday thru Friday 8 a.m. to 5 p.m. with additional hours required as needed.

Other Responsibilities:

  • Engage in local and statewide efforts to shape public policy regarding systems response to domestic violence, sexual assault, and stalking.
  • Coordination and communication with other VOA programs, external partners and stakeholders.
  • Attend trainings as required.
  • Development and maintenance of appropriate systems for internal communication and information sharing, including staff meetings, retreats, and team meetings.
  • Consistent practice of VOA Safety Procedures as they relate to daily tasks, activities, and service provision to program participants.
