TITLE: DIRECTOR OF TRANSPORTATION

MINIMUM QUALIFICATIONS: EITHER:

  1. Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree, plus three (3) years of full-time or its part-time equivalent paid experience in student transportation in one or more of the following areas: planning, budgeting, routing, scheduling, arranging contracted services for student transportation, office management (including responsibilities for personnel and payroll operations), one (1) year of which shall have supervision; OR
  1. Graduation from high school or possession of a high school equivalency diploma, plus seven (7) years of full-time or its part-time equivalent paid experience as described in the above paragraph, one (1) year of which shall have included supervision; OR
  1. Any equivalent combination of training and experience as defined by the limits of 1. and 2.

QUALIFICATIONS:

  1. Knowledge of standard transportation methods and operation of buses.
  1. Knowledge of geography of the District.
  1. Knowledge of driving safety practices and New York State Motor Vehicle laws.
  1. Ability to keep records and make mandatory reports to proper agencies.
  1. Ability to comply with all State Education Motor Vehicle regulations; State Education Management Service.
  1. Ability to supervise work, dependable, and in good physical condition.
  1. Holds a Class “B” license.
  1. Pass proper Civil Service exam.
  1. Holds a “19A” examiner license.
  1. Holds a New YorkState bus Driver Instructor Certificate.

SPECIAL REQUIREMENTS:

Possession of a current CDL Class B license with a P (Passenger) endorsement, issued by the State of New York at the time of appointment. Candidates are required to submit to an appropriate medical examination conducted by the employing school district in accordance with the requirement of Section 611 of the Regulations of the Commissioner of Motor Vehicles.

SALARY:

As per agreement.

NORMAL WORK DAY:

8 hours.

PRIMARY RESPONSIBILITY:

Responsible to the Director of Business Administration for the operation of the District’s Transportation Program.

KEY FUNCTIONS:

  1. Prepares and administers a program of preventive maintenance for all District owned vehicles.
  1. Supervises the maintenance and operation of the bus garage.
  1. Assists the dispatcher in preparing all bus routes, pick up points and time schedules for Massena Central School and Native American State Education transportation.
  1. Maintains all necessary records of transportation.
  1. Maintains an inventory of all tools, equipment, supplies and materials assigned to the bus garage.
  1. Interviews and recommends candidates for appointment to the transportation staff.
  1. Supervises the activities and assignments of all of his/her staff within the confines of the negotiated agreement.
  1. Develops annual budget for the transportation department in conjunction with the Business Administration.
  1. Confers with the Principals and parents on student behavior problems.
  1. Monitors two-way radio channel to keep alert to traffic conditions.
  1. Investigates and dispose of complaints and expressions of concern from parents, drivers, and the general public involving any aspect of bus operations.
  1. Attends occasional workshops to keep abreast of the field.
  1. Instructs drivers in a classroom setting regarding traffic law, safe driving practices, and other topics included in the State Education Departments instructor’s manual.
  1. Assists the Dispatcher in dispatching bus drivers and providing information on daily changes in stops and areas of traffic congestion.
  1. Coordinates the transfer of students from one bus to another.
  1. Promotes safety education by attending Principal’s and PTA meetings to discuss regulations pertaining to student behavior and bus evacuation drills.
  1. Arranges for alternate transportation in the event of mechanical failures.
  1. May substitute as a bus driver.
  1. Road trains drivers to operate buses and evaluates driving abilities.
  1. Checks and clears driving records of potential bus drivers with the Department of Motor Vehicles.
  1. Generates all correspondence associated with the operation of the department, i.e., requisitions, letters, etc.
  1. Responsible for all insurance paperwork relating to buses.
  1. Responsible for all paperwork necessary for transporting vehicles; example, registration and inspections.
  1. Prepares cost estimates and billings for extra transportation.
  1. Oversees the maintaining log for all miles. Reports extra miles used to Principals and/or Directors on a monthly basis.
  1. Performs other duties as may be assigned by the Director of Business Administration.
