Title:Assistant Superintendent – DPW Water, Sewer, and Drains Division

Position:Full-time, with benefits, 40 hours per week

Salary Range: $56,296.50 - $71,105.50Annually (Grade GE-20)

The Town of Needham is seeking a highly qualified individual to fill the position of Assistant Superintendent of the Water, Sewer, and Drains Division. Under the direction of the Division Superintendent, implement, monitor and assess administrative functions of the division operations; develop and maintain record keeping and reporting systems; prepare related financial, regulatory and compliance reports; participate in development and management of special projects involving outside contractors; and supervise division staff through Working Foremen. Incumbent supervises staff of up to 25 full-time employees and seasonal employees.

  • Supervise, schedule and coordinate assignments through the Working Foremen, by organizing projects, scheduling crews and equipment, procuring required materials, rental equipment and supplies and follow through on progress and completion of each project. Cooperate with other divisions in the most effective use of personnel and equipment, and in dealing with emergency situations or unusual workloads. Provide daily/weekly direction to the Working Foremen and inspect work as needed.
  • Respond to questions and complaints from the public; resolve referenced issues; keep Superintendent advised of the significant problems and progress in their resolution; may attend public meetings with the Superintendent to assist in responding to questions.
  • Assist in development and/or design of special division projects, plans and/or specifications involving outside contractors. Participate in management of contractors involved with the related projects.
  • Participate in the development of the division’s budget; assist in overseeing the implementation of the division’s budget. May participate in preparation and/or administration of special grants.
  • Maintain effective communications with Division personnel. Submit weekly payroll sheets. Promote discipline and good working relationships, and report attendance and other employee problems to Superintendent. Set up short and longrange work and vacation schedules. Furnish supporting data as requested for reports and estimates. Participate in new employee selection, conduct employee performance reviews, make recommendations for personnel actions, and counsel employees as needed

Position requires knowledge equivalent to 2 years of experience in Civil Engineering and/or4 years of college in related field & specialized coursesand licenses in appropriate discipline. Must possess a valid driver’s license and computer skills with knowledge of Microsoft Office products is required. Position requires 5 to 7 years related experience, preferably supervisory.
