JPEG 2000, Part 1 and Part 2

Resolution 1– Part 1 Corrigendum 1

WG1 approves the Part 1 Corrigendum 1 Final text contained in WG1N2211 and request editor to submit it to SC29 Secretariat for processing.

Resolution 2– Part 1 Corrigendum 2

WG1 approves the Part 1 Draft Corrigendum 2 contained in WG1N2212 and request editor to submit it to SC29 Secretariat for processing.

Resolution 3– Part 2 FDIS Balloting

WG1 approves the Part 2 FDIS study text contained in WG1N2215 and authorizes the editors to complete the final FDIS text by July 31, 2001 and circulate such text to all HODs for final inspection. Upon approval from HOD’s by August 6, 2001, the editor will submit the final text to SC29 Secretariat for balloting.

Resolution 4– Approval Part 2 FCD DOCR

WG1 approves the FCD DOCR contained in WG1N2214.

Resolution 5– Approval of the JPEG 2000 Core Experiments ad hoc group report

WG1 approves the report of the JPEG 2000 Core Experiment ad hoc group in WG1N2262.

Resolution 6– Approval of the JPEG 2000 File Format subgroup group report

WG1 approves the report of the JPEG 2000 File Format subgroup in WG1N2256.

Resolution 7– Registration Authority

WG1 requests the French NB and JURA consider taking care of the registration needs of the JPEG 2000 Part 1 and Part 2 file formats. Requirements and scope are described in JPEG 2000 Part 2 Annex M.7. WG1 requests the File Format Subgroup chair to contact the chair of JURA on this request.

Requirements Ad Hoc Group

Resolution 8– Approval of JPEG2000 Requirements and Profiles document

WG1 establishes an ad hoc group co-chaired by Dr. Touradj Ebrahimi (Swiss) and Mr. Eric Edwards (USA) to finalize and approve Version 7.0 of the Requirements and Profiles document (WG1N2263).

IPR Activities

Resolution 9– IPR related requests from Contributors

WG1 wishes to confirm that in order for the ITU to grant final approval in February 2002 on JPEG 2000 and JPEG LS Part 2 standards, the so called “Final Call” process in the new ITU approval mode, the ITU requires that the final official IPR declaration forms should be submitted for filing to the ITU TSB Director, Mr. H. Zhao, as soon as possible (desired by September 24, 2001 latest). The form of the statement can be found under under ITU-T, IPR-databases. The address is: ITU, TSB Director, Place de Nations, CH-2021 Geneve, Switzerland.

Please note, that currently it is still not sufficient to send the statements to ISO/IEC only. If the statements are not sent to the ITU-T, the names of the respective IPR contributors will be taken off from the relevant standards.

JPEG 2000, Part 1 Amendment 1

Resolution 10– Part 1 Amendment 1 progression

WG1 establishes an ad hoc group chaired by Mr. Takahiro Fukuhara (Japan) to prepare final FDAM-1 text contained in WG1N2221 and final DOCR to FPDAM-1 contained in WG1N2222 and then submit the FDAM-1 text to all HODs for examination by July 15, 2001. Upon positive replies from HODs the editor will submit such text to the SC29 Secretariat for balloting.

JPEG 2000, Part 1 Amendment 2

Resolution 11– Part 1 Amendment 2 progression

WG1 approves the DOCR to PDAM-2 contained in WG1N2224 and the FPDAM-2 text contained in WG1N2223 and requests the SC29 Secretariat for balloting.

JPEG 2000, Part 2 Amendment 1

Resolution 12– Approval of Part II Amendment 1

WG1 requests that SC29 approve the establishment of AMD 1 to the JPEG 2000 image coding system Part 2 [JTC1 29.14.02 (15444-2) standard]. This enhancement is based on the requirement in remote sensing applications to specify quantization step sizes on a precinct-by-precinct basis, thus assuring accurate rate control in a low memory implementation.

WG1 requests that SC29 circulate this for ballot as appropriate.

This amendment is supported by Core Experiment report WG1N2155, demonstrating a negligible loss in PSNR when the proposed methodology is adopted. The proposed PDAM text is contained in WG1N2175.

Resolution 13– Part 2 Amendment 1 progression

WG1 approves the PDAM1 to JPEG 2000 Part 2 as contained in WG1N2175R and request SC29 to start the PDAM ballot immediately. WG1 approves the establishment of standing ad hoc group chaired by Dr. Janet Rountree (USA) on Part 2 AMD 1.

JPEG 2000 Part 3: Motion JPEG 2000

Resolution 14– Approval of the Motion JPEG 2000 Meeting Report

WG1 approves the Motion JPEG 2000 Meeting Report contained in WG1N2253.

Resolution 15– Approval of AHG to update the FCD DOCR and Distribute the FDIS

WG1 appoints an AHG chaired by Mr. Eric Edwards (USA) to complete the DOCR (N2248) FCD 15444-3 by August 17, 2001 and to circulate to the HODs for one week for approval. WG1 appoints an AHG chaired by MR. Eric Edwards (USA) to complete the FDIS (N2250) by August 17, 2001 and to circulate the FDIS to the HODs for approval prior to forwarding to the SC29 secretariat to begin the balloting process.

Resolution 16– VM Technical Description 5.0

The MJP2 AHG requests WG1 distribute Motion JPEG 2000 VM Technical Description (WG1N2252) to the NB HOD for distribution to their members. Comments are requested to be submitted by 25th WG1 Sydney meeting where Motion JPEG 2000 VM Technical Description will be created.

Resolution 17– IP statement request for contributors

WG1 requests that companies claiming IP on technology in the JPEG 2000 Part 3 CD comply with WG1 request for IP statements including the terms and conditions of use. Further, WG1 requests that experts identify and report potential IP contained in the JPEG 2000 Part 3 CD.

Resolution 18- AHG to Study Electronic Cinema Capture and Editing Requirements

The AHG requests WG1 establish an AHG under Part 3 to study and report on the requirements for archiving and editing source content. Group to be chaired by Dr. Siegfried Foessel (Germany).

JPEG 2000 Part 4: Conformance testing

Resolution 19– Approval of the Conformance Testing ad hoc group report

WG1 approves the report of the Conformance Testing ad hoc group in WG1N2240.

Resolution 20– FCD Balloting

WG1 approves the FCD text contained in WG1N2236 and requests that the SC29 circulate for balloting by July 16, 2001.

Resolution 21– Approval CD DOCR

WG1 approves the CD DOCR contained in WG1N2239 and submit to SC29 Secretariat for processing.

JPEG 2000 Part 5: Reference Software

Resolution 22– Approval of the JPEG 2000 Part 5: Reference Software FDIS and DOCR

WG1 establishes an ad hoc group chaired by Mr. Richard Clark (UK) to finalize the JPEG 2000 Part 5 FDIS text as (which will be contained in WG1N2270) by August 1, 2001 and to circulate to all HODs for examination. Upon majority positive replies, the chair will submit such text to SC29 to start FDIS ballot process upon completion. Part 5 study text is available for National Body review in WG1N2269. WG1 approves the Part 5 FCD DOCR contained in WG1N2160R.

Resolution 23– Approval of Part 5 Amendment 1

WG1 requests that SC29 approve the establishment of AMD 1 to the JPEG 2000 image coding system Part V [JTC1 29.14.02 (15444-2) standard]. This enhancement will add support for the JPEG 2000 Part I file format.

Resolution 24– PDAM circulation of Part 5 AMD 1

WG1 approves Part V AMD 1 PDAM text contained in WG1N2258 and requests the SC29 secretariat circulate for balloting.

Resolution 25– File Format Reference Software Group

WG1 approves the the establishment of standing ad hoc group chaired by Mr. Scott Houchin (USA) on the development of file format reference software.

JPEG 2000 Part 6: Compound Image File Format

Resolution 26– Approval of the JPEG 2000 Part 6 ad hoc group report

WG1 approves the report of the Conformance Testing ad hoc group in WG1N2267.

Resolution 27– National Body comments on Study Document PRB of Part 6 FCD

WG1 requests National Body comments on WG1N2268, Study Document PRB of Part 6 FCD.

Resolution 28– Approval of Draft DOCR on Part 6 CD

WG1 approves the CD Draft DOCR contained in WG1N2237.

Resolution 29– Request for IPR statements

WG1 requests that WG1 participants review the Part VI CD text for IPR and comply with the WG1 request for IPR statements as appropriate. This additional review is requested even from those participants who have previously submitted IPR statements in conjunction with Part I and Part II.

Resolution 35– Part 6 ad hoc meeting

WG1 approves an ad hoc meeting of the Part 6 ad hoc subgroup to be hosted by the German National Body. This meeting is tentatively planned for the end of September (September 29,30) in Berlin. The purpose of this meeting is to continue development of the FCD text. Results of this meeting will be ratified during the 25th WG1 Sydney meeting.

Resolution 36– Part 4 and Part 5 AMD 1 ad hoc meeting

WG1 approves an ad hoc meeting of the Part 4 and Part 5 AMD 1 ad hoc subgroups to be hosted by the French National Body. This meeting is tentatively planned for the first week of October (October 1,2,3) in Paris. The purpose of this meeting includes the development of test streams for Part IV and text/software for Part V AMD 1 (WG1N2259). Results of this meeting will be ratified during the 25th WG1 Sydney meeting.

Resolution 37– Web Master Report

WG1 approves the web master report contained in WG1N2162.

Resolution 38– Domain registration

WG1 requests the web master to register the following domains:

jp3g.org, jpsec.org, jpip.org, jp3d.org

Resolution 39– Document Consistency

WG1 adopts the following guidelines for SC29 documents within WG1, and suggests that the WG1 Webmaster assist the Editors in adhering to them

  1. Documents to be approved by resolution should be made available to WG1 (on the website or otherwise) before the resolution is passed.
  2. All revisions should be clearly indicated as such, using the website’s ‘revision’ option and preferably also by the inclusion of a strikeout or texts. (In the case of more than one revision, strikeouts from the original and from the immediately preceding revision may be helpful.)
  3. After circulation by SC29, the Editor should check that the SC29 output text corresponds exactly to the currently available WG1 document. If not, the SC29 text should be uploaded as a final revision to the WG1 document. Preferably, for verifiability by members, the two files should be bytewise identical. (Usually, a check of the files’ lengths in bytes would suffice to show up any discrepancy. UNIX users could easily run ‘cksum’ as well.) It should also be clear in the title that the WG1 document is an SC29 ballot text.
  4. Any post-ballot revision should be made using a new document number, and with a changed title that reflects the new status. For example, ‘PDAM ballot text’ could become ‘post-PDAM study text’ or ‘pre-FPDAM study text’, etc.

Resolution 40– WG1 affirmation of IP policy statement submission

WG1 re-affirms its support for its IP policy statement first approved at the 16th WG1 Seoul Meeting, March 1999.

“WG1 requires all participants within all National Bodies to disclose and identify any and all patent rights and the specific technologies within the Verification Model to which they apply. Further, WG1 requires this disclosure and identification at the time of submission of technology for VM consideration if submitted by the patent holder or no later than one meeting after submission of technology if the technology is not submitted by the patent holder. Further, WG1 requires that the form contained in WG1 N1267 be completed as part of this disclosure. This request is in accordance with ISO/IEC directives Part II, Annex A, Section A.2.a.”

The relevant ISO/IEC directives are contained in the integration group report, WG1 N1262.

Resolution 41— WG1 affirmation of SC29 Patent Policy

WG1 re-affirms its support for the SC29 IPR policy as approved in the Resolution 14 of the 11th SC29 Plenary meeting, 1998-07-13/15, Berlin Germany.

"SC 29 affirms and supports ISO policy that requires disclosure of the existence of Intellectual Property (IP) rights or pending rights (such as patents or pending patent applications), hereafter referred to as "IP rights", associated with any technology submitted to SC 29/WGs for consideration for inclusion in any ISO/IEC standard.

Specifically, SC 29 affirms the ISO policy of only considering technology that is free of "IP rights" or which is available on a royalty and license fee free basis or which is available under reasonable terms and conditions on a non-discriminatory basis.

In particular, SC 29 suggests to its WGs to implement, whenever possible, license-free "patent policy" as practiced by SC 29/WG 1.

Additionally, SC 29 encourages disclosure of the terms under which these "IP rights" will be made available for conforming implementations of ISO/IEC standards after final publication.

Further, SC 29 requires software and technology be available to all members of SC 29/WGs on a non-revocable, royalty and license fee free basis only for the purpose of standards development and until publication of the standard. This policy requires disclosure by any members of a WG having "IP rights" on each technology submitted for inclusion in the standard without regard to who makes the recommendations for inclusion. SC 29 requires this disclosure and agreement with this policy for future technology submissions prior to or at the time that the technology is recommended for inclusion in a standard."
