The purpose of this letter is to provide you with the review agency responses to the above named development application that have been received to-date by Planning and Community Development.

You are encouraged to directly contact those agencies that did provide review comments if the comments require additional action by the applicant/applicant’s representative. You are also encouraged to directly contact those agencies that did not provide review comments if such response is required by state statutes and the El Paso County Land Development Code.

Letter of Intent

Add language as to the lots being requested were platted as tracts G K H because the LOMR was not completed. The proposed lots have been anticipated to be lots since the approval of the PUD and Prelim plan. LOMR is complete. Density is not changing.

ELPASO COUNTY PARKS DEPARTMENT

Pioneer Landing at Lorson Ranch Filing No. 3 is zoned PUD and is located north of Fontaine Boulevard and east of Marksheffel Road, on the north side of Old Glory Drive. The proposed development includes 12 single-family lots on 1.84 acres.

The tracts included within the Filing No. 3 Final Plat were previously included within Pioneer Landing Filing No. 2 and identified as Tracts G, H, and K. The tracts were labeled for future development because they were within the floodplain and could only be subdivided after they were removed from the floodplain through a regulatory process. The Park Advisory Board considered and endorsed Filing No. 2 on June 8, 2016 but deferred assessing regional and urban park fees for the single-family lots within Tracts G, H, and K until the tracts were removed from the floodplain and subdivided. The 12 single-family lots included within Tracts G, H, K comprise Pioneer Landing at Lorson Ranch Filing No. 3.

There are no regional trail connections within this filing. A non-County public trail is located along the east Jimmy Camp Creek tributary and Parks staff encourages the applicant to develop a system of connected trails throughout Lorson Ranch. Parks staff notes that the non-County trail shown on the previously approved PUD and Preliminary Plan is not shown on the Filing No. 3 Final Plat. Parks staff therefore requests the applicant show the trail within Tracts D and E on the final plat.

Park staff recommends fees in lieu of land dedication for regional park purposes in the amount of $4,884, and urban fees in the amount of $2,544. This application is scheduled for El Paso County Park Advisory on December 13, 2017.

Recommended Motion (Final Plat):

Recommend to the Planning Commission and Board of County Commissioners that approval of Pioneer Landing at Lorson Ranch Filing No. 3 Final Plat include the following condition: Require fees in lieu of land dedication for regional park purposes in the amount of $4,884, and urban fees in the amount of $2,544.

Mountain View Electric Association, Inc. (MVEA) has these comments about the following:

Project Name: Pioneer Landing at Lorson Ranch, Filing #3 Project Number: SF-17-022

Description: Approval is being requested for Pioneer Landing at Lorson Ranch, Filing 3. This development is to be completed with 12 single family residential lots on 1.836 acres. Pioneer Landing #3 is located north of Fontaine Blvd. and east of Marksheffel Road in Section14, Township 15 South, Range 65 West.

This area is within MVEA certificated service area. MVEA will serve this area according to our extension policy. Connection requirements may include provisions for necessary line extensions and or other system improvements, and payment of all fees under MVEA line extension policy. Information concerning these requirements can be obtained by contacting the Engineering Department of MVEA.

MVEA requests a ten (10) foot front and rear lot utility easement, five (5) foot side lot utility easement to coincide with previous filings of Pioneer Landing. MVEA also requests platting of existing MVEA facilities with easement on the plat. Additional easements may be required once a review of civil drawings with grading and erosion plan is provided to MVEA in order to serve this filing.

MVEA has existing facilities near and within this filing of Pioneer Landing. If there is any removal or relocation of facilities it will be at the expense of the applicant and a review of easements will be required in order to serve.

PIKES PEAK REGIONAL BUILDING DEPARTMENT

1. The LOMR-F & CLOMR should be effective before the plat is recorded. The effective date needs to be in the floodplain statement, not a pending comment. Enumerations/Floodplain will not sign off on the mylar until the date is effective for the LOMR-F & CLOMR. 2. Contact Enumerations for the remaining addresses to be placed on the mylar. 3. FINAL PLAT STANDARD COMMENTS: ENUMERATIONS/FLOODPLAIN WILL REVIEW THE MYLAR PRIOR TO PLAT FOR ADDRESS PLACEMENT, ROAD NAMING, TITLE BLOCK, & FLOODPLAIN STATEMENT. $10.00 PER LOT & TRACT FEE WILL BE DUE AT THE TIME OF THE REVIEW OF THE MYLAR. IF AN ADDRESS IN NOT NEEDED ON A TRACT THEN NO FEE APPLIES. CHECK SHOULD BE MADE OUT TO PIKES PEAK REGIONAL BUILDING DEPARTMENT. PAID DIRECTLY TO ENUMERATIONS DEPARTMENT. A COPY OF THE FINAL RECORDED PLAT IS REQUIRED PRIOR TO PLAN SUBMITTAL FOR RESIDENTAL

Due to the number of comments and necessary revisions to the plan(s) an additional detailed review will be necessary. Please address the comments as listed above. A detailed letter needs to accompany the revisions to allow for an expeditious re-review timeframe. The letter should include each comment listed above and, immediately thereafter, include a response from the applicant addressing the comment.

If any review agency has an issue that needs resolution or requires a revision, you will need to provide the necessary documents, drawings, etc., to the Planning and Community Development Department in the form of a resubmittal. The Planning and Community Development Department will then forward the resubmitted items directly to the appropriate review agency. If you have any questions pertaining to specific agency comments please contact the appropriate agency directly.

PLEASE NOTE: The application cannot be scheduled for public hearing until and unless a final response has been received by Planning and Community Development from those agencies that are required (pursuant to state statute and the El Paso County Land Development Code) to provide such response (i.e.- State Engineer’s Office, County Attorney’s Office, County Health Department, etc).
