JOB PURPOSE:
To provide and promote an effective library and information service to all staff and students at Queen’s University, and also to associate members and other external users throughout Northern Ireland and beyond. To manage the staff and services in each of the four major QUB Libraries and their sites in order to develop, deliver and promote the University’s Library and research support services.
MAIN ACTIVITIES/RESPONSIBILITIES:
1.  Plan, organize and deliver co-ordinated information, circulation, document delivery, enquiry and IT support services in the four major QUB Libraries and their sites.
2.  Lead, manage and motivate and ensure the professional and personal development of, a team of professional, clerical, technical and operational staff providing information, circulation, document delivery, reprographic, enquiry and IT support services across several sites.
3.  Posts generally involve management responsibility for service delivery at strategic planning level to a significant external user groups (e.g. provision of Library services to HPSS or DARDNI users, Library Fee-based Services), accountability for the strategic development of functional areas such as Circulation and Document Delivery or management of a team of professional Subject Librarians.
4.  Responsibility for the management, training and development of an extensive team of part-time staff and casual workers.
5.  Develop, extend and enhance the quality and effectiveness of service provision to students.
6.  Prepare and manage budget; manage monitoring procedures to ensure budgets are not exceeded; monitor budgets to meet internal requirements; identify opportunities to reduce costs while maintaining services.
7.  Management responsibility for access to and maintenance of the collections on designated sites.
8.  Management responsibility for the fabric/furnishing of designated library buildings, for health and safety issues on designated sites and for access to designated sites.
9.  Evaluate existing service provision by keeping abreast of feedback and broader developments in comparable institutions, set quality standards, monitor and manage service delivery, in designated sites.
10.  Liaise with users on the development of services to meet their need; anticipate users’ needs/requests, indentify areas for improvement in service provision and, facilitate change management in constantly developing electronic development.
11.  Market and promote library services to internal and external constituencies.
12.  Contribute to the overall management and development of the Library service by interpreting and assessing requirements, identifying trends, generating ideas, testing innovative solutions and problem solving.
13.  Lead projects involving a range of Library staff e.g. review of induction, implementation of Fines Policy, which may result in the development and implementation of new services/processes which impact on the entire University community or on a significant external user group.
14.  Accountable for the service in designated areas in respect of compliance with current and future Divisional objectives and service level agreements.
15.  Report progress to senior management, University Committees, Agriculture & Food Science Library Committee, external monitoring agencies (e.g. DHSSPS Contract Monitoring Group) as required.
16.  Contribute as members of the Library Management Team to the development of strategy, policy and practice.
17.  Ensure professional and quality service standards are maintained and applied within area of team of activity.
18.  Collect, analyse and present reports, statistics and other data relating to the management and work of the University Library.
19.  Carry out any other duties which are appropriate to the post as may be reasonably requested by senior management.
PLANNING AND ORGANISING:
Plan and manage service delivery with a full understanding of long term issues, ensuring team plans feed into broader Directorate and University operational plans; setting priorities and working to deadlines.
Manage projects to facilitate significant service/policy/operational changes with broad University/regional impact.
Establish service priorities and pursue service development over a significant time period.
Supervise and monitor a number of areas of work projects, managing delivery in accordance with time and budget constraints.
Develop and implement operational plans in own area of activity.
Shape strategic direction of own area of activity in the context of wider Divisional and Directorate plans.
RESOURCE MANAGEMENT RESPONSIBILITIES (e.g. People, Finance, Equipment):
Manage resources/budgets within allocated areas to ensure maximum value is delivered for resources deployed.
Lead resource and budget planning for the team.
Manage academic-related, library assistants, clerical, technical and operational staff to ensure the successful delivery of information, circulation, document delivery, reprographic, enquiry and IT support services; delegate work activities to deliver team objectives ensuring strategies and policies are implemented.
Responsible for staff development within the team including helping team members to develop their professional effectiveness.
Accountable for the upkeep of designated buildings/collections/furnishings/equipment.
INTERNAL AND EXTERNAL RELATIONSHIPS:
Represent the Branch at internal meetings and the Division/Library at external meetings to ensure that issues are appropriately represented and acted on.
Maintain contract with other areas of the University to develop improved processes and supporting systems.
Network with fellow professionals in specialist Library bodies or groups on a national/international basis.
Maintain external high level links with designated user groups (e.g. representatives of DHSSPS or DARDNI.
