a. INTRODUCTION:
This position is located in the Army Aviation Support Facility (AASF), Logistics function or the Aviation Classification and Repair Activity Depot (AVCRAD). The primary purpose for the position is to perform duties involving the maintenance and repair of power ground and other support equipment used in aircraft servicing and repairs.
This position requires military membership. It is designated for an ARNG Enlisted incumbent only. In accordance with DA Pamphlet 611-21, the incumbent performs duties necessary to accomplish Powered Support Systems functions in support of programs essential to state ARNG daily operations, training, and readiness missions
b. DUTIES AND RESPONSIBILITIES:
-- Responsible for the Ground Support Equipment maintenance program, inventory control, and the identification and scheduling of preventive maintenance requirements for ground support equipment. Troubleshoots deficiencies and repairs flight critical equipment including lifting devices, turbine powered generators, towing devices and auxiliary power units.
-- Trouble-shoots, repairs; services; performs modifications on, and operates powered ground support equipment such as AC and DC power generators, air compressors, blowers, heaters, portable lighting units, deicers and non-powered equipment to include work stands, jacks, ramps, tow-bars, etc. Trouble-shoots equipment and determines the extent of repairs as well as the parts required. The authorized level of maintenance includes troubleshooting, tune-ups and adjustments of internal combustion and turbine engines, fuel controls, carburetors, clutch linkage, brakes and other mechanical links that utilize common hand tools and a variety of test equipment.
-- Performs required preventive maintenance and servicing of equipment including repairing and replacing tires, lubrication, oil changes, replacing air, fuel and oil filters, checking fluid levels; and adjusting or replacing ignition parts, hoses, v-belts, and other items. Keeps equipment clean and free from dirt, oil, grease and corrosion. Periodically observes the operation of equipment to detect problems. Maintains records and equipment log books.
-- Performs major system component overhaul/rebuild, repair/replacement and troubleshooting as needed, to include but not limited to, power-plant systems, brake systems, steering systems, hydraulic systems, diesel and gas systems, air systems, starting systems, ignition systems and electrical systems in addition to the following components, power-plant, brake, fuel, steering, hydraulic, air, starting, ignition and electrical system.

c. SKILL AND KNOWLEDGE:
-- A thorough knowledge of mechanical, electrical, pneumatic and hydraulic systems and components related to electrical power production equipment and aircraft arresting systems. Skill in troubleshooting, repairing, overhauling, or rebuilding diesel or gasoline engines, generators, starter motors, carburetors, associated generating and distributing equipment and aircraft arresting systems. Ability and skill to read and apply technical manuals, wiring diagrams, schematic drawings and to measure and work with close tolerances in the performance of their duties.
It is the intention of NGB/AVS the incumbent must have the following qualifications:
-- Must have l2 month’s experience and/or appropriate training in functions such as inspection, maintenance, repair and modification of powered ground support equipment used in support of electronic systems or sub-systems.
-- Must have experience and/or appropriate training which would demonstrate a thorough knowledge of principles of electrical, electronics, heating, refrigeration, pneumatics, hydraulics, internal combustion engines and small gas turbines as applies to powered ground support equipment and use of applicable technical publications, blueprints, diagrams, material and maintenance control procedures.
-- Must have or be able to obtain government license to operate vehicles up to 1 ton in the performance of duties.
-- Must qualify for the appropriate security clearance required.
d. RESPONSIBILITY:
-- Work is performed under general supervision of an Aircraft Mechanic Supervisor. Assignments are given in the form of work orders, inspection reports, or verbal instructions. Incumbent is expected to plan work sequences, select tools and repair parts and otherwise carry assignment through to completion. Guidelines available for reference include technical manuals/bulletins, manufacturer's specifications, factory engineering bulletins, and standard operating procedures. Work is subject to spot check upon completion for acceptability, adherence to instructions and established standards.
e. PHYSICAL EFFORT:
-- Frequent climbing, bending, reaching, crouching, stooping, kneeling and arm movement is required. Some work is performed in awkward positions or in cramped areas. Frequently lifts and carries items weighing up to 40 pounds and occasionally lifts heavier items using jacks, hoists, or other helpers.
d. WORKING CONDITIONS:
Incumbent works inside and outside in inclement weather, on icy, wet and slippery ramps, aircraft surfaces and work stands. Subject to the dangers from exposure to toxic fumes, high-pressure air and fluids, and electrical current. Subject to the hazards of engine intake noise, fumes, exhaust heat and blast and rotating propellers. Incumbent work involves climbing, stooping, standing, bending, stretching and working in tiring and uncomfortable positions.
e. OTHER SIGNIFICANT FACTS:
Incumbent may be required to prepare for and support the mission through the accomplishment of duties pertaining to military training, military readiness, force protection and other mission related assignments including, but not limited to, training of traditional Guard members, CWDE/NBC training, exercise participation (ORE/ORI/UCI/MEI/OCI/IG, etc.), mobility exercise participation, FSTA/ATSO exercise participation, SABC training, LOAC training, weapons qualification training, participation in military formations, and medical mobility processing within the guidelines of NGB/ARNG/ANG/State/TAG rules, regulations and laws. These tasks have no impact on the classification of this position and should NOT be addressed in any technician’s performance standards.

D. Series, Title and Grade Determination:
1. Series: The purpose of this position is to repair, maintain, service, modify and perform duties associated with the maintenance and overhaul, and rebuilding of powered and non-powered ground support equipment used in conjunction with the assigned army aviation mission. The work of this position clearly falls within the WG-5378 definition and is therefore classified to this series.
2. Title: The position is titled Powered Support Systems Mechanic in accordance with titling criteria contained in the standard.
3. Grade:
a. Duties: Work involves repairing, maintaining, modifying, overhauling and rebuilding equipment such as aircraft ground equipment. Work includes repair of components found on gasoline and diesel engines, generators, centrifuges, starter motors, clutches, carburetors and associated generating and distribution equipment; major modification; and troubleshooting complex repair situations; Incumbent bench checks repairable components and subassemblies of equipment and systems using test equipment. Such duties are indicative of WG-10 level work as contained in the cited standard.
b. Skill and Knowledge: A thorough knowledge of mechanical, electrical and hydraulic systems and components related to aircraft ground equipment is required. Must possess the ability to trouble-shoot, repair, overhaul, or rebuild engines, generators, starter motors, carburetors, etc. Position requires the ability to read and use technical manuals, wiring diagrams and schematic drawings. Must also include the ability to use a wide range of test and repair equipment. Skills and knowledges are indicative of work required at the WG-10 level as contained in the cited standard.
c. Responsibility: Incumbent is expected to plan work sequences, select tools, determine extent of repairs needed and otherwise carry assignments through to completion referring only unusual difficult problems to the supervisor. Work is subject to spot check upon completion for acceptability and adherence to instructions and established standards. Existing guidelines are available for reference to include technical orders and manuals, manufacturers specifications, SOPs, engineering bulletins, etc. Such responsibility equates to the WG-10 as contained in the cited standard.
