EMS TRAINING FUNDS THROUGH MARSHALLCOUNTY

RULES:

EMS training grants that are received by MCEMSA shall be distributed according to the following rules and guidelines set forth by the executive board of MCEMSA and IDPH.

The reimbursement through the Association or the fiscal agent will be done during the current grant period if possible; exceptions could be due to EMT class ending during the change of grant periods or testing done during a different grant period than the class was originally taken. Grant periods for the EMS training grant generally run from July 1-June 30.

All requests for reimbursements will be held until the student has successfully completed class and turned in the required documentation (as stated below). This documentation must be turned in to the fiscal agent of the training grant at Marshall County Emergency Management office at 24 N. Center Street, Marshalltown. It is ultimately the students responsibility to turn in documentation in a timely manner. At the regular April meeting of MCEMSA all students that have turned in complete documentation will be reviewed by the association and an even split of any EMS training grant money will be made among all the qualifying students.

Reimbursements will only be given to first responders/EMTs that are not employed by a paid EMS service.

Documentation shall be three (3) items, copy of current EMT card from the state of Iowa, proof of payment of the EMT class (copy of check or receipt from college for cash payment), and a letter from the volunteer first responder department chief stating that the first responder/EMT is an active member of that town/area first responder department. Documentation of the EMT class must be presented to the MCEMSA or fiscal agent of the EMS training grant during the year that the first responder took the class. This shall be as soon as the first responder/EMT is aware of the cost of the class so that funds may be set aside to pay for this class if all the criteria are met according to these rules.

The Association and/or fiscal agent will check other county fiscal agent if that first responder/EMT has recently moved or is working with another countyEMS department to assure no other counties have reimbursed previously for the class in question. If there has been other reimbursement for the EMT class, there will NOT be reimbursement by MarshallCounty.

The EMT class that is reimbursed by MarshallCountyEMS training grant will only be the initial level that this first responder/EMT is training at, up to the EMT-B level.

There will be no guarantees that there are further grant monies available for training reimbursement.

NOTE to EMS CHIEF AND EMS STUDENT:

EMS Chiefs are asked to make a courtesy call to the fiscal agent (641-754-6385) at any time they learn any of the following:

*New EMT class is going to be taken by possible new member of their department that may be considered for reimbursed out of the EMS training grant

*New department member that may have had new EMT class paid for from other county (if they are asking for reimbursement through MarshallCounty, also)

*First responder/EMT is working with a paid service and is not eligible for EMS training funds reimbursement
