The procedure to be followed in execution of the urban housing projects has been prescribed in the reference 1 cited above. In continuation of the same, the following procedure along with time targets has been prescribed for execution of the housing projectsunder IHSDP and JNNURM, especially in G++ houses where additional loan is proposed from bank and executed though contractors.
I. SELECTION OF BENEFICIARIES/BANK LOAN:
- Municipal Commissioners shall furnish a list of slums/localities to be relocated along with the list of beneficiaries.
- This list would be forwarded to the Revenue Department for verification of the following:
- Whether the person has been residing in that area at least for the past five years or not
- Whether he is within the economic parameters defined under the scheme
- Whether he is already owning a house or not
- Whether there is any splitting of families only for the purpose of getting an additional house
- It must be ensured that under this scheme only replacement of kucha house (where own or rented) with permanent construction is considered on one-to-one basis
- After this verification, the Revenue Department will furnish a list of beneficiaries to the Dist. Manager(Housing). This list should be forwarded to the selected banks under whose service area this colony falls duly dividing the total number of eligible beneficiaries among the banks.
- The banks will conduct a detailed verification of the economic viability of the beneficiaries and give their consent for loaning.
- The eligible beneficiaries found viable by the bank would be allotted the flats in an open lottery system
- The allotment order is given to the beneficiaries clearly stating the Block Number and the Flat Number. In this process, the physically disabled persons would be reserved ground floor flats.
- Documentation for the beneficiaries cleared by the bank would be done duly mortgaging the allotment letter.
- The construction should be taken up only after getting the loan sanction order from the bank with the beneficiary contribution and subsidy funds.
- Only after exhausting the beneficiary contribution and subsidy funds, the loan should be drawn. Banker should be given an idea as to the approximate time when the loan funds would be required
- Beneficiary should be involved at every stage of construction, right from the foundation stage itself.
II. PREPERATION OF ESTIMATES
- The instructions issued in Cir.No.1/APSHCL/E&P/Drawings & Designs/2006, Dt 23.10.06 for testing of soil, and materials shall be scrupulously followed. The relevant register shall be maintained by the site inchargeall the test carried out and results achieved shall be recorded.
- The agency for execution shall be identified ONLY through e-procurement. If there is inadequate number of contractors registered for e-procurement, the Dist. Manager(Housing) should take steps to register as many contractors with good record as possible for e-procurement.
- Infrastructure works being sanctioned in the housing colony would also be executed through Housing Department after seeking transfer of funds from the Municipal Administration Department.
- If combination of housing and infrastructure is likely to improve participation/competition in the e-procurement, the same can be given as a single package.
- Before the work is awarded, the entire project should be split into sub-activities and a PERT chart should be prepared duly showing simultaneous activities and sequential activities along with the time frame for each.
- These PERT charts that define the time limits for execution of each activity should be signed by the Contractor, and he is responsible for adhering to the time limits for each activity.
- The progress of the works shall be monitored at the level of District Manager(Housing) on every Saturday based on the PERT Chart and slippages should be identified and rectified.
Protection of the site:
- The sites allotted shall be safeguarded by fencing using NK material. The services of surveyor, structural and architectural designers can be engaged on case to case basis and its cost can be met from out of the Administrative charges provision made in the Estimates.
- Regular AEs of APSHCL shall be kept I/c of the projects. In case of shortage of regular AEs, WI(RP) with B.Tech/ LCE qualification may be preferred.
- Required no.of Assistant Engineers shall be posted for supervision of G++ structure by internal arrangement.
- The Assistant Engineer under the supervision of Dy.EE is responsible for the quality of materials, maintaining the specifications, measurements and arriving at the value of work done.
- He shall attend the site every day, check the materials, method of construction and be present while fixing, shuttering, laying, placing centering and concreting for footings, beams, columns and slabs.
- He should possess layout, site documents, Estimates, Design details, Test reports and Progress reports with him.
- He is the recording officer for measurement of works in M-Books executed under his supervision as a token of acceptance of all the works qualitatively and quantitatively.
- He shall maintain separate M.Book for each block.
- The responsibility for maintaining the quality in construction as per the specified standards lies squarely on the Dy EE concerned. The Dy.EE shall check measure 100% work and is responsible for acceptance of the work both qualitatively and quantitatively and recommend for payment
- Work shall be grounded only after sanction of additional bank loan required for the unit cost.
- Work order to contractor shall be given only to the extent of the individual loan sanction orders issued by Banks.
- Work shall be started only in respect of houses for which Beneficiary Contribution is received
- The instructions issued vide Circular No. 1177/APSHCL/AE5/2005, Dt 14.12.2005 shall be followed in ensuring Quality in Construction .
- While preparing detailed estimates and drawings to take up infrastructure facilities in colonies, the instructions issued in Cir..Memo.No 1177/AE5/E&P/RGK/2005, Dt 18.3.2006 shall be followed.
- Availability of Engineering Personnel and procurement of machineries quality testing equipment and tools by the contractor at the site shall be ensured.
- Every contractor who executes work shall carefully study the standard specifications for all items of work which are included in the schedule of work to be done as standard specifications and his obligations under the “Preliminary Specifications” which apply to all agreements and he shall sign in the Divisional office copy of the APDSS as evidence that he understands clearly the conditions of contract governing his agreement and accepts the same. The contractor should purchase a book of APDSS for his reference while executing the work.
The DM shall ensure display of Boards duly depicting details like pattern of construction, financial pattern of each houses specification adopted, name of contractors etc., details in a transparent manner. The Boards shall be written in Telugu and displayed at prominent places in the layout.
V. TIME SCHEDULE:
A definite time schedule shall be followed in grounding the houses. The schedule for the projects which are sanctioned and awaiting grounding would be as follows:
