MINUTES OF A PARISH COUNCIL MEETING

PRESENT: Councillors David Dumbleton (Chairman), Peter Hull (Vice Chair), David Powell and

Peter Almack.

IN ATTENDANCE: Alison E Carter (Clerk)

PRESENT: County Councillor J Weighell, J Moxon, and two representatives from Yorkshire Water.

1.  WELCOME FROM THE CHAIRMAN OF THE PARISH COUNCIL

Councillor Dumbleton welcomed all to the meeting.

2.  DECLARATIONS OF INTEREST IN ITEMS ON THE AGENDA AND REQUESTS FOR DISPENSATION

There were no declarations of interest or requests for dispensation.

3.  PUBLIC QUESTIONS OR STATEMENTS

A member of the public had raised the issue of the roundabout in the centre of West Tanfield, the paint has been worn away. The matter has been reported to NYCC Highways Department.

5.  MINUTES OF PREVIOUS MEETING

The minutes of the last meeting held on 22 February, 2017 were agreed and signed.

6.  REPRESENTATIVES FROM YORKSHIRE WATER ATTENDED THE MEEING

A discussion took place with regard to the need to tanker waste from the pumping station at Nosterfield. As well as the condition of the sewers in the Parish, there has been a number of pipe bursts in the Thornborough and Nosterfield area.

Yorkshire Water representatives explained the costs of mains repairs were very expensive and Yorkshire Water has a Mains Replacement Programme, where repairs are timetabled. Yorkshire Water also explained the waste is tankered on an evening to leave capacity in the pumping station for waste generated in the morning. (There is only capacity to hold about four hours normal flow, this doesn’t include rain/surface water) The tankering where possible will cease at 10 pm. Yorkshire water stated that tankering does take place from the pumping station at Well.

Yorkshire Water will feedback to the Parish Clerk details on the Mains Replacement Programme and whether the sewers in the Parish are included. Possible costs to repair the rising main running along the road from Thornborough to West Tanfield.

Details on the volume of pressure the water is under upon entering households.

How long will tankering from Nosterfiled be necessary.

7.3  Membership subscription to YLCA for 2017/18 – The Parish Council agreed to pay at the cost of £202.00, to renew the Membership to the YLCA. This will be paid out of 2017/18 year’s budget.

7.4  Payment for the Parish Clerk’s subscription for the Society of Local Council Clerks, for 2017/18, plus enrolment on the Introduction to Local Council Administration Studies. The Parish Council agreed to pay the cost of the subscription of £65.00. The Parish Council also agreed to pay for the enrolment of the Parish Clerk to study at a cost of £99.00 plus VAT. These costs will come out of 2017/18 budget.

8  PLANNING AND DEVELOPMENT

8.1 To consider any consultations on applications received since 22 February 2017.

It was agreed that the Parish Council has no objections to the following applications:

17/00367/FUL - Demolition of existing extension and construction of extension to the rear. 1 Rose Cottages, West

Tanfield. HG4 5JU.

17/00592/FUL – Rear extension to dwelling – Cliffe Cottage, West Tanfield HG4 5JR.

8.2 Updates and decisions on applications, appeals and enforcement investigations received since the last meeting.

No updates received.

9  NEXT MEETINGS

The next meetings were confirmed as being on as being on Wednesday 19 April, 2017, Tuesday 24 May,2017 Annual

Parish Council Meeting and Annual Parish Meeting, starting at 7 pm and held in West Tanfield Memorial Hall.
