NOTES FROM 15 MINUTE PUBLIC FORUM ON 01 NOVEMBER 2016

There were no members of the public present.

Cllr R Austin and Mrs R Lauberts came along to speak about the Boston Marathon 2017 to be run on the same day as the USA Boston Marathon, 17 April 2017. Volunteers are required to marshall the event and to man the water stations along the route. There will be one water station in Wrangle. A 3 mile ‘fun run’ for 12-18 year olds will also take place on the day.

1.  APOLOGIES FOR ABSENCE

2. TO RECEIVE REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES

a.  Police

No report has been received

b.  Borough Councillors:

Borough Cllr Pierpoint reported that he will be having a meeting with a business regarding vehicles on the road; he has contacted LCC regarding signage at the primary school and the footway by the school.

7.35pm Borough Cllr Pierpoint left the meeting.

c.  County Cllr Ransome:

All highway reports sent to LCC will be reported to County Councillors for their information.

3. TO RECEIVE DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE

LOCALISM ACT 2011

Cllr Wright declared an interest and signed the book accordingly.

The notes, previously circulated, were approved and signed as minutes.

5. CLERK’S REPORT – covering matters from the October meeting

  1. The Recreation field has been registered with the Valuation Office and the estimated rates are £1167.00. Small Business Relief may be available.
  2. There will be a public event for the East Coast Community Fund at the White Hart, Boston. The Chairman and Cllr Bowles will try to attend.
  3. The plaque has been collected and handed to the Chairman at the meeting.

6. TO RECEIVE REPORT FROM THE CHAIRMAN

a.  The dyke at the orchard and the spinney has been flailed.

b.  The request for volunteers to help with the Boston Marathon will be in the Parish Magazine.

7. TO DISCUSS THE DRAFT BUDGET FOR THE YEAR ENDED 31 MARCH 2018

a.  All Councillors have a copy of the notes for the budget and a draft budget.

b.  Some amendments to the draft budget were made

c.  It was proposed by Cllr Ashton and seconded by Cllr Pickett that the precept be set at £18,000.00, all agreed.

d.  The amendments will be made to the draft budget to be approved at the next meeting.

10. HIGHWAYS:

a.  To receive report on highway matters

Cllr Wright gave a report on some highway issues

b.  Street lights in all day or out

i.  Five lights are out on the A52, they are from the Bricklayers Arms to opposite the Bede Cottages.

ii.  Light No59 Main Road is OUT

iii.  A light outside the garage on Chapel Lane is OUT

iv.  Light No4 on Wrangle Bank is OUT

c.  Any other matter

A letter will be sent to a local business with regard to damage caused to a grass verge.

11. RECREATION FIELD

a.  To receive reports on the Play Area

There are no problems with the play area and it is still being well used by children of all ages.

b.  Any other matters

i.  The turfed ruts have taken well

ii.  The gent’s toilet door has been left open and the toilet used, but not flushed. The football club will be asked about this.

12. PLANNING APPLICATIONS RECEIVED

The following plans were looked at and SUPPORTED by the Parish Council:

13. PLANNING DECISIONS RECEIVED

FULL planning permission has been received for:

B/16/0308 Mr S Marsh Erection of a two storey extension at The Olde Cottage, Main

The following application has been WITHDRAWN:

B/16/0239 Mr K Clements Application for a Certificate of Lawfulness (existing use) to seek

confirmation that the continued occupation of Mobile Farm, Manor Lane not in accordance with condition 2 of permission BR483/71 at Mobile Farm, Manor Lane

14. LAND AT WASHDYKE LANE - update regarding Land Registration

a.  The Objector’s solicitor telephoned the Clerk to ask about the situation regarding this land from the point of view of the Parish Council:

i.  The Parish Council want to register the land to get all paperwork in order.

ii.  The Parish Council have only ever dealt with Mr Keith Bailey.

iii.  There is no intention from the Parish Council to stop Mr Bailey renting this land.

b.  A letter has been received from the Tribunal Court requesting a Statement of Case from the Parish Council.

c.  A Statement of Case has been drafted, this will be amended and posted to the Court on 20 November if nothing has been heard from the Objector’s solicitor.

15. TO REVIEW THE FINANCIAL REGULATIONS

  1. The Clerk has forwarded a copy of the Financial Regulations to all Councillors.
  2. Some amendments were made referring to FO1E-16
  3. With the amendments it was resolved to adopt this document.

16. TO SELECT NEXT DOCUMENT TO BE REVIEWED

  1. It was resolved to review the Council’s Risk Assessment at the next meeting.

Brochures, listed in the post book, were made available to Councillors.
