The mins of the meetings of the 17th May 2017 and the Additional Planning meeting of the 14th June 2017 were approved and signed.
Item 3. To Co-opt Sarn Councillor.
There were no nominations for co-option. Clerk to continue to advertise.

Item.5.Matters Arising.
A. Speeding Traffic through Kerry. Concerns on Common Road - On street Waiting/Loading prohibition.
KCC fully support St. Michael’s School in requesting that parents dropping off and collecting children park in the village car park. This would create a far safer environment for children and residents alike. KCC encourages residents to park responsibly, allowing access for all vehicles along Common Road and reducing the danger of an accident especially near the Zebra Crossing.
In the interest of safety, it is probable that PCC will submit plans for parking restrictions later in the year when KCC will once again be given the opportunity to make comment.

B. Powys War Memorial Project.
Council voted to accept the total cost of £1,255 which includes the additional work to the railings and surrounding pavement. Clerk to advice contractors Hughes of Welshpool to start work. With the submission of an invoice to Powys War Memorial Projects for reimbursement of costs and the refund of VAT, this project will effectively make no demands on KCC funds.
C. Tree Works at Dolforgan Park.
Planning application has been made.
D. Safety Bollards at the Top Cemetery Entrance.
Council has voted to purchase two bollards at an approx.cost of £170. Cllr. M. Morgan to take delivery and arrange installation.
E. Level of funding awarded in respect of the Public Toilets grants.
Response to KCC’s letter dated 15thMay.201 to PCC.
Thank you for your email and attached letter. The work carried out by Kerry Community Council to bring, and maintain, the toilets to the current standard is very much acknowledged and valued by the county council.
The funding for the public conveniences was apportioned depending on a number of factors including; current cost of maintaining facility and level of usage.The buildings were then ranked with various levels of funding being set against each facility. Funding ranged between £7000 to £500 with the proposed payments being agreed by the councils Cabinet.
Regrettably the council has no plan to review the allocations given.

On reflection KCC now feel the level of grant awarded to Kerry was fair enough.
F. Decline in Service Ref; Household waste and Recycling Centre.
Laura Samuel of PCC answered in response to a letter sent to Nigel Hicks (Waste & Recycling Supervisor) highlighting KCC’s concerns on the reduction of this service and the potential increase in fly tipping as a result. It was stated that council’s concerns were noted but at the moment there are no plans to reconsider, the only other option being complete closure of two sites. In regard to the increase in fly tipping it was highlighted that this is an illegal activity and PCC will continue to take enforcement action.
KCC requests, that in order to validate public concern on the increasing cost of fly tipping they ask residents to report to or telephone no 01597 827465 or 0845 607 6060when they notice such activity.
Item 6. Kerry Cemetery.
The maintenance team reported that a tree within the cemetery grounds had been inappropriately cut back. They were requested to make good, treat cut wood as necessary and remove waste. This work has been completed and included in the cost of the removal of overhanging trees at the top of Nook Lane.
It has been noted that the cemetery is looking very tidy and council thank Arborist for their prompt and professional service.
KCC voted to request a local tradesman to construct a new notice board for the Cemetery. Both the top and bottom gates are to be refurbished. Cllr. Morgan to arrange for work to be done.
Item 7. Land to the rear of Wilians Drive.
Council voted to request the grass cutting contractor to spray a large area of weeds to the rear of Wilians Drive at an additional cost of £120.
A damaged drain cover in the same area in need of repair is to be secured. Cllr. Morgan to arrange work.
Item 8.. Vale of Montgomery Rural Cluster Report.
Cllr I Jones and County Cllr. Mrs K. Roberts-Jones attended a meeting on the 31st. May and gave a verbal report to council. Highlighted points; Each member council continues to engage independent grass cutting contracts. Delegates were updated on the Trails and Footpath Project. Next meeting September/October.
Item 9. Amenities Committee Report.
KERRY PUBLIC CONVENIENCES UPDATE 28 JUNE 2017
Councillors Hughes, England and Wildish met to discuss the following outstanding matters:

3)Legionella Inspection Report
The Electrical Safety Inspection was carried out by electrician Richard Jerman on Friday 23 June 2017 – no problems found. Written report to follow.
A draft Risk Assessment schedule was drawn-up by Cllr England and this is currently under discussion.
Cllr D Hughes compared the previousLegionellaInspection report carried out for PCC by Clira with the report carried out on 12 May by K. Foster and put together a working document. Those risks highlighted were all considered as “Low”. The above named Councillors made a site visit on Monday 26th June to assess these and only two were found to require attention. There is a ‘dead-leg’ in the men’s toilet created as a result of the water-heater being pulled off the wall last December. This item will be dealt with on Friday 30 June and the cold water taps require further investigation to ensure they are not of the ‘spray’ type.
During the inspection visit a lady passing though Kerry visited the toilet and asked us to pass on her thanks to the Community Council and the cleaning staff for keeping the toilets in such a good condition.
However, we did notice a potential problem in the men’s toilet. There was a streak of what appeared to be blood running down the side of the wash basin. This could have occurred since cleaning had taken place on that morning. However, on further inspection on the two days following this stain had not been removed. It has now been reported to Mr Friel to deal with.
It was also rather smelly in the men’s toilet on Monday and Tuesday but Mr Friel confirms that the flushing system is working correctly. The smell was not evident on today’s visit but Mr Friel will ensure that the other member of the cleaning team is remembering to flush the urinals with the disinfectant provided.
Since our last report the hand-drier in the ladies toilet remained on all night and as
Mr Friel was unable to make contact with an electrician he dealt with this himself by changing the fuse. This has since been checked by Richard Evans of Kerry, a qualified electrician.
Generally the conveniences are being maintained to a good standard.

Garreg Lwyd Hill Wind Farm: (Community Benefit Fund)13th June 2017
This meeting was attended by Cllr I Jones and County Cllr.Mrs K. Roberts-Jones who gave a verbal report to council. PAVO is to act as administrators to the fund at a cost of £2,000 for the first year, open to negotiation at the end of that term. The meeting was attended by an equal 2 representatives from each council and the way forward was discussed.
Kerry Eisteddfod meeting 24th May 2017
This meeting was attended by Cllr. M. Griffiths, Cllr. I. Jones and Cllr. D. Jones who gave a joint verbal report.
The meeting was very well organised but concern was expressed on the falling numbers of schools taking part as the smaller local schools close and amalgamate with a larger centralised school. It was suggested that invitations to take part be extended to a wider area, perhaps across the border into England, Shrewsbury in particular having a greater number of private schools. The meeting was united in steering the Eisteddfod in a new direction to promote growth.
One Voice Wales. 14th June 2017
This meeting was attended by Cllr. C. Seal who gave a verbal report to council.
Cllr. Seal found an address by the Police Commissionaire on CCTV monitoring very informative. It was noted that monthly meetings were available with the police on local issues.
The use of the OVW web-site was highlighted as a valuable tool for councillors seeking advice on council matters and the clerk is requested to provide relevant information enabling councillors to log on.

C2053 – A job has been raised and will be scheduled when machinery & resources become available,
However my records show the drainage system was only cleaned out on the 24/11/16, 6 months ago.
As you can appreciated with the large road network we cover that some roads with similar concerns
have yet to be dealt with, therefore your patience in this matter is much appreciated.
U2628 – Thank you for bringing it to our attention, however the section of road mentioned is not in
Kerry ward and so I will pass your concerns on to the relevant supervisor for that area.
U2839 – I will inspect this road with this month’s inspection and log all defects accordingly.

Item 12. Any Other Business.
Sarn / Councillors expressed concern over the future of the recently closed public house in the village.
Growing concern is shown on the continuing decline in maintenance work on minor roads in Sarn. It is felt, in parts, they are beyond repair due to neglect; the lack of drain clearing on these roads adding to the damage. The clerk is requested to write to the Head of Highways highlighting Council’s views.

Kerry / Council request a letter of thanks is sent to the resident of an adjoining property for the prompt action in cutting back an overgrown hedge on Common Road.
Cllr. C. Seal presented a proposal to Council with the view to siting outdoor Gym equipment alongside the children’s play area for teenage and adult use. Discussion followed and Cllr. D Jones was ask to seek St Michael’s School views and Cllr. Seal to make general enquires in the village to see if this is a project residents would welcome. Grant funding would be made available.
