The Board of Education of the Borough of Manasquan, MonmouthCounty, met for a Special Action Meeting on Tuesday, June 15, 2010, at 7:00 p.m.,in the Manasquan High School Media Center.

ThePresident, Mrs. Brown, called the meeting to order in accordance with the Open Public Meeting Law, Chapter 231, P.L. 1975 advising that notices were forwarded to newspapers, Board Members and were posted as required.

Present for Roll Call: Trisha K. Brown, Linda DiPalma, Chris Haley, Peter J. Kenny,Chris Muly, Cynthia O’Connell, Jim Smith, Katherine Verdi, Manasquan Board of Education Elected Members (MEB), Cherie Adams and Thomas Pellegrino, Sending District Representatives. Absent: Thomas B. Bauer(MEB), Karen Surgent (SDR), Kate Ferrara and Matt Sanders, Student Liaisons.

Also Present: Geraldine Margin, Superintendent of Schools, Margaret M. Hom, Business Administrator/Board Secretary, Wayne J. Oppito, Board Attorney, representatives of The Coast Star and members of the public.

On a motion by Mr. Smith, seconded by Mr. Kenny, it was RESOLVED by roll call vote of all those present in favor by the Manasquan Board of Education to approve the minutes of the Special Action Meeting, Open Agenda Work Session and Closed Executive Session of May 11, 2010 and theRegular Open Business Meeting and Closed Executive Session of May 18, 2010. 06/15-01 (MEB)

Superintendent’s Report – 06/15-02

Mrs. Margin introduced and congratulated the Teachers’ of the Year, Lynn Walsh and Kristin Zdanowicz.

Mrs. Margin introduced Judy Mangan, Peter Pappas, Mary Ann Przygocki, Rod Ravioli, Kathy Sickles, Cynthia Van Pelt andJacqueline Lyons and congratulated them on their retirement. Mrs. Margin thanked them for their dedicated service to the ManasquanSchool District.

Mrs. Hom introduced Eddie Ward and congratulated him on his retirement and thanked him for his years of dedication and service to the students and staff members of the ManasquanSchool District.

Mrs. Margin reported that the Manasquan High School Marching Band won 2nd place in the State Elks Convention parade.

Mrs. Margin reported that the district has joined the Garden State Coalition. She provided details on the nature of the coalition.

Mrs. Margin also reported on the following:

  • Application for the Race for the Top
  • Governor’s proposed State Budget for FY2010-2011
  • Proposed Constitutional Amendments
  • A senate bill giving the county superintendent authority to approve collective negotiations agreements and required shared services arrangements.
  • Public School Employee Collective Bargaining Reform Act
  • New requirements for Charter Schools

Mrs. Brown opened the first Public Forum for discussion of agenda items only. 06/15-03. There were not comments or questions.. Mrs. Brown closed the Public Forum

On a motion by Mr. Pellegrino, seconded by Mrs. Haley, it was RESOLVED by roll call vote of all those presentin favor by the Manasquan Board of Education to approve the students for treatment and/or placement as prescribed by the Child Study Team/Guidance, as specified in Document D 06/15-06 (MEB/SDR)

On a motion by Mrs. O’Connell, seconded by Mrs. Haley, it was RESOLVED by roll call vote of all those present in favor by the Manasquan Board of Education to approve the high school professional days and field trips submitted, as specified in Document E(1) 06/15-07 (MEB/SDR)

On a motion by Mrs. Haley, seconded by Mrs. O’Connell, it was RESOLVED by roll call vote of all those present in favor by the Manasquan Board of Education to approve the elementary school professional days and field trips submitted, as specified in Document E(2). 06/15-08 (MEB)

On a motion by Mr. Kenny, seconded by Mrs. Haley, it was RESOLVED by roll call vote of all those present in favor by the Manasquan Board of Education to approve the Point Pleasant Beach Board of Education – Manasquan Board of Education Cooperative Sports Program in Ice Hockey, Girls Gymnastics and Boys and Girls Swimming for the 2010-2011 school year. 06/15-09 (MEB)

On a motion by Mrs. Muly, seconded by Mrs. O’Connell, it was RESOLVED by roll call vote of all those present in favor by the Manasquan Board of Education to approve to establish athletic practice sessions in the district not to begin prior to August 15, 2010 and not to begin prior to all physical examinations. 06/15-10 (MEB)

On a motion by Mrs. Verdi, seconded by Mrs. Muly, it was RESOLVED by roll call vote of all those present in favor by the Manasquan Board of Education to approve the participation in the Monmouth County Arts High School and Middle School program for the 2010-2011 school year at no cost to the district. 06/15-11 (MEB)

On a motion by Mr. Smith, seconded by Mrs. Haley, it was RESOLVED by roll call vote of all those present in favor by the Manasquan Board of Education to approve Educere as a provider for on-line High School Courses for the 2010-2011 school year. 06/15-12 (MEB)

Mrs. Hom provided information on the HVAC project at the Elementary School and details on the services to be provided by Dome-Tech as per motion 06/15-13.

On a motion by Mrs. DiPalma, seconded by Mrs. O’Connell, it was RESOLVED by roll call vote of all those present in favor by the Manasquan Board of Education to approve Dome-Tech, Inc., as a Professional Engineering Service for Project Management and Implementation Assistance services for the Manasquan Elementary School, at a fee not to exceed $89,225.00, as per agreement on file in the Board Office. (Payment to be funded through Manasquan Elementary School Project.) 06/15-13 (MEB)

On a motion by Mrs. O’Connell, seconded by Mrs. Haley, it was RESOLVED by roll call vote of all those present in favor by the Manasquan Board of Education to approve to authorize the Superintendent and Business Administrator to seek proposals for architectural services for the high school toilet room renovation project. 06/15-14 (MEB)

On a motion by Mrs. Haley, seconded by Mr. Kenny, it was RESOLVED by roll call vote of all those present in favor by the Manasquan Board of Education to approve to hire AA Physical Therapy Service, Michael O’Boyle, to provide physical therapy services for ESY students at $75.00 per session (estimated 40 session). 06/15-15 (MEB)

On a motion by Mr. Kenny, seconded by Mrs. O’Connell, it was RESOLVED by roll call vote of all those present in favor by the Manasquan Board of Education to approve to hire Pediatric Occupational Therapist, Elnora Williams, to provide occupational therapy services for ESY students at $80.00 per hour (estimated 12 hours). 06/15-16 (MEB)

Mrs. Hom reported that the Refurbished Computer Equipment bid - Document F(3) was being rejected for a non-compliant bid bond.

On a motion by Mrs. Muly, seconded by Mr. Kenny, it was RESOLVED by roll call vote of all those present in favor by the Manasquan Board of Education to approve to accept bids and award contracts for 2010-2011 Athletic Uniforms, Manasquan High School Auditorium Painting and 2010-2011, as specified in Documents F(1) and (2). 06/15-17 (MEB)

On a motion by Mrs. Verdi, seconded by Mrs. Muly, it was RESOLVED by roll call vote of all those present in favor by the Manasquan Board of Education to approve the renewal of the contract with Maynard Electric Inc., 1900 Wall Church Road, Wall, NJ, for Electrician’s Services, in accordance with bid specifications for a Contract Extension for the second year of a two-year extension for the 2010-2011 school year. The Manasquan Board of Education serves as the lead district in this cooperative bid of May 17, 2007 along with the following Boards of Education: Avon, Belmar, Brielle, Sea Girt, SpringLake and SpringLakeHeights. Each district has the opportunity to decide on participation in this cooperative bid. Dollar Amount to be added to Prevailing Wage for all Districts: Licensed Electrician - $20.00, Electrician’s Helper - $20.00, Percentage Discount on Parts: 7%. 06/15-18 (MEB)

The Business Administrator/Board Secretarycertified that as of May 31, 2010, no budgetary appropriations account has obligations and payments, which in total exceed the amount appropriated by the Board of Education of the Borough of Manasquan.

On a motion by Mr. Smith, seconded by Mrs. DiPalma, it was RESOLVED by roll call vote of all those present in favor by the Manasquan Board of Education to approve that the amount of district taxes, including debt services requirements, needed to meet the obligations of this Board for the next eight weeks is $2,028,630.35 and that the Manasquan Borough Council is hereby requested to place in the hands of the Treasurer of School Moneys that amount within the next 30 days in accordance with the statutes relating thereto.

It was further RESOLVEDthat pursuant to N.J.A.C. 6:20-2A.10(d), the Board of Education of the Borough of Manasquan, accepts the Business Administrator/Board Secretary’s certification as of May 31, 2010, that no budgetary appropriations account has obligations and payments, which in total exceed the amount appropriated by the Borough of Manasquan Board of Education.

The Board of Education further recommended the acceptance of theSecretary’s Financial & Investment and the Treasurer’s Reports for the month ending May 31, 2010, as specified in DocumentG. (The Treasurer of School Moneys Reports for the month of May 2010 is on file in the Business Office and is in balance with the Secretary’s Report.)

It was further RESOLVED that pursuant to N.J.A.C. 6:20-2A.10(e), the Board of Education of the Borough of Manasquan, County of Monmouth, after having reviewed the Report of the Secretary and upon consultation with the appropriate officials, certifies that as of May 31, 2010 it is to the best of its knowledge that no major account or fund has been over-expended and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year, and that the Board of Education further approved the transfers made within line item accounts of the current expense portion ofthe 2009-10 budget for May and June, as recommended by the Superintendent of Schools, as specified in DocumentG.

The Manasquan Board of Education further recommended the acceptance of the Cafeteria Report for the month ending May 31, 2010, as specified in Document H.

The Manasquan Board of Education further recommended the acceptance of the elementary school Central Fund Report for the month ending May 31, 2010, as specified in DocumentI(1).

It was further RESOLVED to approve Bills (Capital Expense) in the amount of $-0- for the month of June 2010 be approved. Record of checks (#-0-) and distributions are on file in the Business Office.

The Manasquan Board of Education also confirmed Bills (Capital Expense) for May 2010 at $57,999.50 and check (#1244). 06/15-19 (MEB)

On a motion by Mrs. Adams, seconded by Mr. Kenny, it was RESOLVED by roll call vote of all those present in favor by the Manasquan Board of Education to accept the high school Central Fund Report for the month ending May 31, 2010, as specified in Document I(2).

It was further RESOLVED to approve Purchase Orders for the month of June 2010, as specified in Document J..

It was further RESOLVED to approve Bills (Current Expense) in the amount of $928,209.58 for the month of June 2010. Record of checks (#26878 through #26885), and distributions are on file in the Business Office.

The Manasquan Board of Education also confirmed Bills (Current Expense) for May2010 at $2,161,104.68 and checks (#26760 through #26877). 06/15-20(MEB/SDR)

Mrs. Brownopened the second Public Forum. 06/15-21There were no questions or comments from the public. Mrs. Brown closed the second Public Forum.

06/15-22 – There was no Old Business or New Business to bring before the Board.

06/15-23– Mrs. Brownreported that the Board would be adjourning to Closed Executive Session after the Open Agenda Work session.
