HAFCwillmaintainasinglewaitinglistfortheregularHCVprogram.TheHAFCwillmaintainseparatewait listfortheProject-BasedVoucherandTenant-BasedVoucherprograms.TheagencyorprojectownerresponsibleformaintainingthewaitinglistforPBRAunitsmustkeepaseparatewaitinglistforthetargetpopulationforpersonswithspecificdisabilitiesidentifiedintheSettlementAgreement(#1:10- CV-249-CAP),i.e.,peoplewithsevere,chronicdevelopmentaldisabilitieswhocurrentlyliveininstitutionsorareatseriousriskofinstitutionalization;peoplewithserious,persistentmentalillnesswhoresideinstatehospitals,areatseriousriskofinstitutionalization,orarechronicallyhomelessduetotheirdisabilities;andpersonsqualifyingforparticipationintheMoneyFollowsthePersonprogram.

(B)Category2:DuetothecurrentfundingoftheHousingChoiceVoucherProgram,asoutlinedbyPIH2004-7,andasanefforttoclosethedeficitbetweenfundingreceivedfromHUDforHAPpaymentandactualHAPpaymentmadetolandlordstheHAFCwillgivepreferencetofamilies. ThepreferenceswillbebasedonacompilationoffactorstoincludeaddressingtherequirementsfromHUDaspertainstotheDesignatedHousingPlan(DHP)forWoodbridgeatParkwayVillageandProvidenceatParkwayVillage(two(2)taxcreditpropertiesoftheHAFC. TheDHPspecificallystatetheHAFCwasrequiredtoreviseitsHCVwaitinglisttoprovidethehighestwaitinglistpreferencefornon-elderlypersonswithdisabilities. Therefore,anapplicantmaybeawardedpreferencepoints(multiplepoints)fromvariouscategoriesinthefollowingorder:

1.Non-elderlypersonswithdisabilities(preferenceweightedat5points)

2.Familiesthatmeetthefederaldefinitiononhomeless(preferenceweightedat4points)
