Improving primary head teachers’ skills in instructional leadership in Solomon Islands

UNICEF Pacific is seeking aconsultantto provide technical support to the MEHRD in Solomon Islands to develop a training manual on instructional leadership for head teachers that would help build their capacity to achieve the following key objectives:

  1. Ensure that every student receives the highest quality instruction each day. Doing so requires that instructional leaders lead for the improvement of the quality of teaching and for the improvement of student learning.
  2. Promote interaction among teachers: teachers talking together about students, teachers developing curriculum together, teachers observing one another teach, and teachers teaching one another.
  3. Provide mentoring and facilitating teachers' growth through offering input on lessons and leading teachers to their own self-learning and discoveries.

The capacity development in instructional leadership will complement the UNICEF supported school-based in-service teacher training on literacy and numeracy to be launched in quarter one in 2015.

Under the supervision of the Chief of Field Office with technical guidance and support from the UNICEF Pacific Chief Education Section and with support from the Education Officer based in Honiara, the consultant will work closely with UNICEF Education team and the counterparts from MoE to carry out the following:

  1. Based on discussions with the key MEHRD staff and selected head teachers and Guadalcanal provincial education authorities identify the current situation regarding instructional leadership and provide a brief situation analysis not more than 10 pages.
  2. In collaboration with the Provincial Education team, develop a 5 day, gender and cultural sensitive instructional leadership training manual for HTs that will help them reinforce and concretise the school-based in-service teacher training module that is monitored and administered by the provincial education authorities.
  3. Training of master trainers on use of the manual and accompanying them on one training of HTs
  4. Development of a brief and simple guidebook for HTs on instructional leadership with focus on ways to mentor and coach teachers
  5. Final report on the process with recommendations for further capacity development for HTs including areas of support by provincial education officers.

QUALIFICATIONS AND SPECIALISED KNOWLEDGE/COMPETENCE REQUIRED

Qualifications, Skills and Experience

  • Advance university degree in Education with focus on curriculum development and or instruction and school leadership.

Knowledge, skills and experience:

  • At least five years’ experience in developing education training materials and training others on the use of the manual;
  • Good facilitation and communication skills;
  • Proven ability to conceptualize, innovate, plan and execute ideas in the context of the country’s reality;
  • Computer skills, including internet navigation and various office applications;
  • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the work place;
  • Previous working experience with UNICEF education programmes will be an asset.
  • Languages: Fluency in written and spoken English required, familiarity with local language (Pidgin) an asset
  • Competencies: Good analytical, negotiating, and advocacy skills;

REMUNERATION AND TYPE OF CONTRACT:

The consultant will be required to work on a Purchase Order (PO) contract with UNICEF Pacific for 50 working days of which 35 working days will be in-country and 15 days from home base. The consultant will be required to organize his/her own travel in consultation with the UNICEF Pacific at the least costly and economical route; he/she is entitled to one round trip from home country to duty station; responsible for arranging his/her own visas.
