Position Objectives
This position is responsible for implementing the Family Violence, Rapid Housing Assistance Fund Head Lease & the AHA FV RHAF housing programs, part of the recent State Governments Housing Blitz to address homelessness.
The aim of the program is to achieve measurable sustainable outcomes for women and children escaping family violence to access safe and secure housing by bringing more housing capacity to the Family Violence sector to address the lack of housing options for women to recover and settle.
The position will work in conjunction with key managers across Haven; Home, to develop and implement the required programmatic financial management, policy & procedure, along with Family Violence sector partnerships. The FV RHAF program will provide:
1.  Head Lease Program:
-  21 Head Lease properties to eligible family violence clients seeking private rental as their preferred long term housing option. HHS will head lease properties through Real Estate Agents for up to 12 months, with the expectation that the sub-tenant will take over the lease at the end of the period.
-  Properties will be located in the Bendigo, North-East Metro & Geelong.
-  Rental subsidies will be available to assist Head Lease eligible participants to access and maintain rental properties within the private market, assisting tenants to develop their skills and capacity overtime to take up the full lease costs.
-  The Coordinator will be responsible for developing relationships and understanding within the Real Estate sector about the aims and objectives of the program; ensuring Family Violence sector partners are supporting their clients to successful meet their responsibilities; along with being responsible for creating clear and workable business processes to ensure funds are administered appropriately to meet the requirements of all stakeholders along with collaborating with support services to mitigate any financial loss or damage to Haven; Home, Safe.
2.  AHA Acquisition Program :
-  13 AHA Long Term properties (FV Specific) for family violence clients seeking long term housing and ready and able to meet the requirements of long term tenancy.
-  Properties will be located in Mildura, Bendigo, and Geelong & Warrnambool.
-  Clients must be eligible or currently on for the Victorian Housing Register.
-  Referrals will be sourced from Family Violence sector partners and/or clients on the Victorian Housing register
This position will be responsible for maintaining collaborative relationships with key Family Violence sector partners and working closely to achieve the desired outcomes of the program.
Evaluation and reporting will be a key part of this program given the recommendations made by the Royal Commission into Family Violence that was accepted in full by the Victorian State Government.
Responsibilities and Duties
·  To lead the ongoing program development and implementation of a State Government Housing Blitz, Family Violence Rapid Housing Assistance Fund initiative for women and children escaping family violence across a broad geographical area.
·  To use initiative and knowledge, and proper consultation with all stakeholders, to develop and implement the program.
·  To develop and document policy and procedure that supports the intent of the program and enables responsive and accurate delivery and reporting to stakeholders including internal staff, external community partners, Real Estate agencies and Government.
·  To communicate with internal management and operational staff about the policy and process of the program.
·  To develop and maintain working relationships with external partners; primarily Real Estate agencies and Family Violence support organisations.
·  To lead the HHS response to the Family Violence DHHS evaluation requirements, ensuring HHS met all requirements of the funding and service agreement including outputs and qualitative reporting.
·  Assist local Family Violence Sector partners and housing teams to identify and negotiate private leases for the program
·  Management and final approval of signed private leases for the program; providing oversight of approved applications to mitigate financial loss to HHS.
·  Acting as a key contact for each Real Estate Agent.
·  Manage the Family Violence Head lease program budget to ensure the program operates within budget, providing a high level of reporting to Finance Manager.
·  Monitor the whole of program implementation to ensure optimal program success, positioning HHS for future opportunities of extended funding.
·  This position will require the incumbent to travel within the funded program areas that include Mildura, Bendigo, Geelong, Warrnambool and North East Melbourne (Darebin, Nillumbik, Banyule and Whittlesea LGAs).
·  Other duties, functions and responsibilities as directed by HAVEN; HOME, SAFE.
Delegations, authority levels and decision making
·  This position reports primarily to Southern Director however works in close connection with other HHS internal Directors, Managers and staff.
·  Monitoring and expenditure of the Head Lease program budget, with direct reporting to Finance Manager.
Key Selection Criteria
·  Prior program model development and implementation experience, including developing, negotiating and implementing programmatic policy and procedures.
·  Demonstrated Project Management skills.
·  Proven experience in developing working relationships with a variety of stakeholders, particularly within the Family Violence sector and Real Estate Agents sector.
·  A good knowledge of the Family Violence sector and the issues facing women and children escaping family violence, particularly in regard to housing need.
·  A good knowledge of homeless housing options and what is required to access housing and skills and capacity in achieving stability, safety and resilience.
·  Skills and knowledge in undertaking and responding to DHHS evaluation requirements; along with experience in setting up data collection and reporting within various teams.
·  Demonstrated program financial management and reporting skills and experience.
·  Well-developed interpersonal and negotiation skills, including sensitivity and empathy to individual and cultural needs of colleagues and consumers.
Qualifications & Experience
·  A formal qualification in related disciplines such as Project Management, Homelessness & Housing Management or other relevant qualifications are highly desirable, but a person having significant success and experience in a similar position is encouraged to apply.
·  Demonstrated communication skills, written, verbal, and non-verbal.
·  Data collection and evaluation management and reporting
• Excellent Computer skills including Microsoft Office Suite.
·  A demonstrated understanding of the importance of confidentiality and privacy of both client/staff information.
·  Passionate, dedicated, and able to work within a team environment.
·  Knowledge of the Residential Tenancies Act 1997
Inherent Requirements of the Position
·  Successful appointment of this position will be subject to:
