- Background
The Social Welfare Department (SWD) and rehabilitation organisations has been providing rehabilitation services for persons with disabilities to help them develop their potentials for moving towards self-reliance and integration into the community. To enhance the work opportunities for persons with disabilities, an alliance of subvented vocational rehabilitation units and social enterprises funded by the “Enhancing Employment of People with Disabilities through Small Enterprise” Project is formed. The alliance includes sheltered workshops, supported employment units, integrated vocational rehabilitation services centres and integrated vocational training centres which draws a pool of manpower of over 13,000 persons with disabilities providing various types of services and products.
Over the years, the Marketing Consultancy Office (Rehabilitation)(MCO(R))of SWD has organised various promotional activities and competitions to arouse public awareness of the work abilities of the persons with disabilitiesso as to enhance more work opportunities.In 2015, MCO(R) will launch the“Outstanding Disabled Employee” Programtoincrease the public understanding of diversitiesof persons with disabilities. Through the program, their perseverance in overcoming constraints andoutstanding working performance will be recognised.
- Objective and Theme
The program is open for the disabled employees to recognise their work abilities so as togenerate more work opportunities.Anappreciationsession isincluded to allow disabled employee showing gratitude tothose they would like to thank which might be an organisation or individual such as employer, family member or friend, etc. for their support.
- Nominator Eligibility
i.Charitable Non-Governmental Organisations underInland Revenue Ordinance (Cap. 112) Section 88.
ii.Social Enterprises funded by Government, for example “Enhancing Employment of People with Disabilities through Small Enterprise” Project funded by Social Welfare Department, “Enhancing Self-Reliance Through District Partnership Programme” under the Home Affairs Department, etc.
- NomineeEligibility
i.Nominees must bepersons with disabilities andcurrently employed. If nominees resign/leave from the job before announcement of result, the nomination will be withdrawn.
ii.Nominees must be nominated by an eligible organisation.
- Rules and Regulations
i.Nominators shall submit their applications by using the prescribed nomination forms.
ii.Each nomination shall fill in ONE separate nomination form.
iii.The MCO(R) of SWD (“Organiser”) will take charge of all administration matters of the scheme.
iv.The Organiser reserves the right to use the nominators and nominees information for future promotion.
v.The final decision on the results of the nomination and all rights rest with the Organisers. The nominators and nomineesshall raise no objection.

Nomination forms and further details can be obtained through the following channels from March 16, 2015 onwards:

- Submission of Nomination Forms
- Nominators shall submit an article with not more than 500 words in English or Traditional Chinese Character (including punctuation marks).
- Nominators shall submit photos related to working of nominees or individual photos (3 to 5 pieces).
- Nominators shall submit the nomination form, article and photos at the same time. Please prepare 2 sets of material as stated below and insert them into a sealedenvelope. Please specify “Outstanding Disabled Employee”Nomination on the envelope.
(a) 1 set of compact disc (CD):Nomination form, article and photos should be stored inCD.
(The photos must be in jpeg format and the size of each photo shall be at least 1MB.)
(b) 1 set of hard copy:Nomination form, article and photos must be printed on A4 size white paper.
- Nominators shall submit all documents through one of the following methods on or before May 15, 2015 at 5:00 p.m.

- Late submission will not be considered.

- In case of discrepancy between the English and Chinese versions, the Chinese version shall prevail.
- Interview
The Organiser will conduct interview with nominees in June-July 2015. Details of the interview will be announced later.
- Result Announcement
Winners and nominatorswill be notified individually by email. The award list will be posted on theOrganiser’s website or related promotional channel after the award ceremony. Details will be announced later.

- Personal Data
The Organiser will keep the personal data of each nominator and nominee confidential. The nominators and nominees shall give consent that the Organiser has the right to disclose the personal data provided in the nomination forms and other enclosures to relevant parties,organisations and officials or persons related to the Organiser for the purposes of making assessment, advertising and promotion.
- Other Matters
The nominators and nominees shall, under all circumstances, ensure that they will not violate the Intellectual Property (MiscellaneousAmendment) Ordinance 2001 or related regulations for collecting, accessing,possessing, processing, displaying or storing copyrightmaterial contained in the submitted entries. Should theOrganiser violate any relevant intellectual property legislations due tonon-compliance with the rules andregulations by nominators and Nominees, the Organiser shall bear no liability. The nominators andnominees concerned may be held liable for any claims or compensation and shall indemnify the Organiserin full against any lossresulting from such infringement.

The personal data provided in the nomination form will only be used for processing the nomination and for matters relating to the promotion and publicity of “Outstanding Disabled Employee”Nomination. According to the Personal Data (Privacy) Ordinance, nominators and nominees have the right to request access to or correction of personal data.
