Information Assurance Committee
RESOURCES (Finance)
  • The Resources workstream is currently on track, with regular contact and meeting with Council colleagues.
  • Papers have been shared with the CHSCPB and a Special NHS Board in March detailing the proposed budgets for integration.
  • Approval at both NHS Board and the last Council Members meeting of the initial services to be included within Integrated budgets for 2015/16.
  • The NHS Director of Finance has also presented to the HSCI elected members in an information session.
  • PWC have started their due diligence and have drafted an initial report to both the Director of Finance and Head of Finance. Actions delegated to relevant leads across both finance teams in Council and NHS.
STRATEGIC PLAN
Joint Strategic Planning Group
  • Second meeting of the JSPG arranged for 14th May 2015
  • Group Membership agreed
  • Group Role and Remit drafted
Strategic Plan
  • First consultation document drafted due to be completed for end of April and on Schedule to go out for public consultation at end May/beginning of June as per timeline.
Market Facilitation Plan
  • Update on progress is to be provided at the next meeting of the Strategic Planning Work stream Meeting on 23rd April 2015.
Financial Plan
  • Draft Financial Plan section of strategic plan anticipated for mid April.
Strategic Needs Assessment
  • First Draft of SNA completed and circulated for comment
Locality Plans
  • A Locality Plan template has been developed which is supported by each Locality. This means there will be consistency of presentation across the 4 localities.
  • A Locality workshop is being held on 21 April to give representatives from each locality an opportunity to come together to discuss Locality Plan development. This will also provide an opportunity for John Paterson from the JIT to ‘test’ the Integration Readiness Toolkit from a locality perspective.
  • Discussions around the use of the Integration Care Fund from both a locality and regional perspective are currently taking place.
Performance Sub Group
Work has commenced in the form of a first introductory meeting to scope out the task. The group had its first meeting on 20th February 2015 to discuss the minimum requirements to comply with the legislation in terms of the performance reporting arrangements for the IJB, the need for a draft performance framework and potential performance reporting systems.
ORGANISATIONAL DEVELOPMENT
Staff resource constraints have improved with the appointment of Paula Moreira – HSCI Senior Workforce Business Partner.
  • Recruitment and Appointment of Communications Graduate (Council leading). Interviews for this Graduate position were undertaken and a suitable candidate indentified. The offer was accepted and it is projected that the candidate will take up post in June 2015.
  • Shortlisting of candidates for GM role and Locality Manager roles have occurred as have the Assessment Centre’s. The interviews for the GM will occur in late April and the interviews for the Locality Manager roles will occur in early May.
  • Tender process to be established to progress culture work across integrated workforce. The closing date for submission of tenders was 27th March. Three tenders were received and a meeting is to be held early in April to review, select and instruct the successful organization with a view to the project commencing in May 2015.
  • The OD plan was discussed at the work stream meeting held 16th February 2015 with priorities and next steps agreed.
GOVERNANCE AND DELEGATIONS
D&G Integration Scheme submitted to the Scottish Government on 31 March 2015 for approval by Scottish Ministers.
  • Expert Lead and Supporting Officers in the Council and NHS jointly informed and populated the draft Integration Scheme in line with the national model Scheme and legislative requirements.
  • 6 February 2015: Draft Integration Scheme published for public consulation
  • 9 February 2015: NHS Board Workshop discussed draft Integration Scheme
  • 11 February 2015: Draft Integration Scheme submitted to Scottish Government for informal comments
  • 26 February 2015: Draft Integration Scheme impact assessed
  • 2 March 2015: NHS Board Performance Committee discussed draft Integration Scheme
  • 6 March 2015: Conclusion of Public Consultation
  • 12 March 2015: Draft Integration Scheme considered by CHSCPB as interim IJB. Interim IJB agreed to recommend adoption of Scheme to NHS Board and Full Council.
  • 19 March 2015: DGC Elected Members’ information session to review draft Scheme
  • 25 March 2015: NHS Board agrees draft Scheme
  • 26 March 2015: Full council agrees draft Scheme
  • 31 March 2015: Final Scheme submitted to Scottish Government
SERVICES OUTWITH SCOPE OF LEGISLATION
  • Small work stream group established with membership confirmed as CSWO, Nurse Director, GM for Women, Child Health & Sexual Health, Child & Family Head of Service, Head of Criminal Justice Social Work, Head of Adult Social Work Services.
  • Draft scope of services out for consultation with a return date of 10th April, we will then share with the wider Executive Group/Programme Board.
MANAGEMENT AND OPERATIONAL REVIEW
  • The Clinical Care Governance proposal is currently out for consultation both within NHS and Social Work, comments due back to the group for the 10th April for agreement. Gave further input to the scheme following comment from the SG which will also be taken into account.
  • The associated professional assurance document is also being consulted on, for example, the NHS Area Clinical Forum, 22nd April. Opportunities to consult with other Forums will be identified and earmarked within the Work stream meeting to be held on Friday 10th April 2015.
