The regular meeting of the Cohoctah Township Board was called to order at 8:00 p.m. with the pledge to the flag and moment of silence for all those affected by 911. Present: Fosdick, Meek, Thurner, Buckner, Bock, Zoning Administrator Thomas, Rec Rep Clapp, 6 citizens.
Agenda - Motion by Thurner, support by Bock to approve Agenda with following additions: Under new business – E. General Fund Quarter Report, F. Road Fund Quarter Report, G. Miss Dig, H. Large item Cleanup October. Motion carried.
Minutes of previous meeting - Motion by Thurner, support by Bock to approve Minutes as presented. Motion carried.
Treasurer's report - Motion by Thurner, support by Buckner to receive Treasurer’s Report as presented. Motion carried. Copy placed on file.
Fire Authority - Leave on Agenda.
Road Commission – Byron Road limestone complete. Buckner gave update on future projects to be considered, listed here: Boring Cohoctah Rd. east of Oak Grove Rd. to determine how best to proceed, tree removal various locations, Owosso Rd. limestone if joined by Conway Township, drainage issue on Oak Grove Rd north of Cohoctah Rd.
Hall – Roof complete. Leave on agenda.
Cemetery – Leave on agenda.
Parks and Rec – Fowlerville Recreation update given by Clapp. Township Park update: New fence installation on schedule, Clerk directed to ask Park Manager Flannery for quotes on a “people gate”, for consideration of completing this current year, pond will be studied for possible use, more walking trails to be considered. Leave on agenda.
Tax Levy Resolution – Motion by Meek, support by Thurner to adopt the “Resolution to Levy Taxes for 2014 Within Cohoctah Township: Roll call vote Ayes: Bock, Meek, Fosdick, Buckner, Thurner, Nays: none, motion carried.
Land Division – Application, noncompliance procedures – Move to October.
Aerial Imagery – Motion by Meek, support by Thurner that Cohoctah Township sign the “Letter of Intent” to participate in the 2015 Aerial Imagery upgrade. Motion carried.
Board of Appeals term expiration Paraventi – Motion by Fosdick, support by Thurner to reappoint Andrew Paraventi to another three year term, to expire August of 2017. Motion carried.
General Fund Quarter Report – Motion by Fosdick, support by Bock that money be moved from Contingencies to Fire Building/Land in the amount of 75.80. Motion carried.
Road Fund Quarter Report – Received
Miss Dig – Clerk instructed by the Township Board to send letter to Miss Dig in response to the “Non Compliance With Public Act 174” letter received, stating that we are not a “facility owner/operator” of any underground utilities and are not required to be a member of the Miss Dig System.
Large Item Day – The Township is holding another Large Item Day on October 4, 2014 from 8:00 am until Noon at the Township Park.
Reports – ZBA, none. Leave on Agenda.
Planning Commission – PC activity report given by Buckner.
Violations / Complaint - Complaint 2014-004, First Notice of Violation sent. 2014-005, ZA friendly contact date 9-10-14, if no response by 9-20-14 First Notice of Violation will be sent. 2014-006, no violation at this time. 2014-007, ZA friendly contact attempt 9-10-14, if no response by 9-20-14 First Notice of Violation will be sent. 2014-008, just received, ZA to begin investigation.
