COMMISSIONER PROCEEDINGS DECEMBER 5, 2016
HUGHES COUNTY, SOUTH DAKOTA
Chairman Roger Inman called the Monday December 5, 2016 meeting of the Hughes County Board of Commissioners to order at 5:30 PM with members Jim Hardwick, Norm Weaver, and Bill M. Abernathy present. County Manager Kevin Hipple, Highway Superintendent Mike Meyer, Emergency Manager Rob Fines, States Attorney Wendy Kloeppner and Sheriff Mike Leidholt were also present. The meeting began with the Pledge of Allegiance.
AGENDA: Moved by Weaver and seconded by Abernathy to approve the agenda. All voted aye. Motion passed.
MINUTES: Moved by Abernathy and seconded by Hardwick to approve the minutes of the November 21, 2016 Commission. All voted aye. Motion passed.
PLANNING & ZONING – FINAL CONSIDERATION: Moved by Abernathy and seconded by Weaver to approve the plat of Williams Tract 1 a replat of Johnson Tract 1 and part of the NE of the NW Sec 23 112-79. All voted aye. Motion passed.
2016 HUGHES/STANLEY COUNTIES MULTI-HAZARD MITIGATION PLAN: Moved by Abernathy and seconded by Weaver to approve and authorize the chairman to sign the 2016 Hughes/Stanley Counties Multi-Hazard Mitigation Plan Resolution 2016-17. All voted aye. Motion passed.
EMERGENCY MANAGEMENT PERFORMANCE GRANT 2016: Moved by Abernathy and seconded by Hardwick to accept and authorize the chairman to sign the Amendment #2 for the additional 2016 SLA Grant for $5,010.81. All voted aye. Motion passed.
FIRE BOUNDARIES: Moved by Hardwick and seconded by Weaver to set fire department boundaries at 301st Ave and 315th Ave and approve transferring responsibility for DeGrey and Rousseau Townships from the Pierre Rural Fire to Blunt Rural Fire Dept. All voted aye. Motion passed.
PERSONNEL: States Attorney Kloeppner requested increasing her salary, hiring a new employee and to reclassify the Victim/Witness Assistant from Grade 15 to Grade 17. Moved by Hardwick and seconded by Abernathy to approve advertising for a new position for a Legal Administrative Assistant at Pay Grade 13. All voted aye. Motion passed. Moved by Weaver and seconded by Hardwick to approve increasing the States Attorney’s salary by $6,000 to $82,324 beginning January 2017. All voted aye. Motion passed. No action was taken on the request to reclassify the Victim/Witness Assistant position.
SANDER TRUCK BIDS: Bids were opened Wednesday, November 30, 2016 at 10:00 am. One bid was received for a sander truck from Eddie’s truck sales $100,271. Moved by Abernathy and seconded by Weaver to approve the purchase of a sander truck from Eddie’s Truck Sales for the Highway Department for $100,271.00 to be purchased in 2017. All voted aye. Motion passed.
ADVERTISE FOR SANDER TRUCK BODY AND SNOW EQUIPMENT: Moved by Weaver and seconded by Abernathy to approve advertising for bids for a sander truck body, the sander, a snow plow and wing plow. All voted aye. Motion passed.
BRIDGE IMPROVEMENT GRANT PROGRAM: Moved by Abernathy and seconded by Weaver to approve and authorize the chairman to sign the resolutions for engineering for Structure Number 33-268-101 a Four Span Steel Truss Bridge; structure replacement for Structure Number 33-340-016 a Three Span Precast Concrete Bridge; engineering for Structure Number 33-410-112 a two span precast Concrete Bridge Structure; replacement for Structure Number 33-440-012 a Two Span Precast Concrete Bridge. All voted aye. Motion passed.
SUPPLEMENTAL PUBLIC DEFENDER RESIGNATION: Moved by Weaver and seconded by Abernathy to accept the resignation as of Dec 31, 2016 for Robert Konrad, Public Defender. All voted aye. Motion passed.
COMMUNITY HEALTH AGREEMENT: Moved by Abernathy and seconded Hardwick to approve and authorize the Chairman to sign the Community Health Services agreement for Hughes County at a cost of $10,300 for 2017. All voted aye. Motion passed.
PERSONNEL: Moved by Hardwick and seconded by Abernathy to approve moving the Planning and Zoning Director from Pay Grade 17 to Pay Grade 18 and renaming the position Planning Director/Building Official, and add additional pay for Equalization Certification $5,000 annually. All voted aye. Motion passed.
STEP INCREASES: Moved by Hardwick and seconded Abernathy to approve the following step increases: October: Rubin Waggoner, Highway Maintenance Worker to Pay Grade 14 Step 3 $17.73 per hour .November: Charles William, Jail Correction Officer to Pay Grade 14 Step 3 $17.73 per hour; Curtis Nelson, Juvenile Services to Pay Grade 14 Step 6 $19.09 per hour; Daniel Traversie, Jail Correction Officer to Pay Grade 14 Step 7 $19.57 per hour; Rose Gravatt, Jail Correction Officer to Pay Grade 14 Step 3 $17.73 per hour; Annastacia Prince, Jail Correction Officer to Pay Grade 14 Step 2 $17.30 per hour.
