3.2Frameworkplan

Aframeworkplanmaybepreparedwithinsub­precinctsF,HandI.

Aresourceconsentapplicationforaframeworkplan,amendmentstoanapprovedframeworkplan,orareplacementframeworkplanmust:

1.applyonlytolandwithinthesub­precinctthattheapplicantistheownerof,ortositesinmultipleownershipwherethelandownersmakeajointapplication.

2.complywith:

a.thegeneralrulesandinformationrequirementsapplyingtoframeworkplansspecifiedatclauses

2.6and2.7inthegeneralprovisions.

b.thespecialinformationrequirementsforframeworkplansspecifiedinclause4(d)below

3.seekconsentforthefollowinglanduses:

a.thelocationandalignmentofroads,cycleandpedestrianroutestoprovideconvenientaccessthroughoutthesettlementandadjacentareas.Inparticular,providelinkagestoactivitieswithinorneartheresidentialarea,includingwhereapplicable:localshops,schools,reserves,existingvillagecentresandplacesofcommunitysignificance.

2.Anysitethatcannotbeconnectedtoapublicreticulatedwastewatersystemmustdemonstratethatallwastewaterdischargescanbecontainedwithinthesite.Thecouncilmayrequireageotechnicalreportorrequirethatsoakageorotherappropriatetestsarecarriedoutpriortoas.224certificatebeingissued.Thecouncilmayalsoimposeconsentnoticestoensuretheongoingperformanceofanysystem.

Sub­precinctG

3.Allsitesinsub­precinctGmustbeconnectedtoapublicreticulatedwastewatersystem.

4.As.224ccertificatemustnotbegrantedforsubdivisionwithinsub­precinctGuntileitheraneweffluentdischargepermithasbeenobtained,orthatithasbeenestablishedthatoneisnotrequired,withrespecttoanyparticularstageofsubdivision.

5.Alldevelopmentwithinsub­precinctGshouldbereticulatedbyagravitysewertotheexistingFletchersPumpStation,exceptthatotherpumpsmaybeapprovedbycouncil.

3.4Stormwatermanagement

Sub­precinctG

1.Acomprehensivestormwaterdischargeconsentmustbeapprovedbycouncilpriortoapprovalofasubdivisionconsentinsub­precinctG.

3.5Protectedandenhancementareas

1.Protectionandmaintenancecovenantsmustpreparedoverareasidentifiedforprotectionandenhancementwhereshownonaconceptorapprovedframeworkplan.Thesemustbeimplementedbywayofaconsentorderorregistrationofacovenantonthecertificateoftitle.

4.Assessment­Development controlinfringements

Mattersofdiscretion

1.Inadditiontothegeneralmatterssetoutinclause2.3ofthegeneralprovisionsandthespecificmatterssetoutfortheinfringementintheunderlyingzone,thecouncilwillrestrictitsdiscretiontothemattersbelowfortherelevantdevelopmentcontrolinfringement:

a.consistencywiththeconceptplanorframeworkplan

b.thelocationofanybuildingsandearthworks

c.thedesignofanyroadsorvehicleaccesswaysshownonaconceptplanorframeworkplan

d.protectionandplantingofvegetation

e.landscapecharacterandamenity

f.anyspecificpolicieswhichareuniquetotherelevantsub­precinct.

Assessmentcriteria

1.Inadditiontothegeneralassessmentcriteriainclause2.3ofthegeneralprovisionsandthespecificassessmentcriteriafortheinfringementintheunderlyingzone,thecouncilwillconsidertherelevantassessmentcriteriabelowfordevelopmentcontrolinfringements:

a.Theextenttowhichanactivitycomplieswiththerelevantconceptplanorframeworkplan.

b.Thelocationofanybuildingsandworkswithinthesiteshouldbecontainedwithinanybuildingplatformidentifiedonaconceptplanorframeworkplan.

c.Thedesignofanyroads,vehicleaccesswaysorpedestrianwalkwaysshouldbeconsistentwiththerelevantconceptplanorframeworkplan.

d.Theextenttowhichexistingvegetationwillberemovedandwhatmitigationplantingisproposedtoincreasetheoverallvegetatedarea.

e.Howthelandscapecharacterandamenityoftheareawillbeenhanced.

f.Whereitcanbedemonstrateditisnotpossibleorpracticabletomeetotherassessmentcriteriawithrespecttovegetationprovisionshouldbemadeforreplacementplantingthatwillenhancethelandscapecharacterandamenityofthearea.

g.Buildingsandworksshouldnotbevisuallyprominentorcreateanyscarsonthelandscapethat

wouldbevisuallyprominent.

h.Theheightandthescale,massingandformofthebuildingshouldbecompatiblewiththelowdensityandnaturalcharacterofthelandscape.

5.Assessment­Subdivision

1.Inadditiontothespecificmatterssetoutforthe5.4oftheAuckland­widesubdivisionrules,thecouncilwillrestrictitsdiscretiontothemattersbelowfortherelevantsubdivisioncontrolinfringement:

a.Thedesignofthesubdivision,thelayoutofanyroads,vehicleaccesswaysorpedestrianwalkwaysandthelocationofanybuildingsenvelopesshownontheplanofsubdivisionshouldbeconsistentwiththerelevantconceptplanorframeworkplan.

b.Sitesizesshouldmeettheminimumrequirementsinclause6.7.3.1above.

c.Subdivisionshouldbedesignedtoprotectexistingindigenousvegetationandprovidefortheplantingofnewvegetationtomitigatetheeffectsofremovinganyexistingsignificantvegetation.

d.Inadditiontotheabovecriteriacouncilwillconsiderthefollowingadditionalcriteria.
