AframeworkplanmaybepreparedwithinsubprecinctsF,HandI.
Aresourceconsentapplicationforaframeworkplan,amendmentstoanapprovedframeworkplan,orareplacementframeworkplanmust:
1.applyonlytolandwithinthesubprecinctthattheapplicantistheownerof,ortositesinmultipleownershipwherethelandownersmakeajointapplication.
2.complywith:
a.thegeneralrulesandinformationrequirementsapplyingtoframeworkplansspecifiedatclauses
2.6and2.7inthegeneralprovisions.
b.thespecialinformationrequirementsforframeworkplansspecifiedinclause4(d)below
3.seekconsentforthefollowinglanduses:

3.3Wastewaterdisposal

2.Anysitethatcannotbeconnectedtoapublicreticulatedwastewatersystemmustdemonstratethatallwastewaterdischargescanbecontainedwithinthesite.Thecouncilmayrequireageotechnicalreportorrequirethatsoakageorotherappropriatetestsarecarriedoutpriortoas.224certificatebeingissued.Thecouncilmayalsoimposeconsentnoticestoensuretheongoingperformanceofanysystem.
SubprecinctG
3.AllsitesinsubprecinctGmustbeconnectedtoapublicreticulatedwastewatersystem.
4.As.224ccertificatemustnotbegrantedforsubdivisionwithinsubprecinctGuntileitheraneweffluentdischargepermithasbeenobtained,orthatithasbeenestablishedthatoneisnotrequired,withrespecttoanyparticularstageofsubdivision.
5.AlldevelopmentwithinsubprecinctGshouldbereticulatedbyagravitysewertotheexistingFletchersPumpStation,exceptthatotherpumpsmaybeapprovedbycouncil.
3.4Stormwatermanagement
SubprecinctG
1.AcomprehensivestormwaterdischargeconsentmustbeapprovedbycouncilpriortoapprovalofasubdivisionconsentinsubprecinctG.
3.5Protectedandenhancementareas
1.Protectionandmaintenancecovenantsmustpreparedoverareasidentifiedforprotectionandenhancementwhereshownonaconceptorapprovedframeworkplan.Thesemustbeimplementedbywayofaconsentorderorregistrationofacovenantonthecertificateoftitle.
4.AssessmentDevelopment controlinfringements
Mattersofdiscretion
1.Inadditiontothegeneralmatterssetoutinclause2.3ofthegeneralprovisionsandthespecificmatterssetoutfortheinfringementintheunderlyingzone,thecouncilwillrestrictitsdiscretiontothemattersbelowfortherelevantdevelopmentcontrolinfringement:
a.consistencywiththeconceptplanorframeworkplan
b.thelocationofanybuildingsandearthworks
c.thedesignofanyroadsorvehicleaccesswaysshownonaconceptplanorframeworkplan
d.protectionandplantingofvegetation
e.landscapecharacterandamenity
f.anyspecificpolicieswhichareuniquetotherelevantsubprecinct.
Assessmentcriteria
1.Inadditiontothegeneralassessmentcriteriainclause2.3ofthegeneralprovisionsandthespecificassessmentcriteriafortheinfringementintheunderlyingzone,thecouncilwillconsidertherelevantassessmentcriteriabelowfordevelopmentcontrolinfringements:
a.Theextenttowhichanactivitycomplieswiththerelevantconceptplanorframeworkplan.
b.Thelocationofanybuildingsandworkswithinthesiteshouldbecontainedwithinanybuildingplatformidentifiedonaconceptplanorframeworkplan.
c.Thedesignofanyroads,vehicleaccesswaysorpedestrianwalkwaysshouldbeconsistentwiththerelevantconceptplanorframeworkplan.
d.Theextenttowhichexistingvegetationwillberemovedandwhatmitigationplantingisproposedtoincreasetheoverallvegetatedarea.
e.Howthelandscapecharacterandamenityoftheareawillbeenhanced.
f.Whereitcanbedemonstrateditisnotpossibleorpracticabletomeetotherassessmentcriteriawithrespecttovegetationprovisionshouldbemadeforreplacementplantingthatwillenhancethelandscapecharacterandamenityofthearea.
g.Buildingsandworksshouldnotbevisuallyprominentorcreateanyscarsonthelandscapethat
wouldbevisuallyprominent.
h.Theheightandthescale,massingandformofthebuildingshouldbecompatiblewiththelowdensityandnaturalcharacterofthelandscape.

a.Thedesignofthesubdivision,thelayoutofanyroads,vehicleaccesswaysorpedestrianwalkwaysandthelocationofanybuildingsenvelopesshownontheplanofsubdivisionshouldbeconsistentwiththerelevantconceptplanorframeworkplan.
b.Sitesizesshouldmeettheminimumrequirementsinclause6.7.3.1above.
c.Subdivisionshouldbedesignedtoprotectexistingindigenousvegetationandprovidefortheplantingofnewvegetationtomitigatetheeffectsofremovinganyexistingsignificantvegetation.
