Assessmentcriteria
Everyproposalisaresponsetoauniquemixofrequirementsandcircumstances.Sometimes,theyareincompetition.Whileeachdevelopmentshouldmeetallapplicablecriteria,theuniqueconditionsofeachlocationmaymeansomecriteriaaremoreimportantthanothers.Priorityshouldbegiventomeetingthosecriteriathataremostcriticaltotheoverallintentionsofthelistedcriteriainanoptimalwayineachuniquelocation.Prioritiescanbeidentifiedbythedesignerandconfirmedwithcouncilinpreapplicationmeetings.
TheADMalsoprovidesaguidetodemonstratehowtheoutcomesofparticularcriteriacanbemet.

Assessmentcriteria
Whilenotlimitingtheexerciseofitsdiscretion,thecouncilmayconsidertheparticularmattersspecifiedforthediscretionaryactivitieslistedbelow:
1.Retailgreaterthan22,500m2upto25,000m2GLAofthetotalprecinct:
a.Theretailcentreshould:
i.notbelikelytohaveasubstantialimpactupontheamenityvaluesandfunctionsoftheWarkworthtowncentrehavingregardto:
•theactivity’sproposedsize,compositionandcharacteristics
•haveanongoingabilitytoprovideforthefutureneedsofcommunities
ii.
provideanetpositivebenefitintermsofthecommunity’sconvenientaccesstocommercialactivitiesandcommunityservices,includinghavingregardtowhether:
•anincentrelocationwouldresultinadverseenvironmentaleffectsontheform,functionorongoingcapacityofthatcentre
•anoutofcentrelocationislikelytounderminetheviabilityofincentrecommunityfacilities.
b.Traffic
i.Theexpectedtrafficgeneratedbytheactivityshouldnotincreaseadverseeffectsonthesurroundingtransportnetwork,particularlyatpeaktimes.Adverseeffectsmaybemitigatedbyupgradestoroadandintersectiondesign,butactivitieslikelytogeneratehighvolumesoftrafficarenotencouragedonlocalroads.
ii.
Entryandexitpointstothesiteshouldbedesignedtosuitablyaccommodatealltrafficmovements,andindoingso,avoid,remedyormitigatedisruptiontotrafficflowsontheadjoiningroadnetwork.

Anapplicationforaframeworkplan,amendmentstoaframeworkplanorareplacementframeworkplanmustbeaccompaniedby:
1.adesignstatementtherequirementsarethesameasidentifiedintheGeneralBusinesszoneforanybuilding,additionsoralterationsrequiringconsent
2.anyothermattersidentifiedinthegeneralprovisions,particularlysection3.2.6Frameworkplansandclause3above.
ApplicationfordevelopmentandbuildingworksinaccordancewithanapprovedframeworkplanAnapplicationfordevelopmentandbuildingsworksinaccordancewithanapprovedframeworkplanmustbeaccompaniedby:
1.either:
a.aframeworkplanforthewholeofthezonedarea,whichshowsthebroadspatialdevelopmentandisinaccordancewiththeindicativesitedevelopmentplaninAppendix11.5.10
