Assessmentcriteria

Everyproposalisaresponsetoauniquemixofrequirementsandcircumstances.Sometimes,theyareincompetition.Whileeachdevelopmentshouldmeetallapplicablecriteria,theuniqueconditionsofeachlocationmaymeansomecriteriaaremoreimportantthanothers.Priorityshouldbegiventomeetingthosecriteriathataremostcriticaltotheoverallintentionsofthelistedcriteriainanoptimalwayineachuniquelocation.Prioritiescanbeidentifiedbythedesignerandconfirmedwithcouncilinpre­applicationmeetings.

TheADMalsoprovidesaguidetodemonstratehowtheoutcomesofparticularcriteriacanbemet.

FordevelopmentthatisarestricteddiscretionaryactivityintheWarkworth1precinct,thefollowingassessmentcriteriaapplyinadditiontothecriteriaspecifiedfortherelevantrestricteddiscretionaryactivitiesintheGeneralBusinesszone:

Assessmentcriteria

Whilenotlimitingtheexerciseofitsdiscretion,thecouncilmayconsidertheparticularmattersspecifiedforthediscretionaryactivitieslistedbelow:

1.Retailgreaterthan22,500m2upto25,000m2GLAofthetotalprecinct:

a.Theretailcentreshould:

i.notbelikelytohaveasubstantialimpactupontheamenityvaluesandfunctionsoftheWarkworthtowncentrehavingregardto:

•theactivity’sproposedsize,compositionandcharacteristics

•haveanongoingabilitytoprovideforthefutureneedsofcommunities

ii.

provideanetpositivebenefitintermsofthecommunity’sconvenientaccesstocommercialactivitiesandcommunityservices,includinghavingregardtowhether:

•anin­centrelocationwouldresultinadverseenvironmentaleffectsontheform,functionoron­goingcapacityofthatcentre

•anout­of­centrelocationislikelytounderminetheviabilityofin­centrecommunityfacilities.

b.Traffic

i.Theexpectedtrafficgeneratedbytheactivityshouldnotincreaseadverseeffectsonthesurroundingtransportnetwork,particularlyatpeaktimes.Adverseeffectsmaybemitigatedbyupgradestoroadandintersectiondesign,butactivitieslikelytogeneratehighvolumesoftrafficarenotencouragedonlocalroads.

ii.

Entryandexitpointstothesiteshouldbedesignedtosuitablyaccommodatealltrafficmovements,andindoingso,avoid,remedyormitigatedisruptiontotrafficflowsontheadjoiningroadnetwork.

Anapplicationforaframeworkplan,amendmentstoaframeworkplanorareplacementframeworkplanmustbeaccompaniedby:

1.adesignstatement­therequirementsarethesameasidentifiedintheGeneralBusinesszoneforanybuilding,additionsoralterationsrequiringconsent

2.anyothermattersidentifiedinthegeneralprovisions,particularlysection3.2.6Frameworkplansandclause3above.

ApplicationfordevelopmentandbuildingworksinaccordancewithanapprovedframeworkplanAnapplicationfordevelopmentandbuildingsworksinaccordancewithanapprovedframeworkplanmustbeaccompaniedby:

1.either:
