Theactivities,controlsandassessmentcriteriainthePublicOpenSpace–SportandActiveRecreationzoneapplyintheWaitemataGunClubprecinctunlessotherwisespecifiedbelow.

1.Activitytable

ThefollowingtablespecifiestheactivitystatusofactivitiesintheWaitemataGunClubprecinct:

2.Land usecontrols

2.1Hoursofoperation

1.Shootingmustonlytakeplacebetween9amand5pm,4daysaweek,subjecttothecontrolsbelow.

2.Foruptotwodaysperweek,shootingcancontinuepast5pmtill1hourbeforesunset(asdeterminedbytheNewZealandNauticalAlmanacasapplicabletoAuckland).

Thedaysinclause1or2above,mustbenominatedbytheclubatthebeginningofeveryyearandeveryneighbourwithin1kmoftheclubpremisesmustbenotifiedofthisdecisionby15Januaryofeachyear.

3.Onupto5occasionsperyear,shootingmaycontinuetilldarkness(asdeterminedbytheNew ZealandNauticalAlmanacasapplicabletoAuckland)ifshootingisrequiredtocompleteacompetition.Allneighbourswithin1kmoftheclubpremisesmustbenotifiedatleast1monthbeforetheseoccasions.

4.NoshootingmustoccuronGoodFriday,EasterSundayorChristmasDay.

5.Developmentthatdoesnotcomplywithclause3.1isarestricteddiscretionaryactivity.

2.2Noise

1.Theguncartridgeloadsmustnotexceed12gaugeor28gramsofshot.

2.Allshootingactivitywithinthefacilitymustbeconductedtoensurethatgunshotnoisedoesnotexceedacompositenoiserating(CNR)of:

a.95attheintersectionofthewesternboundaryofthe465OldNorthRoad(thesite)withPinestoneRoad

b.90attheintersectionoftheboundariesof465OldNorthRoad,41PinestoneRoadand86BurnsLane

c.85attheintersectionoftheboundariesof465OldNorthRoad,451AOldNorthRoadand45TerrySmythDrive

3.ThenoisemustbemeasuredinaccordancewiththerequirementsofNZS6802:2008Acoustics–EnvironmentalNoise.

4.Developmentthatdoesnotcomplywithclause3.2isarestricteddiscretionaryactivity.

3.Assessment­Restricteddiscretionaryactivities

Mattersofdiscretion

Inadditiontothegeneralmatterssetoutinclause2.3oftheGeneralProvisions,thecouncilwillrestrictitsdiscretiontothemattersbelowfortherelevantdevelopmentcontrolinfringement.

Assessmentcriteria

Inadditiontothegeneralassessmentcriteriainclause2.3Generalprovisions,thecouncilwillconsidertherelevantassessmentcriteriabelowfortherelevantdevelopmentcontrolinfringement.

1.Noise

a.Noisearisingfromthegunclubactivitiesshouldnotcreatesignificantadverseeffects(includingcumulativeeffects)onthehealthandwell­beingofnearbyresidents.

b.Anoisemanagementplanmayberequireddetailingthecontrolmeasureswhichwouldbeputintopracticeandshouldinclude:

timinganddurationoftheproposedactivity

theproposedmeasuresusedtomitigatethenoise

theextent,necessityandappropriatenessofactivitiesonpublicholidays

anacousticdesigncertificatefromaprofessionalacousticengineerdemonstratingthatthestandardsproposedwillnotbeexceeded.

2.SiteManagement

a.On­sitecarparkingshouldbemanagedduringevents.

b.Shootingshouldbemanagedtoensurecompliancewiththepermittedhoursofoperationandimplementationofanynoisemanagementplan.

3.Timingandnumberofevents

a.Thenumberandextentofeventsthathavebeenheldorareproposedtobeheldinanyonecalendaryearshouldbeappropriatefortheprecinctandshouldnotgeneratealevelofnoiseoractivitythatwilladverselyaffect,toamorethansignificantdegree,theamenityofsurroundingsites.Considerationwillbegivento:
