5.AssessmentofGFA

c.thevehiclemovementsassociatedwiththeadditionalparkingspaceswillnothaveamorethanminoradverseeffectonthesafeandefficientoperationoftheadjacenttransportnetwork,includingpublictransportandthemovementsofpedestrians,cyclistsandgeneraltraffic.Thisincludesconsideringtheeffectofadditionalparkingontripgenerationfromthesiteduringpeakcommutertimes.

e.thereisalackofaccesstotheRapidandFrequentServiceNetwork,becausethesiteisnotwithinwalkingdistanceofastoporstationontheRapidandFrequentServiceNetwork.Walkingdistanceisgenerallyconsideredtobe1kmforastopontherapidtransitnetworkand800mforotherstopsontheRapidandFrequentServiceNetwork.However,walkingdistancewillvarydependingontheslope,terrain,attractivenessofthepedestriannetwork,andthetypeofpedestrian

f.theapplicanthasdemonstratedthatitisnotpracticabletoprovidetheadditionalparkingbyenteringintoasharedparkingarrangementwithanothersiteorsitesintheimmediatevicinity

g.theapplicanthasdemonstratedthatthedemandfortheadditionalparkingcannotbeadequatelyaddressedbymanagementofexistingorpermittedparking.Dependingonnumberofadditionalparkingspacesproposed,thenumberofemployees,andthelocationofthesite,thismayneedtobesupportedbyadetailedtravelplanoutliningmeasuresandcommitmentsfortheactivityoractivitieson­sitewillminimisetheneedforprivatevehicleuseandmakeefficientuseofany parkingprovided.

2.Providingfewerthantherequiredminimumnumberofparkingspaces

a.theamountofparkingproposedissufficientfortheproposaldueto:

c.thereispublicparkingon­streetoroff­streetintheimmediatevicinitywithcapacityandavailabilityatthetimesrequiredtoservetheproposal.Thecouncilmusthaveareasonableexpectationthattheparkingwillcontinuetobeavailabletoprovidefortheproposal.

d.whethertheparkingrequirementsoftheproposalwillbemetbyenteringintoasharedparkingarrangementwithanothersiteintheimmediatevicinitythathasavailableparkingspaceswhicharenotrequiredatthesametimeastheproposedactivity.Forexample,theproposedactivityoperatesoutsideofnormalbusinesshoursandtheactivityontheothersiteonlyoperatesduringnormalbusinesshours.Insuchasituation,thecouncilwillrequirealegalagreementbetweentheapplicantandownerandoccupiersofthesiteconfirmingthearrangement.

b.thespecificbusinesspractice,operationortypeofcustomerassociatedwiththeproposedactivitiesmeanthatthesitewillnotneedthestandardnumberofloadingspaces.

c.anaccessibleandadequateon­streetloadingspaceisavailablenearbyorcanbecreatedwhilehavingregardtootherdemandsforkerbsideuseoftheroad.Thecouncilmusthaveareasonableexpectationthattheloadingspacewillcontinuetobeavailabletoprovidefortheproposal.

d.loadingcanbeprovidedonanothersiteintheimmediatevicinitythathasavailablespaceswhicharenotrequiredatthesametimeastheproposedactivity.Insuchasituation,thecouncilwillrequirealegalagreementbetweentheapplicantandtheownerandoccupiersoftheothersiteconfirmingthearrangement.

e.thereductioninloadingspaceswillcontributetotheefficientuseoflandandthegrowthandintensificationprovidedforintheUnitaryPlaninthefollowingzonesandlocations:CityCentre,MetropolitanCentre,TownCentre,LocalCentre,MixedUse,TerraceHousingandApartmentBuildingszones;andtheCityCentreFringeoverlay

5.Infringingthedevelopmentcontrolsfordesignofparkingandloadingareasoraccess

a.themodificationwillnothaveanadverseeffectonthesafeandefficientoperationoftheadjacenttransportnetwork,includingpublictransport,pedestrians,cyclistsandgeneraltraffic,havingregardto:

theeffectofthemodificationonvisibilityandsafesightdistancesparticularlytheextenttowhichvehiclesentering/exitingthesitecansee,andbeseenby,pedestrians,cyclistsandothervehiclesonthefootpathandroadcarriageway:

existingpedestriannumbers,andestimatedfuturepedestriannumbershavingregardtothelevelofdevelopmentprovidedforintheUnitaryPlan

existingcommunityorpublicinfrastructurelocatedintheadjoiningroad,suchasbusstops,buslanesandcycleways.

b.themodificationwillnothaveanadverseeffectonpedestrianamenityortheamenityofthestreetscape,havingregardto:

theeffectofadditionalcrossingsorcrossingswhichexceedthemaximumwidth

pedestrianamenityandthecontinuityofactivitiesandpedestrianmovementatstreetlevelintheCityCentre,Metropolitan,TownandLocalCentrezones.

•accommodate thetrafficvolumesanticipated tousethecrossing, especiallywhereitis desirable to separate left and right turn exit lanes

-thedesirabilityofseparatingtruckmovementsaccessingasitefromcustomer

vehiclemovements

-whetherreducedmanoeuvringandparkingspacedimensionscanbeaccommodatedbecausetheparkingwillbeusedbyregularusersfamiliarwiththelayout,ratherthanbycasualusers.

•withinresidentialdevelopmentwherestackedparkingspacesareheldincommonownership,underasingletitle,andcannotbeofferedorallocatedasindividualparkingspaces;or

•forregularuserssuchasstaff,andareclearlymarked,definedandseparatedfromotherparking;and

•locatedsoitdoesnotcompromisetheoperationoftheremainderoftheparkingarea.

6.ConstructionoruseofavehiclecrossingwhereaVehicleAccessRestrictionapplies

a.ThisapplieswhereaVehicleAccessRestrictionisidentifiedin3.4.1.2and3.4.1.3,otherthanaVehicleAccessRestriction­LevelCrossing.

i.the location and design of the access willnot have an adverse effect on thesafe and efficientoperationoftheadjacenttransportnetwork,includingpublictransport,pedestrians,cyclistsand generaltraffic,havingregard to:

•visibilityandsafesightdistancesparticularlytheextenttowhichvehiclesentering/exitingsitecan see, and be seen by, pedestrians, cyclists and other vehicles on the footpath and road carriageway

•existingandfuturetrafficconditionsincludingspeed,volume,type,currentaccidentrate,and theneed for safe manoeuvring inall weathers

•proximitytoandoperationofintersections

•existing pedestriannumbers,and estimatedfuturepedestriannumbers havingregardtothelevelofdevelopmentprovidedforintheUnitaryPlan

•existing communityorpublic infrastructurelocatedinthe adjoiningroad,suchas busstops,bus lanes and cycleways.

the accessarrangementsarepracticableand adequateconsideringsitelimitationsandlayout,arrangementof buildings andactivities, usersand operational requirements,proximity to and operationofintersections,havingregardto:

•whether the site canreasonably served bydifferent access arrangementsincluding:

-accessfrom another road

-sharedor amalgamated accesswith anothersite or sites

-viaafrontageroad,suchasasliplaneorserviceroad

•whetherthe needfor accesscanreasonablybe avoidedby enteringintoa sharedparking and/orloading arrangementwith another siteor sites inthe immediate vicinity.

iv.

foranyproposedaccesswithinaVehicleAccessRestriction­MotorwayInterchangeControl,theintensity,scaleandtrafficgeneratingnatureofactivitiesonthesitearesuchthatanyadverseeffectsonthesafeandefficientoperationofthemotorwayinterchangeare

avoided,remediedormitigated.

v.whether,whenconsideredagainstotheraccessopportunitiesforthesite,comparableorbetteroutcomesareachievedintermsofeffectsonthesafeandefficientoperationofthetransportnetwork,includingpublictransportandthemovementsofcyclists,pedestriansandgeneraltraffic.

7.ConstructionoruseofavehiclecrossingwhereaVehicleAccessRestriction­LevelCrossing,applies

a.theaccesswillnothaveanadverseeffectonthesafeandefficientoperationoftheadjacenttransportnetwork,particularlytheroad/railcrossing

b.theaccessarrangementsarepracticableandadequatehavingregardtositelimitationsandlayout,arrangementofbuildingsandactivities,usersandoperationalrequirements.

8.Buildingsorstructureswithinasightlineareaapplyingtoalevelcrossingwithsightlinecontrols

a.theproposalwillnothaveanadverseeffectonthesafetyofthelevelcrossingforvehiclesandpedestrians

b.theproposalwillnotadverselyaffectvisibilityandsafesightdistancesparticularlytotheextentvehiclesentering/exitingthelevelcrossingcanseetrains.

9.Exceedingthetrafficgenerationthreshold

a.theproposalintegrateswiththetransportnetworkandmitigatestheadverseeffectsoftrafficgeneratedonthatnetworkbymeasuressuchas:

developmentandimplementationofatravelplanwhichwillreducetheneedforvehicleusestagingofdevelopmenttomatchwithimprovementstothetransportnetwork

undertakingorfundinglocalimprovementstothetransportnetwork.

6.Specialinformationrequirements

1.Parkingplanssubmittedtocouncilmustshow:

a.thelocationsanddimensionsofanypillarsand/orotherstructuresthatmayrestrictparkingspace,orinhibitaccessandmanoeuvring,aswellasclearancesbetweenparkingspacesandvehicletrackingcurvesandthosepillarsand/orotherstructures

b.theproposedgradientsofparking,manoeuvringandaccessareas.

ParkingFacilitiesPart1:Off­streetCarParking(NewZealandStandardforOff­streetParking(AS/NZS2890.1:2004))mayassistapplicantsindesigningparkingareas.

2.Travelplan

a.atravelplanmayberequiredaspartofanassessmentofenvironmentaleffectswhereaproposalexceedsthetrafficgenerationthreshold,providesmoreparkingthanthemaximumsspecifiedorfewerthantheminimumsspecified.Atravelplanwillnotberequiredwheretheinfringementoftheparkingstandardsisminorinrelationtothescaleoftheactivityandassociatedparkingproposed.

3.Applicationsforoff­siteparkingmustincludeinformationtodemonstratethat:

a.theproposalprovidesoff­siteparkingwhichisrelatedexclusivelytotheparkingrequirementsassociatedwithactivitieslocatedonotherdonorsite(s)inthearea

b.theoff­siteparkingarrangementswillbeformalizedonthelandtitlesofallsitesinvolved,includingextinguishingtheabilitytoprovideaccessoryparkingonthedonorsite(s)

c.theparkinghasbeentransferredfromthedonorsite(s)andthedonorsite(s)arerequiredorpermittedbytheparkingstandardsoftheUnitaryPlantoprovidethenumberofparkingspacesproposed.

4.Thecouncilmayrequireapplicationswhichaffectthetransportsystem,includingproposalswhich

exceedthetrafficgenerationthreshold,toincludeatransportassessmentpreparedbysuitablyqualifiedtransportplannerortrafficengineer.
