1.JOB PURPOSE
The post holder under the direction of the ICT ServiceManager will provide support for the effective delivery of policing services through the management, administration, development and exploitation of business systems, to provide high quality, customer focused services.
To identify and scope out areas of development including system changes, data quality and process improvement to maximise potential efficiency savings and other benefits to Cumbria Constabulary.
- PRINCIPAL ACCOUNTABILITIES
System Maintenance
2.1To ensure the integrity and security of multiple systems and data; by carrying out checks, defining, maintaining and coordinating user access levels and report groups.
2.2To liaise closely with ICT 1st and 2nd Level Support Teams about software upgrades, bug fixes and regular maintenance activities.
2.3Maintaining database tables and schemas for integrated systems. To identify and manage the flow of data for multiple systems, ensuring non-duplication of data input.
2.4To develop and maintain the structure of suitable management reports using reporting tools, where the reports are not available from the within the applications.
2.5To record and track relevant queries/faults/requests on the ‘Call Management System, resolving, monitoring and progressing faults and service requests in accordance with service standards set for the department. Liaising with Third Party Suppliers on behalf of the users in respect of problems requiring external resolution, tracking progress and reporting back to users as required.
Business Related
2.6To provide advice and guidance to Business Systems Owners to ensure the capabilities of the product are fully exploited, to maximise improvement to business performance and efficiencies, ensuring the systems are maintained and updated.
2.7Use Project and Change management disciplines to manage change to the product(s), liaising with business owners/users, ICT team members, suppliers and others to enable the smooth implementation of new capabilities, processes, documentation and standards.
2.8To identify and analyse business requirements for change/development of the product(s) in consultation with customers in Cumbria and with other relevant stakeholders. Ensuring a standard and consistent approach is maintained.
2.9To deliver robust test procedures to ensure the integration with other systems. Ensuring data integrity and a consistent and corporate approach to the recording of data across systems and effective acceptance testing in partnership with user resources, to verify that delivered changes are fit for purpose and meet business requirements.
2.10To deliver the transition of changes into operational use effectively with business users; ensuring relevant process maps and policies are updated where necessary.
2.11To attend internal and external user groups as required. To record and bring back to force any national developments communicated at National User Groups and analyse the impact it will have on the integrated systems. To inform the Constabulary when benefits can be gained from any national best practice and to collaborate and share best practice, including lessons learnt.
2.12To deliver effective and timely communication with the user communities as outlined in the communication strategy and plan for the product(s).
2.13Participate in the development and delivery of user training, generally in conjunction with the ICT Training section, but independently when required.
- DIMENSIONS
All core systems which are Business as Usual applications, such as SLEUTH, STORM, Finance, HR, Case and Custody and GIS and mapping systems etc.
The post holder will work in consultation with business users and other ICT Directorate teams using a wide range of technology, messaging and databases to deal with a variety of enquiries and recording of information ranging from error messages and new releases. The post holder will therefore need to be familiar with a number of business and ICT processes.
- KEY FEATURES
4.1Framework and Boundaries
A Shared Service Agreement is in place for SLEUTH. Current parties to this agreement are Cumbria, Lancashire and Durham Constabularies. Different forms of contract are in place for other core systems. The post holder is expected to assist in the development and maintenance of these arrangements.
These core systems are crucial to the Constabulary’s core business and have significant strategic impact. It is essential that they are maintained effectively and that faults and downtime are minimised.
There is an overarching requirement to work within Constabulary policy and project management standards.
The ICT Service Support section provides a vital contact point between business users, ICT Services and third-party support organisations. ITIL (IT Infrastructure Library) is a prime business enabler for this function, from Service Design and through Continual service Improvement.
4.2Important Working Relationships
Internal

4.3Major Challenges
The post holder will need to keep up to date with changes in business processes as a result of new legislation or internal strategy, to ensure best practice and use of the core systems. Providing advice and guidance to the business users, to ensure the capabilities of the systems are fully exploited, using best practices to maximise business performance and efficiencies.
Develop skills in change management and business analysis capability, in line with public/private sector best practice.
Mentor and collaborate with the business and provide expertise and guidance to obtain business requirements, re-engineer processes and achieve effective delivery of ICT change.
Collaborate with ICT technical teams to identify and test ICT solutions to maximise benefits, enhance service provision and ensure value for money.
