THE PAN-CANADIAN JOINT CONSORTIUM FOR SCHOOL HEALTH

REQUEST FOR PROPOSAL

Background:

In response to the Healthy Living Strategy being developed by Canada’s Health Ministers, the Council of Ministers of Education approached the health and education sectors to explore the possibility of forming an intergovernmental partnership and action plan to address a variety of health, social and learning related problems of school-aged children and youth. Based on the recommendations of a joint working group of deputy-ministers, the education and health ministers endorsed the formation of the Joint Consortium for School Health (JCSH). The First Ministers of Canada have also committed their government to working through the JCSH to enhance the healthy schools concepts as part of their Health Care Accord of 2004.

The key role of the JCSH is to act as a catalyst in strengthening cooperation among ministries, departments, agencies and others and in building the capacity of health, education and other systems to work together.

The work of the JCSH includes; coordination and support for provincial/territorial school health coordinators, publishing knowledge summaries and promising practices related to school health promotion, promoting local policy models, supporting active working groups on special concerns, facilitating the advancement of action to address identified issues, gaps and challenges to data collection and monitoring of the health and social development of children/youth in schools, publishing reports on emerging issues and trends, working with researchers and research agencies and supporting inter-provincial and international exchanges of information.

The national activities of the JCSH are supported by a small secretariat.

The JCSH invites interested parties to submit a proposal on conducting a quick scan on current Pan-Canadian activities in injury prevention in the school health context.

Project description:

This request for proposal on conducting a quick scan on current Pan-Canadian activities in injury prevention in the school health context will identify documents and activities on comprehensive approaches to injury prevention in schools, compile a listing of identified documents including electronic links and references for use by the JCSH to support inter-provincial exchanges of information on school health.

Specifically the quick scan on injury prevention in the school health context will include:

·  Identifying Pan-Canadian documents and activities on comprehensive approaches to injury prevention in schools

·  Compiling a listing of identified documents and activities including electronic links and references

·  Confirming listing with mutually agreed upon relevant experts, informants and organization in injury prevention

Reporting:

The successful applicant will be expected to work in consultation with the JCSH Secretariat staff and report to the Executive Director.

Deliverables and Timelines:

List of deliverables / Deadline
1. List of identified Pan-Canadian documents and activities on injury prevention in the school health context including electronic links and references / Friday June 15, 2007
2. Draft report in electronic format on Pan-Canadian quick scan on injury prevention in the school health context / Friday June 29, 2007
3. Final report in written and electronic format Pan-Canadian quick scan on injury prevention in the school health context / Friday July 13, 2007

Budget:

The total budget available for the Pan-Canadian quick scan on injury prevention in the school health context is $5,000.00 inclusive of all taxes and expenses.

Section Criteria:

The following criteria will be used to assess the submitted proposals:

1.  Availability – work to be completed by July 13, 2007

2.  Skills – research, writing and analysis

3.  Experience – literature searches and reporting

4.  Value – complete all work required within budget

5.  Quality of Submission- feasibility of proposal processes and quality of writing

6.  References - provide 3 relevant to nature of work

Guidelines for Submissions:

1.  Include names and qualifications of principal(s) and collaborators.

2.  Include three references related to previous work with contact details.

3.  Include examples of previous work.

4.  The proposal (excluding references, examples of previous work etc.) not to exceed five pages.
