The New Hampshire Asthma Control Program is looking to hire a full-time Public Health Program Manager that is responsible for developing, implementing, supervising, and evaluating program operations, goals, objectives, and policies for the New Hampshire Asthma Control Program. JOB RESPONSIBILITIES INCLUDES:

  • Developing, implementing, supervising and evaluating program operations to achieve programmatic goals and objectives to reduce the public and private burden of asthma by improving interventions, diagnosis, care and treatment in the NH population.
  • Prepares and manages Program budgets to ensure adherence with federal and state requirements.
  • Develops and oversees requests for applications for contracted services. Negotiates contract parameters and recommends award of contract. Monitors and evaluates work conducted under such contracts to assure compliance and effectiveness.
  • Facilitates asthma activities at NH DHHS to assure internal and external coordination and integration of asthma-related activities by bringing together multi-disciplinary interests and expertise throughout the state in a formal, organized structure. Responsible for receiving materials and establishing channels for dissemination of materials as the designated CDC State Asthma contact.
  • Researches, develops, and prepares federal grant applications to assure continuation of federal program funding. Prepares periodic required federal reporting and serves as liaison with other state and federal diabetes control programs.
  • Develops and oversees public education campaigns, professional technical assistance materials and professional and public education programs to ensure consistency and conformance with program and Department objectives
  • Oversee the maintenance and enhancement of existing statewide surveillance system and the use of such data to guide strategic action.
  • Recommends personnel actions, including hiring, firing, promoting, and disciplinary actions. Completes annual performance appraisals of all Program staff. Identifies training needs among staff and ensures appropriate training.

MINIMUM QUALIFICATIONS:
Education: Bachelor's degree from a recognized college or university with a major study health administration, public health, nursing, social or physical sciences or psychology. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Six years' experience in a public health or social service agency providing planning, consultation or direct services with at least two years in a supervisory capacity, one year of which shall be in a health related setting.
SPECIAL QUALIFICATIONS:
A high level of knowledge of asthma as it relates to public health, healthcare systems, and community support services is required. Knowledge in chronic diseases, risk factors, electronic medical records, insurance industry payment methods, and implementing and overseeing quality improvement initiatives in health systems is helpful. Certified as an Asthma Educator beneficial.
