REGULATION

On the Procedure and Conditions of Providing Short-Term Sabbatical Leaves to Research and Academic Staff at the National Research University

Higher School of Economics

1. GENERAL PROVISIONS

1.1.This Regulationdescribes the procedureand conditions of providing short-term sabbatical leaves to research and academic of the National Research University Higher School of Economics including the branches (hereinafter referred to asHSE).

1.2.A short-term sabbatical leave is a paid additional leave to which,according to Article 116 of the Labour Codeof the Russian Federation, academic teachers and researchers are entitledfor carrying out their scientific and research activities defined in the Articles of HSE.

1.3. Duringashort-termsabbaticalleaveacademicteachersandresearchersmayworkatothereducationalandresearchinginstitutions, bothdomesticandforeign.

2.CONDITIONS OF GRANTING SHORT-TERM SABBATICAL LEAVES

2.1. A short-term sabbatical leave can be granted to HSE’s academic teachers and researchers for whom the university is the principal place of employment and who are:

2.1.1. employed at HSEthrough international recruiting or

2.1.2. granted with the third level academic merit pay.

2.2. During a calendar year a faculty member may have oneor more short-term sabbatical leaves. The total duration of all sabbatical leaves granted to a faculty member during a calendar year may not exceed 28 calendar days.

2.2.1. During one calendar year an employee hired through international recruiting may have one or more extended sabbatical leaves with total duration of no longer than 56 calendar days. The International Recruitment Committee of HSEin accordance with local regulations is to decide on granting such a leave on a case-by-case basis for each employee and taking into account academic results expected from the employee.

2.3. A short-term sabbatical leave can be granted to afaculty member or researcher only during the period when he/she is not engaged in teaching or knowledge monitoring classes or exams, neither final nor midterm. During short-term sabbatical leaveteaching load carried out byfaculty memberis notredistributed amongother employees.

3. ORDER OF GRANTING OF SHORT-TERM SABBATICAL LEAVES

3.1. A short-term sabbatical leave can be provided to afaculty member(hereinafter – the Applicant) upon a written application submitted tothe rector of HSE through the head of thestructural divisionat which the Applicant works, not later than two weeks before the desired date of start of short-term sabbatical leave.

3.2.Such an application shall contain the information on:

3.2.1.the purpose of the short-term sabbatical leave,

3.2.2.thesabbatical leave period,

3.2.3.theform in whichtheresults of the research done during the sabbatical leave will be presented.

3.3. The application shall be signed by the supervisor of the Applicant and the head of the department if it is included in the structural division at which the Applicant works. Applications from researchers delivering academic classes shall be signed by the head of the relevant academic division.

3.4.The decision on the submitted application shall be adopted bythe executive of the HSE’s structural division being the Applicant’s principal place of employment; for academic teachers – by the department head, the dean, or the division chief;for researchers having academic load – by the chief of the research division;for employees of university departments – by the vice-rector for coordination of the department’s activity;for employees of structural divisions of further professional education and training – by the director of such divisions.

3.5. Granting of a sabbatical leave shall be recorded in the Order of HSE signed by the executive who, according to the assignment of duties established at HSE, is positioned as the employer to the Applicant.

3.6. Within two weeks after the end of a short-term sabbatical leave, the Applicant shall submit a short report on the results of the research carried out during the leave tothe subdivisionof HSE head who had adopted the decision on granting the leave to the Applicant.

4. ORDER OF FINANCING SHORT-TERM SABBATICAL LEAVES

4.1. The short-term sabbatical leave payment is equal to the monthly salary and is paid within the timeframes provided for in HSE’s local regulations for wages settlements with employees of HSE.

4.2. Short-term sabbatical leaves are financed by HSEfrom its remunerative activities’ revenue. If the Applicant’s principal place of employment is HSE’s structural division with internal financing and make-out, their short-term sabbatical leave is paid from the fund of this division.

4.3. An unutilized short-term sabbatical leave cannot be used in the following calendar year. A short-term sabbatical leave may not be replaced by monetary compensation or added to an annual paid vacation.

5. FINAL CONDITIONS

5.1. This document, as well as all amendments to it shall be approved by the Academic Council ofHSE.

5.2. This Regulation is a translation of the Russian approved document. In the event of a discrepancy between the versions in Russian and English, the Russian version shall prevail.
