Sigma Chi Constitution

Article I Name

The name of this organization shall be Sigma Chi at Iowa State University

Article II Purpose & Goals

Section 1: The purpose of this Fraternity shall be to cultivate and maintain the high ideals of friendship, justice and learning upon which Sigma Chi was founded.

-Beta Omicron chapter of Sigma Chi is affiliated with the international Fraternity of Sigma Chi.

Section 2: Sigma Chi Fraternity abides by and supports established Iowa State University policies, State and Federal Laws and follows local ordinances and regulations

Section 3: Sigma Chi agrees to annually complete President’s Training, Treasurer’s Training and Advisor Training (if required)

Article III Membership

The members of this Fraternity shall be those who are in good standing with the university, complete all of finical duties, follow all of Sigma chi policies, attend all meetings, fulfill scholarship hours, examinations, work session duties, social duties shall be initiated to membership.

Sigma Chi Fraternity shall not discriminate in terms of ethnicity, religion, national origin, sexual orientation, physical ability, marital status, age, US Veteran or financial or social status. “Iowa State University and Sigma Chi do not discriminate on the basis of race, ethnicity, sex, pregnancy, color, religion, national origin, physical or mental disability, age, marital status, sexual orientation, gender identity, genetic information or status as a U.S Veteran

Members may be removed at

a.) at the members request

b.) At any executive meeting an active can bring a member up for termination, but a second is required before it is brought to a 2/3 vote of the chapter.

Article IV Officers

Officers are elected by a simple majority vote within the chapter.

Officers are elected within the first month of the Fall and Spring semesters

Impeachment/Removal of officers—

On bad academic standing <2.0 or a majority vote within chapter, or form 51 or Form 50

The officer is allowed to speak on his behalf regarding the issues at hand for 5 minutes max.

Officers are replaced by a new election held within chapter, which will follow normal election procedures.

The advisor is selected by majority vote within the chapter and election is brought by students with good academic standing and is well known and trusting.

The Advisor will serve an indefinite term unless removed by a chapter vote, resignation, or corporation board deems otherwise.

Impeachment of Advisor will be done by majority chapter vote or corporation board vote, if necessary executive board may impeach with a majority vote, and the advisor is allowed to speak on his/her behalf for 5 minutes max.

Advisor will be replaced be done by the chapter or executive board based on necessity and in a reasonable time frame.

Section 1 – Officers and their duties:

  1. All Officers
  2. Shall perform the duties and obligations of their position
  3. Shall be subject to removal from office should their obligations not be met
  4. Shall attend all Interfraternity Council meetings, roundtables, or events required of their position by IFC
  5. Must attend 80% of chapter meetings
  6. Member will give up the office after he misses 5 regular exec or chapter meetings (excused or unexcused)
  7. Officer will forfeit his position if he missed 3 unexcused regular exec or chapter meetings
  8. Officer will forfeit his position if deemed unfit to hold the office or does not complete responsibilities as determined by the executive committee and these bylaws or by a 2/3 vote of the chapter .

President

  1. Shall serve as the president of the chapter
  2. Shall serve a term of 1 year
  3. Shall be responsible for the security of the charter, Ritual, and ritualistic materials
  4. Shall preside over meetings of the chapter
  5. Shall maintain current knowledge of all chapter developments and activities
  6. Shall act as external representative of the chapter to
  7. Sigma Chi Headquarters
  8. Iowa State University
  9. Interfraternity Council
  10. Government of the Student Body
  11. The Ames municipal community
  1. Shall attend the Balfour Leadership Training Workshop
  2. Be ultimately accountable for everything that the chapter does or fails to do.
  3. Acquaint him self with all requirements of the Sigma Chi ritual, Governing Laws, as well as chapter, and University policies.
  4. Maintain the integrity of the chapter’s respect for and the proper performance of the Ritual
  5. Ardently guard the security of the Charter, Ritual, and ritualistic materials.
  6. Work closely with the Praetor, chapter advisor, chapter alumni and Headquarters in guiding the affairs of the chapter.
  7. Delegate authority and responsibilities to his officers.
  8. Maintain a relationship with the university administrators and with officers and with officers of the campus fraternities.
  9. Maintain and strengthen the chapter’s activities, accomplishments, and proficiency in all internal and external areas.
  10. Maintain high standards of chapter scholarship, discipline, etiquette, morals and hospitality, as a reflection of the Ritual of Sigma Chi.
  11. Watch for potential problems within the chapter and affect such measures necessary to prevent their further development.
  12. Conduct himself so as to always deserve the respect and cooperation of all brothers.
  13. Cultivate and preserve unity in the chapter.
  14. Train and assist his successor as Consul and to ensure that all other chapter officers carry out the same responsibilities.
  15. Hold himself and every member of the Fraternity accountable to the Sigma Chi oath of Initiation.
  1. Vice President

a.Assist the Consul in ensuring that chapter affairs and operations are conducted thoroughly and efficiently, that all chapter activities are carried out in the best manner possible, and that all members and pledges conduct themselves always in the best interests of the Fraternity and the chapter.

b.Assume the full responsibilities of the Consul's position in the Consul's absence or incapacity.

c.Preside over and administer the affairs of the chapter executive committee.

d.Direct and coordinate a program of Post Initiation Training immediately following each Initiation.

e.Direct and coordinate the work of all chapter committees.

f.Keep himself constantly informed of chapter and Fraternity affairs and activities so as to advise the Consul and assist in the leadership of the chapter.

g.Carry out such other duties as the Consul may direct.

h.Train and assist his successor, and supervise a similar training program among all incoming and outgoing officers.

i.Attend Balfour Leadership Training Workshop.

j.Hold himself and every member of the Fraternity accountable to the Sigma Chi Oath of Initiation.

k.Shall plan and coordinate chapter retreat at the beginning of the semester

l.Shall plan and coordinate the Senior Wills ceremony for graduating brothers

m.Shall coordinate the work week with the House Manager

n.Shall serve a term of 1 year

  1. Pledge Educator
  2. Shall serve as the liaison between the pledge class and the active chapter
  3. Shall assist the recruitment chairmen and house managers in determining room assignments at the beginning of each semester

c.Conduct a chapter program that prepares the pledge brothers for Initiation as committed, responsible, active brothers.

d.Plan, articulate, organize and lead the conduct of this program in the chapter.

e.Ensure the understanding, support and involvement of all members of the undergraduate chapter.

f.Guide a chapter program that instills pride in and commitment to the ideals of Sigma Chi through learning, participation and responsibility.

g.Prevent any activities or occurrences of hazing, or any activities which are embarrassing, trivial, deceptive, subservient or contradictory to academic responsibility.

h.Establish and guide the pledge program to emphasize individual responsibility and motivation in scholastic achievement.

i.Direct and conduct the program based on and consistent with Sigma Chi pledge objectives, programs and materials.

j.Ensure that the official pledge and initiation forms and fees are furnished on time to the Fraternity.

k.Oversee the chapter's preparations for and conduct of indoctrination and initiation activities.

l.Supervise the care of Ritual equipment.

m.Assist the Pro Consul in Post Initiation Training.

n.Attend Balfour Leadership Training Workshop.

o.Hold himself and every member of the Fraternity accountable to the Sigma Chi Oath of Initiation.

  1. Treasurer
  2. As treasurer of the chapter, collect and preserve all monies due the chapter, and disperse money as the chapter needs and directs, consistent with the requirements of good business, sound fiscal procedure, Fraternity policy and chapter resources.
  3. Prepare a budget before the start of the chapter fiscal year, present it to the Executive Committee and chapter advisor by the second academic week of each semester, and follow its provisions, ensuring that the chapter operates within its means.
  4. Record all chapter financial operations, using a legitimate bookkeeping system.
  5. Ensure that all dues and fees owed the chapter and Fraternity by members and pledges are paid on time, and to carry out specified enforcement procedures for overdue accounts.
  6. Ensure that the chapter's financial obligations to the Fraternity, Housing Corporation, local merchants and others are properly met.
  7. Provide Headquarters, the chapter advisor and Grand Praetor with the specified monthly and semi-annual reports, as well as a yearly budget.
  8. Ensure that the required reports are provided to federal and state tax and Social Security officials.
  9. Attend the Balfour Leadership Training Workshop.
  10. Maintain and enforce a chapter financial policy.
  11. Suspend and expel financially delinquent members approved by exec.
  12. Hold himself and every member of the Fraternity accountable to the Sigma Chi Oath of Initiation.
  13. Approval by the Quaestor is required for any brother wishing financial reimbursement of funds
  1. Secretary
  2. Shall record and publish the proceedings the following meetings of the chapter:
  3. Chapter meetings
  4. Executive Committee meetings
  5. Informal all-chapter meetings
  6. Shall be the Public Relations chairman of the chapter, ensuring that the physical appearance of the house, chapter publications and correspondences, and all activities of the chapter are conducive to positive public relations.
  7. Shall coordinate one faculty appreciation dinner each semester.
  8. Shall be responsible for reviewing and maintaining the chapter bylaws.
  1. Tribune
  2. Shall coordinate the preparation and mailing of all necessary chapter correspondence.
  3. Shall serve as liaison between the active chapter and alumni brothers.
  4. Shall maintain an accurate undergraduate and alumni mailing list.
  5. Shall coordinate and communicate alumni Events for:
  6. Homecoming
  7. Dan Hall Memorial Golf Tournament
  8. Iowa Weekend, I-Week etc.
  1. Chapter Editor
  1. Shall publish the Cyclone Sig at least once each semester.
  2. Shall furnish material to The Magazine of Sigma Chi, including, but not limited to, quarterly news reports, photos, and copies of each Cyclone Sig.
  3. Shall coordinate any other chapter printed material.
  4. Shall assist the Tribune in maintaining an accurate mailing list.
  1. Risk Manager
  1. Shall be responsible for the development and implementation of the chapter’s Risk Management program.
  2. Shall serve a term of 1 year.
  3. Work with Ames Fire Dept. to facilitate the yearly fire inspection.
  4. Shall coordinate the education of active brothers, pledges, and employees concerning building maintenance, safety, fire, health, use of alcohol and illegal drugs, hazing, and sexual abuse by:
  5. Distributing printed material
  6. Holding chapter roundtables concerning risk management
  7. Organizing guest speakers and lecturers
  8. Shall assist other chapter officers in incorporating safety and risk management into their programs.
  9. Shall maintain that The Beta Omicron chapter of Sigma Chi will adhere to and align all pledge and initiation programming and policies with the Standard Operation Procedures and the non-hazing policy of the International Fraternity.
  10. Will assume responsibility for the observance with IFC rules at all events and will serve as a sober monitor at functions where alcohol is served
  11. The role of the risk management officer is [a] to recommend risk management policies or procedures to (name of student organization), [b] to submit documentation to ISU’s Risk Management Office and [c] to ensure that Risk Mgt. procedures are implemented at all of the orgs. events
  1. House Managers
  1. Shall coordinate chapter efforts regarding the cleanliness, safety, care, and maintenance of the chapter house.
  2. Shall manage daily, weekly, and intermittent chapter work sessions.
  3. Shall direct Work Week before each semester.
  4. Shall coordinate the assigning of rooms at the beginning of each semester with Magister and Recruitment Chairman.
  5. Shall coordinate the moving out process at the end of each semester.
  6. Shall chair the house improvement committee.
  7. Shall organize and implement the “Call Boy” Program; posting the calendar each Sunday no later tan 8 p.m.
  8. Shall communicate any need for maintenance or repair to Beta Omicron Inc.
  1. Traveling Summer or During Academic Year Recruitment Chairmen
  2. Plan, organize and coordinate a year-round chapter recruitment program.
  3. Assist the chapter in measuring potential members against the requirements of The Jordan Standard and the ideals of the Ritual.
  4. Help the chapter develop its own set of specific membership criteria in addition to The Jordan Standard and the Ritual.
  5. Ensure that every brother, and not only a few individuals, participates in membership recruitment.
  6. Coordinate all communications with prospective members, including all printed recruitment matter.
  7. Ensure adherence to the Fraternity and campus rush regulations.
  8. Effectively recruit all men recommended to the chapter by fellow Sigma Chis, and to acknowledge and thank any brothers making such recommendations.
  9. Sufficiently inform potential members of the academic standards, financial obligations and ideals of Sigma Chi.
  10. Hold himself and every member of the Fraternity accountable to the Sigma Chi Oath of Initiation.
  11. Attend the Balfour Leadership Training Workshop.

k.Shall actively seek to make new contacts through:

  1. Cold calls
  2. Advertisement
  3. Electronic communication

L.Local Summer Recruitment Chairman

a.Shall live at the Beta Omicron house during their summer of recruitment

b. Will be allowed to hold a job or take classes over the summer

c.Shall assist the other recruitment chairmen in hosting recruitment events in Ames

d.Will be responsible for making at least two hours of phone calls per day to prospective members

e.Will be responsible for hosting at least one Greater Des Moines Area event per week

M.Scholarship Chairman

  1. Shall seek to create and maintain an environment conducive to scholastic achievement among members and pledges.
  2. Shall assist all officers in emphasizing academic priorities
  3. Shall provide information on learning resources and assistance available to members and pledges
  4. Shall be responsible for the awarding and distributing of any monetary scholarships offered by the chapter
  5. Shall plan and direct chapter scholarship program
  6. Shall coordinate chapter study hours
  7. Shall invite guest speakers to aid in scholastic achievement
  8. Shall be responsible for the oversight of the Academic Probation Program
  9. Shall maintain chapter study files
  10. Shall create and maintain incentives for members and pledges who demonstrate scholastic achievement

N.Inter-Fraternity Council Representative

  1. Shall attend all IFC meetings
  2. Shall remain aware of all issues pertinent to IFC and assist the Consul in casting informed chapter votes
  3. Shall make complete reports to the chapter detailing the proceedings of each IFC meeting

O.Social Chairs

  1. Shall Plan and coordinate all social events of the chapter
  1. Shall register all chapter events with IFC
  2. These include but are not limited to:
  1. Dry Events: Dinner Exchanges, all house functions
  2. 3rd Party vendors: House Party, Formal
  3. Wet Events: Registered Functions, Parties and Tailgates

P.Historian

  1. Shall be responsible for documenting the events of the chapter through photography, video, etc.
  2. Shall educate the chapter on past accomplishments and struggles of the chapter
  3. Shall establish a strong sense of understanding of the ritual and history of Sigma Chi as well as the Beta Omicron Chapter
  4. Shall furnish the Grand Historian with chapter information
  5. Shall assist in the preparation of historical material for Fraternity publications

Q.Philanthropy Chair

  1. Shall communicate community philanthropic events to the chapter
  2. Shall ensure participation and attendance at a wide range of philanthropies
  3. Shall be responsible for all house philanthropy, excluding Derby Days

R.Greek Week/Homecoming/VEISHEA Chairs

  1. Shall chair each respective event
  2. Shall coordinate the chapter’s involvement and success in each
  3. Shall organize chapter pairings and maintain positive relations with other chapters
  4. Shall be the chapter’s representative to the pairing

"The officers of this organization must meet the following requirements:

(a) Have a minimum cumulative grade point average (GPA) as stated below and meet that minimum GPA in the semester immediately prior to the election/appointment, the semester of election/appointment and semesters during the term of office. For undergraduate, graduate, and professional students, the minimum GPA is 2.00. In order for this provision to be met, at least six hours (half-time credits) must have been taken for the semester under consideration.

(b) Be in good standing with the university and enrolled: at least half time (six or more credit hours), if an undergraduate student (unless fewer credits are required to graduate in the spring and fall semesters) during the term of office, and at least half time (four or more credits), if a graduate level student (unless fewer credits are required in the final stages of their degree as defined by the Continuous Registration Requirement) during their term of office.

(c) Be ineligible to hold an office should the student fail to maintain the requirements as prescribed in (a) and (b)."
