The monthly meeting of the Rusk County Land and Forestry Committee was called to order at 9:00 A.M., Monday, April 14, 2008.
Present from the committee were: Gene DuSell, Jim Platteter, Roger Svoma, Phil Schneider and Tony Hauser. Also present were: Paul Teska, County Forest Administrator; Pat Zimmer, Assistant Forest Administrator; Gary Albrecht, Parks Supervisor; Randy Tatur, County Board Chairman; Wayne Tappon, DNR Forester; Dana Goin, President of the Rusk Riders ATV Club.
Motion by Platteter to approve the minutes of the previous meeting 2nd by Hauser, carried.
Motion by Schneider to adjust the agenda as necessary, 2nd by Svoma, carried.
ATV Club Maintenance and Camping – Dana Goin from the ATV Club checked out the Bucks Lake Parking Lot and it has very bad smells of dead fish and rotten eggs and does not feel it will be suitable for camping. They request free camping for the weekend of memorial weekend. Platteter made the motion to allow the ATV club members to camp free when they are doing ATV trail maintenance and Teska and Dana Goin to work out the area to camp if Bucks Lake Area is not suitable. This will be for May 23, 24, 25. 2nd by Schneider, carried.
Dana will check with the Forestry Dept. the Monday before Memorial Day to see if the Bucks Lake area is better.
Campground camping reservation system – Gary Albrecht informed the committee of requests for reserving camping sites. Gary passed out an information packet on what other counties are doing. This would be just on a trial basis at Josie Creek, only 12 sites would be able to be reserved. Gary said he would be keeping track of the reservations and setting up the calendars. If people come into the office directly, then the office will take care of setting up the reservation and pass the paperwork on to him. Gary has talked to Andy Albarado regarding the web site as people would need to be able to print the Reservation Application Form off the internet. Then people wanting a reservation would send us the reservation application form along with a check to reserve their site. We would not book a reservation until we have a person’s application and check in hand. We will have a 15 day advance reservation requirement. If people make a reservation and pay in advance and do not show up, reservations are totally non-refundable. People will be able to get the application through the web-site. This would not be through credit cards. Gary has researched it and there are a few companies that are out there that would do reservation systems with credit cards. Sometime in the future we may use a credit card system. Dana Goin asked if it will be acceptable if people reserve sites when camping for future dates. The committee felt that is acceptable. If we do not accept the application we will return their money. Once a site is reserved then it is non-refundable. Schneider stated that we have to let the local people know about this reservation system. Svoma made the motion to approve trying the reservation system set up by Albrecht at the new sites at Josie Creek Park, for 1 year and then review how it works, 2nd by Platter, carried.

Close out Tate VanDeVoort Cont # 2218 and return cash bond in the amount of $11,876.50 to Sappi fine papers per Tate’s request.
Close out Cont # 2262 – Weyerhaeuser Hardwoods and return cash bond in the amount of $ 14, 993.75
Close out Cont # 2177 – Steve Dassow and return cash bond in the amount of $ 4,986.50
Close out Cont # 2260 – Biewer Sawmill, Inc and return cash bond in the amount of $ 6,606.81 and return the overpayment in stumpage of $1,021.54.

Regional Motorized Trail Group Steering Committee Appointment – Teska and Tatur attended a meeting in Spooner with the Wild Rivers Trails Association. Have an advisory committee that advises to county boards on ATV trails and want to expand to other counties. A steering committee will be formed to organize what this regional group would be. They are asking that someone from each county be involved. Should be a member of the Forestry or County Board; and Teska will go along with him to the meetings.
Schneider made the motion to nominate Tatur to be the member to attend the meetings, and to pay the expenses for him to attend the meetings, 2nd by Platteter, carried.
DNR Silviculture Team Appointment - Motion by Schneider to appoint Teska to this team and allow him to attend the meetings, 2nd by Svoma, carried.
Plum Creek Forest Land/Town of Big Falls - discussion on potential land for sale in town of Big Falls.
Motion by Hauser that the committee not in interested in purchasing it, 2nd by Platteter, carried.
Svoma made the motion to approve the bills, 2nd by Schneider, carried
11:00 A.M. Motion by Schneider to close the timber bidding, 2nd by Platteter, carried.

Motion by Hauser to reject Gary Beadles 2 high bids on Tract # 2-08 and 9-08, as he has not provided a current FISTA Certificate. These sales go the 2nd high bidder 2-08 to Bruce Burmeister and 9-08 to Custom Thinning, 2nd by Svoma, carried.
Motion by Hauser to accept the apparent high bidders on the other sales, 2nd by Svoma, carried.
Discussion on Yield Tax on Forest Land/Industrial Managed Forest Land.
Platteter made the motion to adjourn at 12:50 P.M., 2nd by Hauser, carried.
