The Minutes of the 192ndMeeting of the NRC held from 6th January to 8th January, 2012

The 192ndMeeting of the Northern Regional Committee (NRC), National Council for Teacher Education (NCTE) was held from 6th January, 2011 to 8th January, 2012 at NRC, Jaipur.

The following were present:

The Regional Director, NRC apprised the Northern Regional Committee about the provision of the NCTE Act, Rules, Regulations and instructions issued from time to time.

With the permission of Chairperson, Dr. Ram Kishor(Convener) presented the Agenda before the Committee. Item-wise decisions taken are as follows:-

AGENDA ITEM NO.- 192.1 / CONFIRMATION OF MINUTES OF 191ST MEETING / NRC confirmed the minutes of the 191st meeting with the modification that the first para of decision taken in respect of file No. NRCAPP772 at Sl. No. 41 Item No. 191.2.23 be read as “The original file of the Institution and reply of the show cause notice submitted by the institution along with other related documents and the direction of the Hon’ble High Court, NCTE Act, 1993, Regulations and Guidelines of NCTE published from time to time has been carefully considered by NRC” and also Sl.No.136 Item No. 191.4.7 in the decision of PB 667 in place of “one month” it may be read as “one year”. The other contents of the decision will remain same.

The reply submitted by the institution is not supported with the documentary evidence and affidavit to establish that the deficiencies pointed out in the show cause notice have been removed. The institution is required to submit point wise reply.

The Committee discussed and considered the case in detail and following observations have been made:-

The response regarding the queries made about the selection of Vandana Verma is not satisfactory and misleading.
It is against the conduct expected from the applicant.

The following documents have not been submitted by the institution

Advertisements of posts.
Applications of candidates for the posts.
Copy of communications from university to college regarding the formation of Selection Committee.
Recommendation of the Selection Committee.
Approved list of qualified faculty from affiliating University as per NCTE Regulations.
Selected candidates qualifications and teaching experience documents, teaching experience with appointment letters to the candidates from previous institutions.

Hence, NRC decided that the application of the said course be rejected under section 14/15 (3) (b) of NCTE Act, 1993 on the above point.

192.3.3 / NRCAPP-377 / RUDRA INSTITUTE OF TECHNOLOGY, VILLAGE- MAWANA KHURD, POST MAWANA, TEHSIL- MAWANA, DISTRICT- MEERUT, UTTAR PRADESH / D.EL.ED. / The original file of the Institution and reply of the show cause notice submitted by the institution along with other related documents, NCTE Act, 1993, Regulations and Guidelines of NCTE published from time to time has been carefully considered by NRC.
The Committee discussed and considered the case in detail and following observations have been made:-

The institution concealed the fact about the recognition of B.Ed. course.
The institution did not complete three academic sessions of B.Ed. course as required under clause 8(3) of NCTE Regulations, 2009, on the date of submission of application for D.El.Ed. course.

Hence, NRC decided that the application of the said course be rejected under section 14/15 (3) (b) of NCTE Act, 1993 on the above point.

NRC decided that VT be constituted to verify the infrastructure & Instructional facilities created by the Institution for D.El.Ed. Course as per the provisions of NCTE Regulation, 2009 for further processing of the application.
The institution shall be required to provide all information as required in NCTE Regulation, 2009 to the Visiting Team along with building completion certificate issued by the Competent Authority at the time of inspection.

NRC decided that VT be constituted to verify the infrastructure & Instructional facilities created by the Institution for D.El.Ed. Course as per the provisions of NCTE Regulation, 2009 for further processing of the application.
The institution shall be required to provide all information as required in NCTE Regulation, 2009 to the Visiting Team along with building completion certificate issued by the Competent Authority at the time of inspection.
192.3.10 / NRCAPP-766 / MATA GURDEV KAUR MEMORIAL EDUCATIONAL INSTITUTE, BAHADURPUR, BARETA, TEHSIL-BUDHLADA, DISTT. MANSA-151501, PUNJAB. / D.El.Ed. / The original file of the Institution and reply of the show cause notice submitted by the institution along with other related documents, NCTE Act, 1993, Regulations and Guidelines of NCTE published from time to time has been carefully considered by NRC.
The institution has made a request to correct the name of the programme from D.E.C.Ed. to D.El.Ed. The request is accepted.
NRC decided that VT be constituted to verify the infrastructure & Instructional facilities created by the Institution for D.El.Ed. Course as per the provisions of NCTE Regulation, 2009 for further processing of the application.
The institution shall be required to provide all information as required in NCTE Regulation, 2009 to the Visiting Team along with building completion certificate issued by the Competent Authority at the time of inspection.
192.3.11 / NRCAPP-1598 / SHAHEED UDHAM SINGH COLLEGE OF EDUCATION, PLOT NO. 348/548, NH-64, MEHLAN CHOWK, SUNAM, DISTT. SANGRUR-148001, PUNJAB. / M.ED. / The original file of the Institution and reply of the show cause notice submitted by the institution along with other related documents, NCTE Act, 1993, Regulations and Guidelines of NCTE published from time to time has been carefully considered by NRC.
The Committee discussed and considered the case in detail and following observations have been made:-

The institution is not accredited by NAAC under clause 8(4) of NCTE Regulations, 2009 at the time of application for M.Ed. course.
The institution did not complete the three academic sessions of B.Ed. course as required under clause 8(3) of NCTE Regulations, 2009, on the date of submission of application for M.Ed. course.

Hence, NRC decided that the application of the said course be rejected under section 14/15 (3) (b) of NCTE Act, 1993 on the above point.

The Committee discussed and considered the case in detail and decided to seek clarification from the institution on the following points:

The area as mentioned in annexure D is 810 sq. meter. The size of the multipurpose hall is 110 sq. meter which is less than the required area of 2000 sq. feet as per NCTE norms.

Hence, NRC decided that Show Cause Notice under section 14/15 (3) (b) of NCTE Act, 1993 be issued to the Institution on the above point and direct the Institution to submit the reply as per the provisions of NCTE Act, 1993 Rules & Regulations within 30 days from the date of issue of Show Cause Notice.
