MEETINGS AND SPEAKERS

Tuesday, 7 March: Companion, author and distinguished authority on national security issues, COL Raoul Henri Acala will be our speaker. RAOUL HENRI (ROY) ALCALA heads a consulting firm, Alcala Enterprises, which specializes in national security and foreign policy issues. He retired from the Army in 1991 after four years in charge of the Army Chief of Staff’s Assessment and Initiatives Group. As a White House Fellow during the Ford and Carter administrations, he served as a special assistant to the Federal Energy Administrator and to the Presidentâl National Security Advisor. A graduate of the U.S. Military Academy, he holds masters degrees from Yale University in international relations and political science. His most recent publications include a policy paper for The Atlantic Council of the United States: The United States, NATO, and Security Relations with Central and Eastern Europe; studies for the RAND Corporation, Los Alamos National Laboratory, and Science Applications International Corporation on military strategy, technology, doctrine, training, and force structure, and on Persian Gulf lessons learned. He is a Senior Fellow of Business Executives for National Security.

We expect to have LTC Paul Whitmore, USAF, Professor of Aerospace Studies at Boston University and a cadet from that program joining us. LTC Whitmore’s biography is below.

Lieutenant Colonel Whitmore is the Professor of Aerospace Studies and Chairman of the Department of Aerospace Studies at Boston University. He is also the Commander of Air Force ROTC Detachment 355, comprised of approximately 60 cadets from as many as 15 major universities in the Boston area. Lt Col Whitmore entered the Air Force through the Air Force ROTC program at the Virginia Military Institute, graduating in 1994 with a Bachelor of Arts in History. A graduate of Undergraduate Missile Training, he is a core Space Officer (13S) and has held a wide variety of space and missile operations, flight combat training, officer training/education, mission support, unit instructor, and MAJCOM and Joint HQ assignments. Immediately prior to coming to BU, Lt Col Whitmore served at US Strategic Command’s Joint Functional Component Command for Space (JFCC SPACE) at Vandenberg AFB, CA. His primary duty was as the Deputy Director for Plans and Programs, conducting management of 16 personnel working deliberate planning, financial management, requirements development, and policy review. He was also the Air Force Element Section Commander, holding administrative command for assigned Air Force personnel.

Lt Colonel Whitmore assumed his current position in July 2014. He received his bachelor of arts in history at the Virginia Military Institute in 1994, a master of science in space studies at the University of North Dakota. He also graduated the Academic Instructor School at Maxwell AFB, the Squadron Officer School at Maxwell AFB, the Air Command and Staff College, the Joint Professional Military Education-II, NSA Hampton Roads, Norfolk, VA, and the Air War College.

Tuesday, 4 April: Captain Kevin C. Kiefer serves as Chief of Staff for the First District in Boston, Massachusetts under the District Commander to oversee all

Coast Guard missions across eight Northeast states executed by 11,000 active duty, reserve, civilian and auxiliary personnel, along with 30 cutters, 200 boats, and 8 aircraft. He was previously the Coast Guard Sector Commander of Baltimore,

Maryland where his area of responsibility included all Coast Guard missions throughout the state and the National Capitol Region (NCR). In this role, he served as Captain of the Port, Federal Maritime Security Coordinator, Officer in Charge of Marine Inspection, and the region’s Search and Rescue Mission Coordinator. He was also the maritime lead for the Joint Force Headquarters NCR Executive Team, a single-point central office of the five military branches and NORAD for planning, coordination and execution of operational military service missions in the NCR.

Prior to his time in Baltimore, Captain Kiefer held the position of Chief, Office of Port and Facility

Compliance at Coast Guard Headquarters where responsibilities included the Maritime Transportation

Security Act; port resiliency; and strategy for the protection of dangerous cargoes, critical infrastructure,

and high value assets. He was also a delegate to the International Maritime Organization where he worked

on port and global supply chain security and maritime trade recovery. During the 2010 Deepwater

Horizon Spill of National Significance oil spill response, Captain Kiefer served as Staff Director/Current

Plans at the National Incident Command (NIC). Captain Kiefer served as Commanding Officer of Marine Safety Unit Huntington, WV and Executive Officer of Marine Safety Office (MSO) Corpus Christi, TX, during which time he was the lead planner for the nation’s largest military outload operation in support of Operations Enduring Freedom and Iraqi Freedom. Other field tours included MSO Tampa, FL and the Coast Guard Cutter VALIANT.

Captain Kiefer graduated from the U.S. Coast Guard Academy with a Bachelor of Science degree in

Marine Engineering in 1989. He earned a Master of Science degree in Engineering (Naval Architecture

and Marine Engineering) and a Master of Engineering degree (Manufacturing) from the University of

Michigan.

Tuesday, 2 May: Brigadier General Magurn is the Assistant Adjutant General – Army, Massachusetts National Guard. He serves as the Adjutant General’s principle advisor on Army issues. He is responsible for liaison with external partners, to include the state, local, and federal interagency, non-governmental organizations (NGO’s), National Guard Bureau and the Department of the Army. He has oversight of Army Facility Construction and Stationing and is a voting member of the State Retired List Board. He chairs the State Partnership Program with the Republic of Paraguay, the Risk Reduction, Resiliency, and Suicide Prevention (R3SP) Council and Joint Diversity Executive Council. He is president of the Academic Board and Senior Service College Selection Board. He is responsible for supporting and shaping the force. Brigadier General Magurn serves as a Joint Task Force Commander and/or Contingency Dual Status Commander in domestic response operations as required. He was born and raised in Concord. He joined the MAARNG in 1980 and served three years as an M48A5 Tank crewman. He received his commission as a second Lieutenant in Armor in September 1983 from the Massachusetts Military Academy Officer Candidate School class 50. He has served in various command and staff assignments including Mortar Platoon Leader, Troop Executive Officer, Cavalry Troop Commander, Infantry Battalion S-3, Infantry Battalion XO, Infantry Brigade S-3, Special Troops Battalion Commander and J-3/Chief of the Massachusetts National Guard Training Division. In 2003, he deployed to Guantanamo Bay Cuba as the Executive Officer of Task Force Powderhorn, Joint Task Force GTMO which oversaw base security of the installation and detention facilities. He has a master’s degree in Public Affairs from the University of Massachusetts and is National Security Fellow from Harvard University. He resides in Littleton Mass. with his wife Joni. He is the proud father of Cadet Franco Magurn, Montana National Guard and Pfc. Brian Magurn, 101st Airborne Division, U.S. Army and daughter Kate, a student at University of Massachusetts, Dartmouth.

Brigadier General Magurn received his commission through the Massachusetts Military Academy. He has served as a commander at company, battalion, and brigade levels. He is a 2010 graduate of the United States Army War College National Security Fellowship Program. Brigadier General Magurn recently returned to traditional M-Day status after 21 years on AGR and 7 years as a Federal Technician. Brigadier General Magurn was appointed by Governor Patrick as Assistant Adjutant General in the Military Division of the Executive Office of Public Safety and Security in May 2014. Once again this year we expect to have LTC Tim Ferguson, USA, the Professor of Military Science at Northeastern University and commander of the Liberty Battalion (NU, Boston College, Suffolk University and other colleges) to join us with a cadet from that unit.

*****************************************************************************************************************Also importantly, our national commander, CINC COL Clay LeGrande, USA (Ret.) (shown at left) has indicated that he and Mrs. LeGrande will attend the Region I regional meeting on 3 June in company with Vice CINC LTC John Hollywood, USA (Ret.) and Mrs. Hollywood. This meeting, with Region I Commander LTC Dennis Christo, USA (Ret.), is an opportunity to join the leaders and companions of other New England chapters in relaxed discussions of the challenges facing the MOWW both locally and nationally. There will be detailed information circulated to all companions concerning the meeting later in this year, however, the meeting is scheduled at the Hawthorne Hotel, Salem, MA, with the call to order at 0930. All companions and their spouses/significant others are invited to attend. It is an important opportunity to discuss with the Order’s leaders the issues facing operations on a national, regional and local basis in a cordial and relaxed atmosphere. The hotel venue, in itself is interesting. Please consider joining us for this always-enjoyable event.
