The Planning and Zoning met in regular session in the City Hall Chambers on June 1, 2017 with the following members present Pape, Gunnare, Burbach, and Holden. Absent: Ziebart.
The meeting was called to order at 7pm.
Also in attendance are Jack Puetz as a council representative, Jimmy Holloway and Mark Huether.
Motion to approve minutes from May 4, 2017 by Gunnare, seconded by Burbach. Motion carried by unanimous vote.
Permit #1372 by Mark Huether located at 505 East Ash St, to replace the existing fence. Motion to approve by Burbach, seconded by Holden. Motion carried by unanimous vote. The Board recommends applying for a variance to place the fence on the property line.
Permit #1375 by Jimmy and Sarah Holloway located at 603 W Maple st for a 12x12x10 shed. Motion to approve by Gunnare, seconded by Burbach. Motion carried by unanimous vote.
Permit #1366 by Doug Prochaska located at for a 5x8’ Storm Shelter. This permit is basically for registration purposes. Motion to approve, the board strongly recommends 5’ from the house instead of the 4’ by Holden, seconded by Gunnare. Motion carried by unanimous vote.
Permit #1367 by Travis Murtha, located at 206 N 1st for taking out old steps and putting in new steps. Motion to deny based on no required setbacks stated in the permit by Gunnare, seconded by Burbach. Motion carried by unanimous vote.
Permit #1368 by Travis and Jen Leischner located at 300 E Glynn Dr for a 14’x24’ storage shed. Motion to deny based on no required setbacks stated in the permit by Gunnare, seconded by Burbach. Motion carried by unanimous vote. The board suggests having Ryan Murtha check out the flood plain for this area.
Permit #1369 Mark Kathy Werning located at 706 W Main St, for renovation of the the rear deck. Motion to approve by Holden, seconded by Gunnare. Motion carried by unanimous vote.
Permit #1370 by Corinna Wagner located at 309 E Ash for adding 4’ onto the length of the garage. Motion to approve by Holden, seconded by Pape. Motion carried by unanimous vote.
Permit #1371 by Deke Hobbick located at 107 S 4th St for a 12 x12 storage shed. Motion to approve provided there is 5’ between the buildings, by Holden, seconded by Burbach. Motion carried by unanimous vote.
Permit #1373 by Parkston Rural Fire Department, located at NW corner of Main and Ben St intersection for Fire Hall. Motion to approve by Pape, seconded by Holden. Motion carried by unanimous vote.
Permit #1374 by Ralph Thuringer located at 307 N Bismark, for a 15x42 x17 Shed. Motion to deny based on not meeting setbacks by Holden, seconded by Burbach. Motion carried by unanimous vote. Board recommends that the applicant apply for a 5’ variance on the North side.
Permit #1376 by Our Home Inc. located at 103 W Maple, for a Pergola 10x12x8’9”. Motion to approve by Burbach, seconded by Holden. Motion carried by unanimous vote.
Variance 06-2017 by Mark Huether to put a fence on the property line. Mark states that he has a signed agreement with the neighbor. Although zoning requires a 1’ setback even when the neighbor agrees the board recommends approving the variance.
The Zoning Board recommends that the Zoning Administrator send out letters to the properties not in compliance with city zoning and ordinances in a timely fashion. The following properties are:
