Members present, Mayor Gregory Peter, Council members Tim Sanderson, Erick Harper, Scott Dressen and Kenneth Jensen, City administrator Robert Wolfington, City Attorney Glen Petersen and Police Chief John Spindler. Also present Mark Wilmes.
The meeting was called to order at 7 p.m.
Agenda – Motion by Scott Dressen, second by Tim Sanderson to approve the agenda as presented. Motion carried.
Minutes – Motion by Kenneth Jensen, second by Tim Sanderson to approve the minutes as presented. Motion carried.
Planning and Zoning:
Re-zoning – A re-zoning request for parcel Lincoln County 20-0079-000 from Agriculture to Business was reviewed.Administrator Wolfington read a letter from property owner Dave Maurer who expressed concern about future use of the land and its impact on property values. Administrator Wolfington explained to the council there is some confusion with the designation of the property as there are different maps with different designations. Erick Harper moved to approve re-zoning the property from agriculture to business, if the property doesn’t currently already have a business designation. Second by Tim Sanderson. Motion carried three to one with Scott Dressen voting in opposition and Greg Peter abstaining.
Conditional Use Permit – Travis DeRuyter applied for the Conditional Use Permit with the City of Tyler to house two horses on his property Lincoln County 20-0597-000. The council received no public comment on the proposed project. Motion by Erick Harper, second by Tim Sanderson to approve the application. Motion carried.
Bid-opening – Administrator Wolfington presented the council with the bids for the 2017 seal coating project. Caldwell was the lowest bid at $65,648.00. Motion by Kenneth Jensen to accept the lowest bid, second by Tim Sanderson. Motion carried.
U-Turn Policy – The council tabled the discussion on the U-turn policy for further review.
Administrative Citation Policy – The council tabled the discussion on the Administrative Citation policy for further review.
Police Report – Chief Spindler presented his police report.
Attorney’s Report – None.
Administrator’s Report – Administrator Wolfington updated the council on the new MNLARS system the State is implementing for Driver Vehicle Services. Administrator Wolfington also updated the council on the Fire Department’s donation of the basketball hoops for the pool park and the operations of the pool.
Financial Report – Motion by Scott Dressen, second by Erick Harper to accept the financial report as presented. Motion carried.
