Members present: Supervisor Heath, Clerk Rock, Treasurer Early, Trustee Mancik & Trustee Dopkowski

The meeting was called to order at 7:00pm.

The pledge of allegiance was recited. Supervisor Heath Thanked Treasurer Early for getting the new American flag for the new Township office building.

Public Comment: Leo Sushi said that he received a letter from the Townships Lawyer stating that he needed to clean up his blight. He mentioned that he started cleaning up in April. The Barn is part way down now. He had asked for an extension in time as he had surgery last fall and was recovering in Tennessee. The Board granted him an extension at their October 2014 meeting. Giving him until May of 2015. It is unclear why the Lawyer sent him a letter at this time. Supervisor Heath will ask Dave Friend about it. Mr Sushi also asked who complained about his property.

Consent Agenda: Supervisor Heath suggested skipping Consent Agenda and vote on individual reports.

Building Report: Trustee Mancik read the building report. Report on file

There were no permits issued in the month of April. Dave Friend made 1 inspection. He worked 6 hours at the hall. Willie Higgs made 1 Plumbing inspection. No Mechanical, or Electrical inspections. April expenses were $229.92

Assessors Report: Karen read her report

Fieldwork: (scheduled or visited) 12526 Crowe Rd,15160 Crowe Rd, 14480 Sanford Rd,12108 Platt Rd, 15705 Cone Rd & 19553 Cone Rd.

Other information: Monroe County Board of Commissioners approved Monroe County 2015 Equalization Report. State approval to follow. Copies available upon request.

Prepared and mailed property inspection letters for scheduled fieldwork.

Submitted Form 4626—“The2015 Assessing Officer’s Report of Taxable Values as of State Equalization in May” to the State Tax Commission.

Completed EMPP Export to STC (through BS&A) in preparation for changes to personal property effective in 2016.

Looking Ahead: Attend Assessing.net class (6-hour renewal credit) on June 2, 2015.

Balance with Treasurer Jim Early for preparation & collection of 2015 Summer Tax roll.

Roll over Assessor database to 2016 and archive 2015.

Analyze sales. 2016 Sales study period ends September 30th, 2015.

Prepare L-4029 Tax Rate request form due by September 30th. There will not be a Headlee rollback this year.

Question: Approval to waive combination fee for Monroe County Treasurer to combine: 5811-055-010-00 and 5811-055-011-00

Will be out of the office June 8th, 2015.

Milan Fire Dept. Report: None

Old Buisiness: Road Contract approval:

Need to approve and sign contract with MCRC to scrape Roads and put down salt grime at a cost of $21,210.00. Work should be done in early June.

Supervisor Heath made a motion to accept contract, 2nd by Trustee Dopkowski. Motion Carried.

Need to approve the contract from MCRC for the mowing of the ditches in the township. We already approved Dan Wise mowing for $7,000.00.

Supervisor Heath made a motion to approve mowing contract, 2nd by Trustee Mancik. Motion Carried.

Need to approve contract with MCRC to zone patch holes and single chip seal Milwaukee Rd from Ann Arbor Road to Dennison Roads. Milan Township to pay $53,560.00 and MCRC to pay $40,356.00. Normally a 75%/25% split but MCRC adding an additional $22,500.00 for a total of $40,356.00.

Supervisor Heath made a motion to approve contract. 2nd by Trustee Dopkowski. Motion Carried.

NOTE: MCRC has milled and paved Milan Townships portion of Plank Rd. Ash and Dundee Townships are doing their portions of Plank Rd. London Township cannot afford to do any.

New Buisiness: Clerk BS&A .NET software:

The cost to add the .Net software for the Clerk is $2,210.00. The cost for training to use the software is $1,700.00. Clerk Rock suggested that since we pay for year around support, She could try it and if she needs help she can just call for support. Training could be done at a later date if needed.

Supervisor Heath made a motion to purchase BS&A .NET software for Clerk, Assessor and Treasurer. 2nd by Clerk Rock Motion Carried

Issues from Board members or Officials:

Treasurer Early: He asked if they would give us terms for buying the software. They said they would get back to him but haven’t yet. He will be gone the 2nd week in June.

Trustee Dopkowski: Are they going to pave Plank road from Sanford to Darling? Probably Not.

Trustee Mancik: River Rasin Watershed meeting was at Cabelas April 22nd. They had a Barred Owl and an injured Eagle. There are over 700 pairs of Eagles in Michigan.

Supervisor Heath: Will check with Dave Friend about the Sushi clean up. He will back up Mr. Sushi as there are several blighted properties in the Township with No actions from the Township. It has been selective enforcement. All the mail is now currently coming to the hall now. All bills need to be checked so there are not late fees.

Public comment: Citizen, Can the Enforcement Officer contact the Lawyer without authority from the Board? This case will have to be looked into as there has been some miscommunication.
