The March 9, 2015regular meeting was called to order at 7:00 p.m. by Mayor Dennis Bronson.

Council members Joe Byer,Patrick Dick,Dennis Dye,Kim Hoffman, and Bill Shawwere present for roll call. City Staff present wasCity Superintendent Shawn Burgey, Police Chief Doug Brown, andCity ClerkJane Dickson. There were 14 guests present.

Mayor Bronsonled the council and audience in thePledge of Allegiance.

ADDITIONS TO THE AGENDA

City Clerk Dickson requested adding KMEA voting delegate; this was added at “B” under New Business.

CONSENT AGENDA AND MINUTES

Council member Hoffmanmade a motion toapprove the consent agendawhichincluded theminutes from the February 23, 2015 regular council meeting;andAppropriation Order 04-15; Council Member Dick seconded the motion. Motion carried 5– 0.

PUBLIC COMMENT

Jason Murray, representing Kanza Coop was here to discuss an economic development partnership with the City regarding the property on South Main between Main and Larabee Mill Road. He asked the Council what was their vision for thisproperty. The answer was to utilize the property for business. Mr. Murray stated Kanza Coop also wishes to utilize the property and to keep it maintained. He could not be specific as to what Kanza Coop would use the property – possibly more grain storage or expansion for the Farm Store but no specific decisions have been made at this time. Mr. Murray stated that Kanza Coop generates sales tax, pays property taxes, and has paid over one million dollars is wages to Stafford addressed employees. City Attorney Knappenberger asked that in a spirit of cooperation if Kanza could move the bulk anhydrous tanksthat sit south of town. Mr. Murray stated that this was just not feasible. Council member Hoffman stated she is in favor of the partnership. Council member Hoffman made a motion to partner with Kanza Coop for economic development to expand their business to the triangle property located between South Main Street and Larabee Mill Road; Council member Byer seconded the motion. Motion carried 5 – 0. Mr. Murray then stated Kanza Coop would like to donate $25,000 (the appraised value of the property) to the City. Council member Hoffman made a motion to accept the donation for the property; Council member Byer seconded the motion. Motion carried 5 – 0.

OLD BUSINESS

  1. Review Ordinance 1028 Airport – The final revision of this ordinance was in the council packets. The changes were suggested by the Airport Board and approved by the City Attorney. Council member Dick made a motion to approve Ordinance 1028; Council member Hoffman seconded the motion. Motion carried 5 – 0. Steve Brensing presented the council with information regarding lease charges from area airports.
  2. Bike Path – Sharrows – Chief of Police Brown stated that he has concerns regarding having sharrows in the three block business district. Shawn stated the stencil for the sharrows cost $250 and the size is 122” x 54”. Doug and Shawn will meet with the Healthy Community Initiative Committee to discuss alternate routes.

NEW BUSINESS

  1. CDBG Phase 2 – Generator Exhaust Replacement for units 4 & 5 - CrisNaegle with Utility HelpNet was here to present the two (2) bids received. Prior to presenting the bids Cris discussed the work being done at the plant. He stated he feels the work is progressing nicely. The generators are in and on the concrete slabs. Cris also stated that they will be testing the generators the week of March 23rd. After discussion with the council the test date was set for March 23 at 6:00 PM. Notification will be given to the community and businesses. Hopefully, there will be no noticeable impact on the community. Cris then presented the two (2) bids for the generator exhaust replacement. The first bid was from Fairbanks Morse for $304,610.00 the second bid was from Farabee Mechanical Inc. for $153,007.00. Cris recommended accepting the low bid from Farabee. Council member Shaw made a motion to accept the bid of $153,007.00 from Farabee Mechanical Inc.; Council member Dye seconded the motion. Motion carried 5 – 0.
  2. City Clerk Dickson stated that there are two (2) voting delegates to KMEA and position 1which is Mayor Dennis Bronson terms expires April 30, 2015. Council member Dye made a motion to approve Mayor Bronson as a voting delegate to KMEA for another two (2) year term; Council member Shaw seconded the motion. Motion carried 5 – 0.

City Superintendent Shawn Burgey

Shawn reported everything had been covered.

Chief of Police Doug Brown

Doug reported he has been appointed to the regional Homeland Security Council and will need to attend meetings each month.

City Attorney Don Knappenberger

Don had nothing to report.

City Clerk Jane Dickson

Jane reported that she and Jami will be attending City Clerk’s Spring Conference on Wednesday, Thursday, & and Friday consequently the City Office will be closed during the lunch hours those days.
