The LGA has been in discussions with Adelaide City Council regarding how the Councils across SA can participate in the Australia wide celebration of the 175th Anniversary of Local Government in Australia.
After considering opportunitiesthe LGA has endorsed the concept of a Council/Community Banner Competition. Councils were alerted to the concept via email to communicator contacts in December 2014 via a suggestion thatelection banners be retained for re-use.
This idea has emerged from one developed by the Western Australian LGA. WALGA hold an annual banner competition in which schools/community groups from each Council area produce a banner as a part of an arts project which are then displayed in St George’s and Adelaide Terraces in Perth. In summary the LGA is seeking your Council's support for the following approach:
- Every Council be invited to sponsor an entry (meaning there could be 68 entries/banners) from a school/community group within its area. Schools/community groups could be invited to participate and selected at random or based on preliminary designs (using a local judging panel).
- The subject content would reflect artistic interpretations of 'How our Community benefits from Local Government' effectively highlighting the benefits brought to the whole State by the establishment of Local Government in 1840.
- The LGA provide one banner (2320X1190mm see page 4 for picture) to each Council for free which fits the requirements for display in the City of Adelaide.
- The banners once painted/printed will be displayed in Adelaide City streets including north end of King William Street, eastern end of North Terrace, Pultney Street and Victoria Square towards the end of October which would coincide with the election of the first Council and with the LGA’s AGM.
- The cost of installation and hire fees to use the City of Adelaide's Banner poles will be subsidised by the City of Adelaide, with the remainder covered by the LGA.
- Those Councils who kept Election Banners (3000X1000mm) are encouraged to consider invitingcommunity groups/schools etc to paint these on the reverse side for display locallyduring the month of October 2015.
- Councils supply either paint or provide some funding to a school or schools for art materials
- The arrangement is expected to involve very low costs if Councils seek donations and or sponsorship from local suppliers to go towards the materials involved in preparing the banners and postage/transport costs to get the LGA supplied banner back to the LGA.
Please note that private sponsorship messages are not allowed on banners to be displayed in the City of Adelaide, but may be considered for local banners subject to Council policy. - An official judging committee to be established by the LGA will identify categories of winners (awarded a certificate) and an online approach will allow a “people’s choice” winner.
- The People Choice Winner will be awarded a voucher to the value of $500.
Objectives/Conditions
The primary focus of a flag or banner concept and final output should be an positive and artistic representation/interpretation promoting the theme: 'How our Community benefits from Local Government'
In particular, flag or banners with events of a political, religious, marginal or controversial nature as their focus, will not be approved.
Banner decoration options:
Painting – each Council needs to purchase canvas paints which can be purchased from paint suppliers including Crowley’s Paint – see page 5&6 for details and locations of suppliers.
Digital Print – if your Council would prefer to digitally print the design, then please ensure that its printed onto a sticker so that the digital print supplier can apply it to the canvas banner the LGA will provide to Councils.
Reason: The LGA supplied banners will have the banner holder pockets stitched which means it cannot be put through a printing machine. (see page 4 which shows the pockets that will be stitched so they can be installed on the Adelaide City Council Street Banner pole infrastructure.)
Please note that the digital print cannot include a logo from the digital supplier as a sponsor unless it is incorporated into the 20% space of the overall banner size. This would have to include the Council logo and any School/Community Group logo – see page 3 for Adelaide City Council Conditions.

Please note: there isn’t a requirement for Councils to have ask a range of schools/community groups to submit designs. Council can nominate a school/community group, or ask their Youth Services/community arts groups etc to generate a concept.
The competition component of this Council/Community Banner project is in the display and judging that will occur in October – not necessarily the selection of a school/community group. - Friday 26 June 2015 -Friday 3 July 2015Councils select concept they prefer and submit to the LGA for assessment to meet the Adelaide City Council criteria for display of banners in the City streets Please note: you won’t need to supply to LGA for approval if Council staff ensure acknowledgement logos must occupy no more than 20% of the space.
- Friday 3 July 2015 – LGA notifies Councils of concept approval
- Monday 6 July 2015 – Councils notify successful group & supply necessary art materials as required
- Monday 13 July – Friday 21 August 2015 – Banners get painted/printed
- Monday 24 August – Friday 4 September 2015 – Printed/painted banner sized (2320X1190mm) supplied to the LGA, 148 Frome Street, Adelaide.
- Sunday 18 October – Sunday 1 November 2015 – Banners displayed in the City of Adelaide streets
- Sunday 18 October – Sunday 25 October 2015– People Choice Award voting occurs online & LGA Judging panel occurs (website to lodge people choice votes TBA)
- Friday 30 October – winners announced & awarded at the LGA Conference and AGM.

Graphic Content
Because flags and banners must be mounted at least 5 metres above street level, the graphic composition of colour and text needs to be bold and uncomplicated, and able to be read at a distance of up to 50 metres from a moving vehicle. Excessive use of darker colours, or fine text should be avoided.
Text
Text should be in a font that is legible from a distance. It should be easily distinguishable from the background colour(s) used in the flag or banner. Light coloured text on a dark background has been proved to have the greatest clarity. A minimum recommended font size is lettering an average of 240mm in height.
Some recommended fonts are Times New Roman, Arial or Garamond although provided the characters are easily legible, there is no limit to the characteristics of the font. Text should be as succinct as possible.
Colours
The 'Pantone Colour Matching System' guide for printers is widely used, and can be quoted when communicating colour requirements to a printer/manufacturer. The system allows for an infinite palette of colours, although lighter, brighter colours add impact to a design. High degrees of contrast between different coloured elements are effective.
Subject matter
The primary focus of a flag or banner should be a recreational, sporting or tourist event, or a community based activity or festival and promote the City of Adelaide as a destination for visitation.
In particular, flag or banners with events of a political, religious, marginal or controversial nature as their focus, should be discussed at an early stage and will only be permitted subject to Council approval.
The flags and banners need to reinforce the City's image as the capital of the festival state and convey a sense of activity and vibrancy.
Material deemed to be inappropriate or offensive to the community at large, or to any particular community sector, will not be permitted. The focus of any banner will always be subject to the consideration and approval of Council.
In certain circumstances a proposal may be referred to Council for decision.

Council logo/Community Group/School logos on a banner can occupy a maximum of 10% of its total area if only one sponsor is offering sponsorship. If there are a number of companies or organisations sponsoring a banner, a maximum of 20% of the area of the banner may be given over to advertising.
