THE INLETS CONDOMINIUM ASSOCIATION, INC. and THE INLETS COMMON FACILITIES CORPORATION RULES & REGULATIONS

The following Rules and Regulations have been formulated to provide a fair, sensible and reasonable basis by which members of this community can live together harmoniously. The rules are based on consideration of health and safety for the individual and on the liability of the Homeowners and the Associations, as well as respect for the rights of others.
Guests are welcome in The Inlets. Their use of our facilities, however, is a privilege. Owners must make their guests/renters familiar with our rules and aware that the owner is subject to being fined if the rules or regulations are violated.A copy of these rules (available at The Inlets Office) must be accessible in all Units. Any reference to "Owner" in the Rules and Regulations includes family, guests, friends, visitors, and renters - all whose actions on Association property are the Owners responsibility.
Compliance with the Rules and Regulations and the reporting of violations is everyone’s responsibility. Residents should take the initiative to directly inform people, discreetly and courteously when they are in violation, most especially in the recreational areas. Violations should be reported on the Complaint Form found on the Inlets office door. Filled out forms are to be placed in the Compliance Committee box in the Inlets Office. Completed signed forms are required prior to Compliance Committee action.
While no regimentation is intended, the Rules and Regulations are binding on all Owners, Renters, and Guests; and will be enforced by The Inlets Board of Directors.
The Board of Directors has the authority to levy fines for violations of these Rules and Regulations. The fining process is outlined in Appendix A of this document.
- SALES AND RENTALS
A.All Sales and Rentals (repeat rentals included) of any Unit are subject to all the conditions outlined in the Declaration of Condominium. Unit Owners contemplating selling or renting their property shall obtain the required forms from The Inlets Office. The Owners and Buyers/Renters shall provide all the information requested on their respective, confidential forms and will return them to the office along with the appropriate fees. The prospective Buyers/Renters are also required to make an appointment with a member of the Sales and Rentals Committee, before the closing date of the sale or before the rental period begins. The Buyers/Renters' signature(s) on the Information/lease form, acknowledges the receipt of, and agreement to abide by the current Rules and Regulations, as well as all other Documents of the Common Facilities Corporation and the Condominium Association, and laws of the state of Florida. (See Section II F of this document)
The following rules apply to Rentals:
- The minimum lease in Sections I, III, and IX is 30 days. The minimum lease period for Sections II, IV, V, VI, VII, and VIII is 90 days. The maximum number of rental Units in Section IV is three (3). Maximum rentals are not restricted in all other Sections.
- Owners of a Unit being rented relinquish their rights to the use of all recreational facilities for the duration of the rental period.
NO SALE OR RENTAL MAY BE COMPLETED WITHOUT THE WRITTEN APPROVAL OF THE ASSOCIATION.
B.Notification of House for Sale or Rent must be on file in the Inlets Office. Seller (or Leaser) shall obtain and fill out the appropriate forms PRIOR TO LISTING THE HOME FOR SALE OR RENT. A summary of houses for sale will be available at the front entrance to The Inlets. Owners may also advertise their Units on a 3X5 card which may be posted on the Residents Bulletin Board in the Mail House.
C.A prospective buyer will be admitted to The Inlets only by an Owner or in the company of a Realtor, who shall make prior arrangements to enter the front gate.
D.In the event of an OPEN HOUSE, the front gate may be manned by the Realtor, the Owner, or a person appointed by the Owner. "Open House" signs may be posted forward of the front gates near Highway 41, near the Access Phone, and at the owners property for a period not to exceed four (4) consecutive hours. In order for visitors to be able to locate the Unit more easily, directional signs may be posted, as deemed necessary, on Common Facilities property. The use of balloons and/or flags is permitted. The Owner/Realtor must remove all signs and other paraphernalia at the end of the Open House period. A seller may request that the front entrance gate be left open from noon to 4:00 PM on Sunday afternoons.
I.GENERAL COMPLIANCE
A.Each Condominium Unit shall be used exclusively as a one-family residential dwelling. No commercial use is permitted.
B. Occupants of an Inlets Unit shall not permit or maintain in or on their premises conditions or activities which interfere with a peaceful, quiet, and visually acceptable occupancy by other Unit Owners.
C.Residents shall dispose of refuse in securely tied plastic bags or in covered containers. Yard waste must be disposed of in untied Kraft bags or containers, with fronds and branches tied in bundles, not exceeding four (4) ft. in length. Recyclables must be placed in the designated plastic bins. All garbage, rubbish and recyclables are to be placed at the end of each Units driveway no sooner than the night prior to the pickup or early the morning of the pickup. All containers are to be removed from curbside ASAP following pickup. Exposed outside storage of refuse is not permitted.
D.All Owners shall repair and maintain the outside of their Units in a safe, neat, clean, and attractive condition. In the event that an owner, after reasonable notice from the Association, fails to comply, the Association has the right, through its' agents, contractors, employees, or representatives, to enter the Unit grounds and repair or replace the deficiencies at the expense of the Owner. The Owner shall make payment immediately upon demand by the Association for all such expenses incurred. Annual home inspections will be conducted by the Home Inspection Committee. Findings by the committee will be forwarded, in writing, to Unit Owners who are responsible for making any necessary repairs within 60 days of notification.
E.Owners are responsible for all necessary repairs to or the replacement of the outside light stanchions and light sensors. Owners are encouraged to replace the light stanchions with the new light posts approved in 2003, along with the new house numbers, but may if they desire, retain the original style stanchions. When installing the new light posts, owners are required to mount new 6 house numbers on the stucco approximately 6 from ground level, between the garage door and front vestibule entrance area, closest to lights illumination. Burned out light bulbs are to be replaced immediately with low wattage fluorescent bulbs, or incandescent bulbs, not less than 40 watts. In an Owners absence, arrangements shall be made by the Owner to designate someone to replace burned out bulbs. That persons name shall be reported to The Inlets Office. The Association will replace lights that are inoperative for more than ten (10) days after notification, and the cost will be billed to the Owner. Under no circumstances are the post lights to be turned off at the circuit breaker or switch, as these lights are an integral part of the Condominium property lighting system.
F.Florida Condominium Statute requires that all Condominiums keep their roster current. Accordingly, residents departing for a period exceeding one (1) week shall inform The Inlets Office of their departure and return dates. All House guests occupying a Unit when the Owners are absent, shall notify The Inlets Office upon their arrival, obtain a Visitors Pass, and inform the office prior to their departure.
G.No door to door or other solicitation by any organization is allowed. This includes charitable and non-profit organizations.
H.Roller skating, bicycling, jogging, or walking within The Inlets community is done at the risk of the person involved. Persons engaged in such activity after dark should carry an appropriate light.
I.Ball playing is prohibited on streets, cul-de-sacs, or on the Common Elements.
J.No swimming is allowed in any areas other than in approved swimming pools.
K.Fishing in the lakes by non-lakeside residents, tenants, or guests is restricted to the Common Facility area at the Mail House.
L.Anyone wishing to place a notice on any of the bulletin boards shall adhere to the posted regulations. Notices having reference to political or religious matters are not permitted.
III.PETS
A.No more than two (2) small household pets shall be permitted per Unit.
B.A limit of 40 pounds for an adult pet will be enforced. Pets exceeding the 40 pound limit that were living in The Inlets prior to February 1999 will not be in violation of this rule and are grandfathered in, under our Rules and Regulations. Replacement of a grandfathered pet must comply with the 40 lb. rule. Prospective Buyers with pets over 30 lbs., shall obtain a licensed veterinarians certificate authenticating the weight, or expected adult weight, of the pet prior to obtaining approval to move into The Inlets. This requirement also applies to Inlets residents who expect to acquire new pets.
C.Dogs must be leashed at all times when off the owners property. Leashes are not to exceed six (6) feet in length.
D.All pet excrement must be picked up immediately and properly disposed of, including cleanup on the pet owners property as well.
E.No exotic pets, including reptiles, are allowed.
F.No Pit Bull dogs are allowed.
Pets that become a nuisance to the community, a danger to our residents, or are otherwise in violation of these Rules, will be ordered to be removed from the premises.
IV.UNIT EXTERIORS
A.No Owner shall modify or change the appearance or design of any portion of the exterior of any Unit or dock without approval of the Association. All requests for exterior changes, must be submitted to the Architectural Review Committee on the appropriate form (Application for Architectural Change) available at The Inlets Office. Also, any exterior paint change must be submitted for approval on the appropriate form (Exterior Painting Change) available at The Inlets Office. A list of approved paint colors may be obtained from the Office. Additional colors may be submitted to the Architectural Review Committee for approval. Projects must not begin until approval has been granted.
B.No TV Satellite Dish/Antenna shall be permitted without prior endorsement of the Architectural Review Committee. The Dish/Antenna shall adhere to the following guidelines: Location: The preferred location of the dish/antenna is on the back or side of the house, not on the roof tiles, and following Federal Communications Commission Guidelines (47CFR section 1.4000) not to exceed 36 inches in diameter or 7 feet above the roof line. The dish/antenna must meet Sarasota County Hurricane Code.
C.No solar panels are permitted without the prior approval of the Association.
D.No wires, air conditioners, awnings or other structures shall be erected, constructed, or installed on the exterior of a Unit without Architectural Review Committee approval.
E.No electric machine or apparatus of any sort may be used or maintained in/on any Unit that will cause interference with electronic appliances in other Units.
F.No clothes lines, hangers, or other drying facilities are permitted on the exterior of any Unit or in/on any part of the Common Facilities.
G.Fences delineating unit boundaries are not allowed. Other types of fences must be approved by the Architectural Review Committee.
H.Roof Cleaning Procedures Prior to beginning the roof cleaning process, home owners will be sent a letter stating that if they do not want The Inlets to pressure clean their roofs during the regularly scheduled cleaning process, the home owner will have 60 days to get the roof cleaned at their own expense. If it is not completed within 60 days The Inlets will then have it cleaned. New roofs within a four year period prior to the scheduled cleaning are not usually deemed necessary to be cleaned. Final decisions regarding the necessity for cleaning a home owners roof tile will be made by the Trim Paint and Roof Cleaning Committee.
V.LANDSCAPING AND GROUNDS
A.No Owner shall modify or alter lawns, landscaping, or landscaped areas within the Unit boundaries without prior approval of the Landscape Committee, except for the area within a Units privacy court.
B.No person shall give verbal orders to or interfere in any way with the landscape crews.
C.Requests, suggestions, and complaints are to be made in writing on the appropriate forms found in the bin on the office door at the Clubhouse.
D.Owners are responsible for:
1.Replacing sod, dead trees and shrubbery.
2.The care of all plantings outside the foundation area.
3.Trimming trees over 20 tall.
4.Mulch.
E.Owners are totally responsible for the maintenance of fruit trees. Dropped fruit must be picked up off the turf regularly and for the safety of the Florida citrus industry all fruit trees must be picked clean before leaving for the summer. Fruit trees are not recommended.
F.No Owner shall plant a tree without the approval of the Landscape Committee. New trees should have a 36" diameter well to facilitate watering, by owner.
G.Furniture, hoses, toys, and other obstacles are to be removed from the grass areas after use, so as not to interfere with the lawn mowing and chemical applications.
VI.IRRIGATION
A.Manual operation by a Unit Occupant of the Units sprinkler system is strictly prohibited, unless authorized by the Irrigation Committee.
B.If you have a problem, call the office and leave a message on the answering machine or fill out a form, located in the bin on the door of the office.
C.In an emergency situation, call a member of the Irrigation Committee.
D.The addition of new sprinkler heads or the relocation of existing heads must be applied for and approved by the Irrigation Committee. Such changes are made at the owners expense.
VII.VEHICLES
A.All vehicles, except those of renters who lease for less than six (6) months, must be registered with The Inlets Office, and registration must be kept current. An Inlets decal, obtained from The Inlets office when registering, must be displayed in the lower left hand corner of the windshield. Renters with leases for less than six (6) months are issued a Renters Pass which should be prominently displayed on their dashboard.
B.All overnight guests must obtain a vehicle Visitors Pass from The Inlets office upon entry to The Inlets. This Pass should be prominently displayed on the dashboard for the duration of their visit. Guests arriving when the office is closed shall obtain the Visitors Pass the following business day, if their visit is continuing.
C.Our speed limit is 20 miles per hour throughout The Inlets.
D.Parking is not permitted overnight on the roads. No parking is permitted anytime on the lawns or other non paved areas. Please encourage guests and service people to park in the driveway, if possible, rather than on the road. All vehicles parked on the driveway must not overhang the grass or roadway.
E.Overnight parking in driveways is limited to automobiles, station wagons, SUVs, non-commercial vans, and pickup trucks with matching "Cap" or rigid matching "tonneau" covers. Open bed pickup trucks and commercial vehicles, with or without signage, must be garaged overnight.
F.Particular care should always be taken not to block access or egress from the driveways of your neighbors.
G.When parking on the roadway, vehicles must face in the same direction as the flow of traffic.
H.Residents may keep their boat or RV in their driveway, if it fits, for two (2) nights, while loading/unloading for a trip.
I.Sleeping in cars, RVs, campers, and trailers is prohibited.
J.Residents will be required to remove any type vehicle which detracts from the general appearance of the community. "Tarp" covered vehicles, cars put up on blocks, or unlicensed vehicles, are not permitted to be stored in driveways.
K.Overnight parking in the Clubhouse lot is limited to four (4) nights for residents cars and/or guests cars with a "Visitors Pass", RVs of Inlets overnight guests and oversized RVs for two (2) nights, while loading/unloading for a trip; also other vehicles in emergency situations. Contractors, while working for The Inlets, may be granted an exception by the President, who will issue a dated "Contractor Parking Permit" to be visibly displayed on the vehicle. Any vehicle parked overnight in the Clubhouse lot must be parked in the rear of the lot, away from the Clubhouse and tennis courts.
L.Anyownerof a vehicle parked illegally, who continues to park illegally, shall, after due notification, be subject to a fine or to having the vehicle towed at the owners expense.
M.Overhead garage doors should be closed after 10:00 PM daily. If not closed, the owner will be notified.
