Today, 20th, November, 2010, the Passing Out Parade, 34th batch of PSI’s was held at Police Training College, Jharoda Kalan, New Delhi. 366 Probationary Sub Inspectors took oath in a colorful ceremonial parade after successfully completing their basic training.These Probationary Sub Inspectors have joined training in the month of September, 2009. Shri B. K. Gupta, Commissioner of Police, Delhi took the salute of the marching contingents. The parade was also attended by the many senior officers of Delhi Police and other dignitaries.

On this occasion, Commissioner of Police distribute trophies to the PSI’s i.e. PSI Sandeep Kumar for his all round best performance and also first in Indoor test, PSI Suresh Kumar, who stood first in Outdoor test and first in Commando training, PSI Rohit Kumar who also stood first in Commando training, and PSI Nitesh Singh who stood first in firing test.

The highlights of the training programme of PSI’s are:

  1. Specialized training in Law at GuruGovindSinghUniversity.
  2. Focus on police practical work –writing of complete case files.
  3. Moot court excises- gaining experience of court proceedings
  4. Commando training.
  5. BDS( Bomb Detection training )
  6. Special training in human behaviour, JJ Act, cyber crime etc.

On this Occasion, Commissioner of Police released CD titled “Study Material for Police Officers” which contains useful information of more than 10,000 pages ranging from police science, forensic science, computer, organization and administration, human behavior, leadership and supervision, Legal Acts, Standing Order etc. to various types of forms which are required in investigation. This CD is being given to each officer who has passed out from PTC today.

In his address, Commissioner of Police, Delhi has advised them to be become professional Police Officers and encouraged them to come forward and accept the challenges of policing the capital in a better way. He further stated that he was happy to know that these officers have been trained in counter terrorism techniques, cyber crime, unarmed Combat, Commando etc. He further hoped that they will certainly fulfill the expectations of society. Police and Security forces are faced with great responsibilities. He advised that the police officers should themselves take initiatives to undergo specialized training in modern technologies. He emphasized upon the need for using the technology in police working keeping in view the need of the time. He appreciated Delhi Police role in providing security for Common Wealth Games.

Lastly, Commissioner of Police congratulated them for the successful completion of their training and hoped that they should always remain ahead of time by improving their professional skills to serve the public of Delhi with more humanitarian approach. He congratulated the Joint CP/Training Sh. S.N. Shrivastava and his officers for imparting excellent training to this Batch.

DOUBLE MURDER CASE SOLVED,

TWO PERSONS ARRESTED

With the arrest of 1. Sirajuddin s/o Babuddin r/o F-561, Janta Colony, Welcome, Delhi aged 31 Years and 2. Amir s/o Abdul Aziz r/o J-246, Janta Colony, Welcome, Delhiaged 42 Years, North East District Police has worked out a sensational double murder case on the same day of incident.

INCIDENT:-

On 18/11/10, a PCR Call regarding stabbing a person at Janta Colony, Welcome was received. On the receipt of the same, Police rushed the spot and found that the injured had been taken to hospital. On the way reaching to hospital, another call regarding stabbing of other person was received. In the said incident, two persons namely Miraj & Rambali sustained grievous stab injuries which proved fatal to them and another three persons sustained sharp injuries inperson. A case vide FIR No. 191/10 dated 19.11.10 u/s 302/307/324 IPC was got registered at PS Welcome and investigation was taken up.

TEAM:-

To work out this sensational case, several dedicated teams were constituted under the leadership of Inspr. Raman Kumar Jha, SHO/Welcome comprising SI Manoj, SI Kamlesh, ASI Rajender, Ct. Jagroop, Ct. Surender, Ct. Namdev, Ct. Umesh and Ct. Narender along with the public persons namely Mohd. Chand s/o Mohd. Sharif & Ashu s/o Ashok Kumar in close supervision of Sh. Dharamveer Joshi, ACP/Shahdara.

INVESTIGATION:-

During investigation, several dedicated teams were constituted and sent to different locations to apprehend the culprit such as ISBT, Railway Stations, Loni Border etc. Raids were conducted at the possible hideouts and some information was developed to locate his whereabouts. With persistent and relentless efforts, the accused Sirajuddin was apprehended at Loni, Ghaziabad, UP. From his examination, he spilled the beans and revealed the entire incident. Based on his confession, the co-accused namely Amir was also apprehended.

INTERROGATION:-

Accused Sirajuddin disclosed that he has a property dispute with his family members and relatives. On the day of incident at about 09.30 PM, some hot arguments took place between him and his mother Munni. Mean while, his Uncle Abdul Aziz and brother Miraj intervened and tried to settle the matter. But he did not listen and in furtherance, he stabbed Miraj with a knife (Churi). He also injured his mother and other persons and ran away from the spot. After that when he reached near Raghunath Mandir, his friend Amir met him. Amir instigated him against Rambali, who had some dispute with Amir. Hence he and Amir reached to the house of Rambali, where he stabbed on the stomach of Rambali and there after both of them ran away from the spot.

(1) Sirajuddin s/o Babuddin r/o F-561, Janta Colony, Welcome, Delhi aged 31 Years. He is steam press worker. He is previously involved in 6 cases of arms act and hurt.

(2)Amir s/o Abdul Aziz r/o J-246, Janta Colony, Welcome, Delhi aged 42 Years. He runs a dry-cleaning shop.

HUSBAND-WIFE ARRESTED FOR CHEATING FOR

FAKE MEDICAL COLLEGE ADMISSION

Anti Fraud & Cheating Section of Economic Offences Wing,Crime Branch has arrested Kiran Kumar S. Magadi r/o “Vidya Nagar, Hubli, Karnatka and his wife Renu K. Magadi for duping a senior doctor of Delhi of Rs. 25 lacs. Kiran S. Magadi defrauded the complainant on the basis of false assurances of arranging admission for his son in MBBS course in a reputed medical college in Karnatka.

A senior doctor of Delhi gave a complaint in Economic Offences Wing alleging therein that he was looking for his son’s admission in MBBS at Karnatka and he has been defrauded of Rs. 25 lacs. Accordingly case FIR No. 148/10 dt. 06-11-10 u/s 420/406/120-B IPC P.S. EOW was registered and investigation was taken up. During the course of investigation, it was found that complainant’s cousin, who resides at Hubli, was assured by accused Renu K. Magadi that her husband Kiran Kumar can arrange the desired admission as he has good connections and has been arranging admissions for many years. During further meetings/negotiations, the accused Kiran Kumar represented himself as an important functionary of various impressive sounding organisations in Karnataka ad Delhi. The accused assured that being a social worker he is well known in Karnatka and is in a position to arrange the admission for his son. The accused convinced the complainant by saying that he has secured around 100 admissions in Russia and numbers of admissions in Karnatka. The accused provided a hand written statement on his letter head with National Emblem about the possible expenses which worked out to Rs. 21,63,500/- and some other misc. expenses. The accused assured that in case the admission is not arranged, the entire amount would be refunded.

Taken in by the false promises and misrepresentation on the part of the accused the complainant handed over Rs. 25 lacs in cash to him in June 2010. The accused informed him after some time that the admission has been secured and he will inform about further procedure/formalities required to be done in due course. Thereafter on being called by the accused persons, the complainant along with his wife and son reached Manipal in August 2010 with all necessary preparations. The complainant met the accused, who was accompanied with another person posing as Director of a reputed medical college of Karnataka and stated that due to some unforeseen problems and technical reasons in the university, the admission will be delayed by 10 days and requested them to return back and wait for his next call. The complainant continuously followed up with the accused and ultimately the accused informed him that the admission could not be arranged and asked for some time for the refund of the amount. Thereafter, the accused gave two cheques of Rs. 15 lacs & 10 lacs to the complainant but both the cheques bounced on presentation. Thereafter the accused Kiran Kumar absconded and switched off his mobile and was not traceable. In the meantime, his wife Mrs. Renu kept on giving false

assurances to the complainant that the amount will be refunded soon as her husband has gone abroad. She also gave two fresh cheques amounting to Rs. 25 lacs from her personal account but the same could not be cleared due to insufficient funds in her account. Both the accused persons kept giving false assurances and neither arranged the admission nor refunded the amount.

At this the senior doctor approached Economic Offences Wing and immediately a team was dispatched for Katnataka. Several raids were conducted in different areas and finally due to the persistent efforts, the accused persons namely Kiran Kumar and Renu were apprehended from Hubli, Karnatka in a trap.

During sustained interrogation, it has been revealed that the accused had taken advantage of the doctor and drfrauded him. It has also been revealed during interrogation that a major part of the defrauded amount has been spent by accused in a pleasure trip to South–Eastern Asian country. Raids are being conducted to recover the remaining cheated amount. Possibility of many more such complaints agaisnt the accused can not be ruled out and in this regard regular contact with Karnataka police has been established. Further course of action for abuse of National Emblem by the accused is also being initiated. Further investigation of the case is in progress.

Case FIR No. 263/10 dated 19.11.10 u/s 379/411/34 IPC PS NDRS

With the arrest of two accused viz (1) Guddu Yadav s/o Sh.Munna Yadav r/o Ranchi Jharkhand (2) Raju s/o Sh.Rajesh r/o Ajmer Rajasthan, team constituted by Inspr. Surajbhan Singh, SHO/NDRS had succeeded to surface a vital blow on increasing luggage lifting at New Delhi Railway Station and Shivaji Bridge/Tilak Bridge. HC Davis, 94/DRP, Ct Harender, 332/DRP, Ct Narender, 435/Crime of Police Station New Delhi Railway Station were on patrolling duty when they apprehended above mentioned accused who were trying to flee after lifting suitcase of Shri Rinku s/o Sh. Mahesh Chander of Narela, Delhi and recovered cash Rs. 26000/-, Nokia Mobile, Camere, clothes etc (total value- Rs. 54000/-) from their possession in the presence of complainant Shri Rinku s/o Mahesh Chander r/o Gandhi Ashram Road Narela, Delhi. A case vide FIR No. 263/10 u/s 379/411/34 IPC has been got registered against them.

During the course of investigation they are interrogated thoroughly. Facts reveals that they target people who are carrying more than one luggage. They positioned themselves near the luggage and one of them two watches the owner of the luggage. On the signal given by one the second person lift the luggage and disappear from the spot. They disclosed their involvement in two more cases of luggage lifting. Further investigation is under progress.
