The governing body met in regular session at 7:30 p.m., February 17, 2016 in the council room. Mayor Joe Mitchell and council members Ray Shinn, Alice Lackey, Mike Stallbaumer, Jim Mitchell, Bruce Hermesch and Steve Bennett were present. Also present were City Administrator Matt Rehder, City Attorney Daniel Coughlin, Bruce Hermesch, Kylee Luckeroth, Wendy Lierz, Sarah Renyer, Tom Scott, Allen Henry, Dick Strathman, Tyler Heinen, and Randee Bontrager and reporters Matt Diehl and Heidi Wolfgang.

After a change in the February 3, 2016 minutes’ adjournment of the meeting from 9:48 to 7:48, Alice Lackey moved and Mike Stallbaumer seconded a motion to approve the minutes. All six voted aye.

Bruce Hermesch moved and Ray Shinn seconded a motion to approve Ordinance No. 1361 the Kansas Electric Utilities Task Force Strategic Assistance Agreement. All six voted aye.

Jim Mitchell moved and Steve Bennett seconded a motion to approve Ordinance No. 1362 the American Public Power Association Mutual Aid Agreement. All six voted aye.

There were three bids received for a new electric department truck - $27,203 – Honeyman Ford; $27,750 – Nemaha Valley Motors (Dodge Ram); and $30,430 – Nemaha Valley Motors (GMC). Ray Shinn moved and Alice Lackey seconded a motion to accept the bid from Honeyman Ford in the amount of $27,203.00. All six voted aye.

Grants approved by the Travel & Tourism Committee are Baileyville Benefit Group, Baileyville Benefit - $350.00; ALR Post #21, Bike Show - $750.00; NCHS, Golf Classic - $420.00; NCHS, Tractor Cruise - $420.00; Chamber/SDI, Cruise Night - $650.00; Chamber/SDI, Street Fair Festival - $500.00; Chamber/SDI, KNZA Regional Expo - $225.00; Chamber/SDI, KS Sampler - $143.00; Chamber/SDI, Fort Riley Expo - $125.00; and Chamber/SDI, Wine About Winter - $33.00. Alice Lackey moved and Bruce Hermesch seconded a motion to approve all grants as presented. All six voted aye.

Allen Henry, past Fire Chief presented the 2015 Annual Fire Report and present Fire Chief Tom Scott introduced the new chiefs and reported to the council what he might like to accomplish for 2016.

Tyler Heinen and Randee Bontrager, Nemaha Central High School SADD, gave a report on the programs that United 4 Youth helped fund in 2015 and requested a donation for 2016. Bruce Hermesch moved and Ray Shinn seconded a motion to donate $2500.00 to the United 4 Youth. All six voted aye.

Mayor Joe Mitchell requested the reappointment of Susan Bowman to a four year term on the Seneca Housing Board. Mike Stallbaumer moved and Alice Lackey seconded a motion to reappointment Susan Bowman for a four year term on the Seneca Housing Board. All six voted aye.

At 7:50 p.m., Alice Lackey moved and Jim Mitchell seconded a motion to adjourn the meeting. All six voted aye.
