Mid Term Evaluation

Project: Building Gender Equitable Eye Health Systems in Barisal Division

Overall Goal of the Project:

Increase access to and utilisation of quality, sustainable and accessible eye care services in the most underserved communities of Barisal Division through the implementation of gender sensitive programming approaches.

Objectives of the Project:

1.Identify barriers facing women in accessing eye care services in Barisal Division

2.Increase capacity in human resources for eye health in Barisal division to deliver high quality, accessible and equitable eye health services

3.Increase demand for services and provide eye care services, with gender equity in Barisal Division

4. Improve quality of eye care services in Barisal through a health systems strengthening approach

Project Location:

Barisal Division consisting of 6 districts (Barisal, Barguna, Pirojpur, Bhola, Patuakhali and Jhalokathi)

The objective of the Mid-Term Evaluation is to measure the progress, outcome and the achievement of the project in terms of expected results.Hence, the extent to which programmeactivities have so far contributed towards the achievement of desired outcomes (in comparison with the expected and baseline KAP analysis) and to draw out anddocument key lessons learnt as well as provide a set of recommendations on the strategic direction ofthe programme will be determined.

The midterm review will be done following the processes of field visit, interview of clients, interview involving key project stakeholders, FGD, KII, other qualitative methods/tools and research documentation.

The methodology for the evaluation will consist of (but is not restricted to) the following:

  • Secondary information, existing publication, existing data, reports (MIS reports and half yearly reports) and formats will be used as source of information
  • Review all relevant project reports/documents such as baseline and half-yearly reports and any other survey documents
  • Review the Gender strategy and SBCC strategy developed for specific objective
  • Consultations and discussions with FHF team as well as partner staff involved with implementing process
  • Visit field locations for field level information
  • KII/FGD/interviews with stakeholders (both primary and secondary)

All the data/information needs to be checked or discussed with FHF staff in case of any clarification.

The study will focus on the following project areas and the issues related to:

  • This will cover the relevance, efficiency, impact, sustainability, timeliness of implementation etc
  • Assessment based on and comparison with baseline survey, with sector specific disaggregated data, clear objectives and measurable indicators.
  • Quality of project activities which will covered through progress monitoring
  • Efficacy of Communication campaign, efficacy of school screening, cascade training and the gender strategy
  • Project progress against gender indicators and a gender focused patient satisfaction survey

Responsibility of the Consultant

  • Overall responsibility of conducting a mid-term evaluation and produce report
  • Develop a methodology and plan with timeline for the assignment
  • Organization of team (including orientation, deployment of quality data collectors and assign evaluation team and analyst, and share with FHF)
  • Field Visit
  • Data Collection, Data Analysis and representation of findings
  • Set of recommendations and share draft of the report and incorporate the suggested changes
  • Final report Submission

Responsibility of FHF

  • Provide feedback on draft reports and other deliverables
  • Provide comments on plan and methodology
  • Provide necessary report, documents, field support (based on request), MIS data & BCC materials.

Draft Report: April 5, 2018

Final Report: April 10, 2018
