The following schedule reflects the warrant release dates and Electronic Fund Transfer (EFT) dates of

deposit by the State Controller’s Office (SCO) for Medi-Cal, California Children’s Services (CCS), Genetically Handicapped Persons Program (GHPP), Family Planning, Access, Care and Treatment (Family PACT) Program, Child Health and Disability Prevention (CHDP) program, Electronic Health Record (EHR) Incentive Program, Breast and Cervical Cancer Treatment Program (BCCTP), Every Woman Counts (EWC) and separate Children’s Health Insurance Programs like the Medi-Cal Access Program.

Checkwrite HoldMedi-Cal funded fee-for-service programs scheduled for the second to last warrant date of the Fiscal Year (FY) are held until the first warrant date in the next FY. Checkwrites and payments to the following programs are held during this time period:

  • Child Health and Disability Prevention Program
  • Family Planning, Access, Care and Treatment Program
  • Medi-Cal (Medicaid and State-only)

Medi-Cal funded fee-for-service and state-funded programs scheduled for the last warrant date of the FY are held until the first warrant date in the next FY. Checkwrites and payments to the following programs are held during this period:

  • California Children’s Services (Medi-Cal and State-only)
  • CHDP (Medi-Cal and State-only)
  • Family PACT Program
  • Genetically Handicapped Persons Program (Medi-Cal and State-only)
  • Medi-Cal
  • Separate Children’s Health Insurance Programs, including:

Medi-Cal Access Program

Medi-Cal Access Infant Program

Payments to the Every Woman Counts (EWC) program are excluded from the checkwrite hold.

2Columbus Day is a federal/banking holiday but not a state holiday. The EFT Settlement date for the 10/1/2018 checkwrite file will be 10/9/2018 due to the Columbus Day holiday.

3 End of quarter payments, warrants along with EFT payments, are required to be issued in the samequarter. Warrants will be issued on 12/28/2018. EFT files will be settled on 12/31/2018. File will be released to bank on 12/27/2018. Funding (federal draw down) must occur on or before noon on 12/27/2018, preferably COB 12/26/2018.
