Paul Blevins, Board President, called the meeting to order at 7:02 p.m.
The meeting was held at 1401 Parkside Drive (Amenity Center), Mansfield, TX 76063

B.  Call Center Log – 62 Calls received through the 24-hour call center line since 1-18-17

Callers were handled by Property Manager or the Call Center

C.  Review of 28 Current Open CC&R’s Violations including

1. Decorative Fence requirements (6 homeowners)

2. Missing Trees (2 homeowners)

D.  Review of ACC Modification Log

6 submitted: 4 approved, 1 approved with conditions, 1 approved after the fact

E.  Review of 5 In Process Action Items

F.  Reviewed December 2016 and January, February, March 2017 Financial Reports

1.  Standard Balance Sheet, Income Statement Report, Variance Report (not in report),

Foreclosure List

2. 80 homeowners’ delinquent on their HOA dues for a total of $61,748 outstanding. As

of 4/10/17 this data includes:

a.  8 homeowners with No Collection Status = $1,534

b.  2 homeowners with Reminder = $1,065

c.  51 homeowners with 2nd Notice = $27,479

d.  5 homeowners with Transferred to Attorney for Lien = $9,533

e.  3 homeowners with Lien on Property = $4,973

f.  2 homeowners with Referred for Foreclosure = $5,024

g.  4 homeowners with Payment Plan with FSR = $2,023

h.  4 homeowners with Bankruptcy = $8,579

i.  1 homeowner with Account on Hold = $1,538

OLD BUSINESS

A. Landscaping Improvements

1.  Broad Street Feature Beds – Tabled till mid-summer

2.  Tree Replacement Bids (Live Oaks, Red Bud Tree) Amenity Center – Tabled till mid-summer

3.  Irrigation Box Repair – Tabled till new Landscaper is selected

4.  Weed Control Proposal – Bid from Tru Green

MOTION MADE BY GINNIE BUCEK, SECONDED BY DAN PETERS TO APPROVE THE TRU GREEN WEED CONTROL PROGRAM BID WITH 6 TREATMENTS AT $4,350 PLUS TAX. REMOVE WEED CONTROL FROM LANDSCAPER CONTRACT. MOTION PASSED 5-0

5.  Mulch for Castle area – Tabled till new Landscaper is selected

B. Community Projects Updates

1.  Painting Stop Signs and Decorative Lamp Posts – scheduled for March 2017, BOD approved up to 30 in 2017 budget. Due to the number of posts that require painting, BOD requested an additional bid for work – Paul Blevins will follow up with city for sign painting contractor

2.  Pool Gate Access & 911 Phone Update – Approved via E-mail; to be completed in 2 weeks

3.  Community Notification Signs – Approved “Please Go Vote” and colorful HOA Event signs for Pool Party & Dive-In Movie, Children’s Santa Event and National Night Out

NEW BUSINESS

A.  Board Members to assist Social Committee with scheduled events:

1. Pool Opening Party with Dive-In Movie – June 10, 2017 (Dan Peters)

2. Dive-In Movie – August 19, 2017 (Kim Cannady)

3. National Night Out / Pool Closing Party – September 30, 2017 (Liz Wright)

4. Santa Event at Castle – December 10, 2017 (Ginnie Bucek)

5. Community Signs – (Paul Blevins)

B. Pool Opening Letters and Pool Pass Agreements – Letter approved as amended, verify

date and telephone numbers. Pool Pass Agreements have been located by FSR; new

agreements not necessary

C. Pool Furniture Set-up date: 2 weeks prior to open (5-20-17)

D. Pool Ambassador Contract – Signed

E. MISD Bond Issue / HOA Endorsements – BOD determined not to endorse candidates

but to promote voting (via LF Facebook, LF NextDoor, and signs)

EXECUTIVE SESSION

Executive sessions may be called from time to time to discuss personnel or legal matters.

Executive sessions are open to board members and management company officials only.

1.  MOTION MADE BY DAN PETERS, SECONDED BY KIM CANNADY TO FORECLOSE ON ACCOUNTS 0122 AND 0251. MOTION PASSED 5 – 0.

2.  Revisit Account 0299 in June 2017 BOD Meeting

3.  Refer Account 0297 to City for backyard violations

4.  MOTION MADE BY GINNIE BUCEK, SECONDED BY LIZ WRIGHT TO WAIVE FINES ON ACCOUNT 0092 THIS IS A SPECIAL NON-PRECEDENT SETTING WAIVER MADE DUE TO AN APPROVED VARIANCE FOR CURRENT FENCE STAIN. A SPECIAL CONDITION IS THAT AN APPROVED FENCE STAIN WILL BE APPLIED WHEN THE FENCE REQUIRES RESTAINING. MOTION PASSED 5-0
