The Department of Human Services (DHS) Is Looking for Contractors with Recent Classroom

The Department of Human Services (DHS) is seeking individuals and/or agencies to contract with to train new and experienced DHS workers in curricula developed by DHS. To be considered for a contract, a potential provider must:

·Have training experience

·Have knowledge of and experience with the use of Bridges, a software application used by DHS. Bridges primary goals are to improve service delivery and to reduce workloads by replacing DHS separate and disparate automated systems with a single integrated service delivery system. More importantly, Bridgesenables DHS staff to provide more timely, accurate and comprehensive delivery of services.

·Be knowledgeable about one or more of the following programs within DHS:

*Medicaid

*Child Day Care Assistance

*Cash Assistance (State Disability Assistance and Family Independence

Program)

*Long Term Care Medicaid

*Self Service Processing Center (SSPC) online application processing for

Food Assistance and State Emergency Relief

*State Emergency Relief (SER)

*Registration Support Services (RSS)

The training classes require providers to travel to training locations and, depending on distance and the length of the curriculum will require overnight stays of up to 6 consecutive nights.

Providers are reimbursed for travel expenses at State rates. Travel costsshallinclude mileage, meals, and lodging, DHS shall reimburse the Contractor at State of Michigan (SOM) premium established rates or the Contractor’s usual travel reimbursement rate for employees, whichever is less. The Contractor cannot charge DHS more for a provision of service than is charged to other entities for whom the Contractor provides services.

Providers who are awarded a contract are not guaranteed to receive training assignments, but will generally receive 2 weeks notice of the offer of an assignment. All new providers who are selected to provide services will be expected to attend a week long (5 day) orientation training prior to providing services if an OTSD orientation has not been completed in the last 180 days.

Attendance at orientation training will be reimbursed at $25 per hour.

Training will be reimbursed at a rate of $35.00 per hour. A training day shall not be fewer than six (6) hours of instruction, with a lunch break of (1) hour fifteen (15) minutes and an afternoon and morning break of fifteen (15) minutes each.

4 weeks

This 4 week course shall be for newly hired Eligibility Specialist/Family Independence Specialist staff for a four week instructor-led training session that focuses on developing and practicing their knowledge and skills in order to apply DHS policy and make eligibility determinations for DHS assistance payments programs as listed above.

□Long Term Care (LTC) Training:

5 days

This 5-day course is designed to help (new or seasoned) staff learn how to process cases for clients who may have L/H eligibility (clients who have been admitted to a Long Term Care facility and/or hospital). Staff will also learn how to process Initial Asset Assessments (IAA) in Bridges, and the interim procedures that should be followed to handle MA requests when an IAA was processed prior to Bridges conversion. The course also provides advanced instruction on processing asset information in Bridges, including how to record trusts and annuities, and how to indicate that asset divestment has occurred. Finally, students will have the opportunity to process Long Term Care cases in class, directly from their caseload.

3 weeks

This 3 week classroom training shall consist of training to newly hired Eligibility Specialist staff for a three week instructor-led training session that focuses on developing and practicing their knowledge and skills in order to apply DHS policy and make eligibility determinations for FAP and SER programs.

This 2 day classroom training shall consist ofBridges training for(new or seasoned) registration support specialists with an emphasis on understanding policy, Bridges data entry, and business processes including inquiry, application registration, file clearance and case transfer.

□Eligibility Specialists/Family Independent Specialist (ES/FIS) Transition to Case Manager Training:

3 days

The 3 day classroom training is designed for experienced ES staff that has been promoted to FIS. Emphasis is on all policy/procedures related to applicants for Cash assistance (Family Independence Program) and CDC Child Day Care Assistance.
