The David Steinbach Memorial Internship

OVERVIEW

The David Steinbach Memorial Internship is offered by the CCAP Unemployment Compensation Trust. The Trust funds an internship position each semester (spring, summer and fall) of the college year. Interns are paid ten dollars per hour and at the end of successful completion of the internship receive an additional $500 scholarship from the Trust.

PREFERRED MAJORS

The internship is available to junior, senior and postgraduate college students in the following majors:

•public administration/government/public affairs

•insurance/risk management/actuarial science

•communications/public relations

•business administration/human resources

•accounting/finance

•meeting planning/hotel management/hospitality

Other majors may be considered depending on the project work available for the internship period.

ABOUT CCAP

The County Commissioners Association of Pennsylvania is one of the largest associations in the state. With a staff of 85 and a Harrisburg office and training center, the association represents all 67 Pennsylvania counties. Our services to counties include legislative and regulatory lobbying, conferences and workshops, information services and insurance and other member services.

THE CCAP UC TRUST

The Trust has sponsored interns at CCAP since 1995. The Trust is an intergovernmental cooperative providing unemployment compensation insurance, claims management, and an Employee Assistance Program to 42 counties and to CCAP. In 2006, the UC Trustees named the internship in honor of a long time Trustee, David Steinbach, former chief clerk of Bucks County, who died in 2005. With the naming of the internship for David, a $500 scholarship was added to the program.

BENEFITS OF THE INTERNSHIP

We believe the internship experience is an opportunity for both the student and CCAP. There are always a number of special projects which CCAP staff need assistance completing, and interns allow us to have someone to coordinate the work and ensure it is accomplished in a set period of time.

Students benefit in several ways, including:

•work experience as a staff member of a statewide association

•participation in CCAP staff events, meetings, training sessions and activities

•completion of a project or projects related to the student’s major

•hourly wage during the internship

•scholarship award at end of internship

POTENTIAL INTERNSHIP PROJECTS

We endeavor to select a major project for each intern related to their major area of study. Suggested projects will be reviewed with the intern at their interview so the student can choose a project in which they are interested. Sample projects currently available are:

Human Resource Association: We manage a relatively new association for county HR directors. Interns would assist with organization of HR policies and procedures into some form of a searchable database (possibly web based), our annual Salary and Benefits Survey (design, data organization and entry) and possibly an electronic update of the Pennsylvania County Guide to HR Management.

Finance Department: Assist the Finance staff with ongoing accounting, inventory and vendor projects, including 1099 compliance.

Annual conference internship: Available only during the summer, to assist conference planning staff with the August CCAP Annual Conference planning and implementation. There are numerous projects related to the conference for which experience with InDesign software would be helpful.

Archiving projects: Scanning project to go paperless with risk control workshop and other insurance historical materials.

OTHER OPPORTUNITIES

In addition to the project work, the intern is welcome to participate in other activities of the Association, such as workshops and staff meetings. This will provide a sense of what services and activities are typically conducted by a Harrisburg based association.

SUPERVISION

The intern's work will be supervised at CCAP by John Sallade, Managing Director, Insurance Programs. John has been with CCAP for more than 28 years, and has an M.S. and B.S. in Public Administration from Shippensburg University.

WORK HOURS, SITE

We are able to beflexible and work around the intern’s class schedule. We would like the intern to be available to work in our office at least one or two days a week, depending upon the project(s) on which the intern is working. Our office is located on Linglestown Road (Route 39) north of Harrisburg. The number of hours worked in the office versus on campus or at home is negotiable. Summer interns usually work in the office every day. Our office is smoke-free, business casual dress.

RESOURCES AND REMUNERATION

We will make available for the intern's use a work area, phone, a computer, as well as other necessary office supplies. The internship pays ten dollars per hour, and we will reimburse for travel expenses related to the position (travel to and from the office is not included). Interns are expected to abide by the provisions of the CCAP Personnel Policy as if they were a CCAP employee. At the successful completion of the internship, a $500 scholarship is provided to the intern.

STUDENTS - WHY SHOULD YOU DO THIS?

You'll learn about Pennsylvania county government, statewide associationsand risk management. If you work on our publications, you'll help create a good reference tool for counties (it would be nice to add that publication credit to your resume!). And we think you'll have some fun, too. A couple of our prior interns have become CCAP employees (while the internship does not lead to employment, interns are welcome to apply for positions which become available during the time they are interning).

Dave Steinbach

In 2005, we suddenly lost a great friend of CCAP and the UC Trust, Bucks County Chief Clerk Dave Steinbach. Dave was chief clerk for more than 20 years, and a member of the CCAP Unemployment Compensation Trustees for 13 years, and also served on CCAP’s Joint Investment Committee. He and his wife died while on vacation.

Dave was someone who many people loved and respected. He was an involved member of the UC Trustees – it was not just another meeting for him. His actions showed how deeply he cared about the work the Trust was doing for counties, including his own. He especially appreciated the educational programs offered by the Trust for the members. He also attended several national conferences for insurance pool trustees, furthering his understanding of his role as a Trustee. Through these conferences, we got to know Dave, and his wife Charlotte, very well. They were a loving couple, and the kind of people you just do not meet enough in life.

Dave attended his last UC Trustees meeting in February 2005, telling us enthusiastically about the sailing trip he and Charlotte would soon be taking. His enthusiasm, laughter and commitment to public service will be sorely missed at our meetings.

Another project that Dave appreciated was the CCAP internship program, which is funded by the UC Trust. He liked that the Trust was encouraging students to learn more about counties and public service. In 2006, the UC Trustees voted to name the CCAP internship program for Dave, and added a $500 scholarship for each intern, given to honor Dave.
